BOARD OF HEALTH
Minutes of Meeting June 9, 2014

         A meeting of the Board of Health was held on Monday, June 9, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Kathleen Lannon, Chairwoman; Bonnie Hilton, Board Member; Vickie Philben, Administrative Assistant; and Scott Moles, Health Director. The Millis Board of Health meeting was called to order at 7:03 p.m.  

Also present were:  Sara Campion-Egan (college student observing the meeting), Barbara Thissell, Robert Fox, and Dan Merriken.


Administrative Business:

Approval of Minutes:

May 5, 2014 – The Board approved the Board of Health minutes for May 5, 2014.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.   
Director’s Report:  No written report.  The Director presented highlights of the department’s activities.

Old Business:

  • Public Pool Business Licenses – The Board of Health issued two of the three Public Pool Business Licenses.  Kingsbury Club at Glen Ellen opened the pool on Saturday, May 24, 2014.  Lionheart, Inc. at Stoneybrook Apartments opened the pool on Monday, June 9, 2014.  Lionheart, Inc. at Quail Hill Condominiums plans to open the pool by July of 2014.
New Business:  

  • Food Recalls – see attached.
  • Food Inspections – The Food Consultant conducted the following inspections: Tangerini’s Spring Street Farm, Primavera Restaurant and Budabing’s Restaurant.  Primavera Restaurant has a change of staff, and needs general cleanup upon which the Health Director will follow up.  
Budabing’s Restaurant is currently closed on Mondays.  

The Food Consultant is changing her schedule and therefore planning to conduct the Millis food inspections on Fridays, then meet with the Health Director on Mondays for scheduling and updates.

  • FY15 Health Agents - The Health Agent forms for FY15 are to be mailed to the following:  Kathleen Lannon, Bonnie Hilton, Scott Moles, Karen D’Angelo, Cheryl Kelly, James McKay, James White, Paul Jacobsen, Pat Sjogren, Lisa Hardin, Cheryl Labonte, Kathi Smith, Robert Mullaney, and H. Tracy Mitchell.  The forms will be mailed this week.
Motion: to approve the Health Agents listed for FY15.

  • FY15 BoH Chairperson Vote – The Board agreed to postpone the Chairperson vote for FY15.
  • BoH Policies: New Accounting Procedures – The Town Accountant and her assistant created new accounting procedures for every department and is working very closely with each employee.
  • FY15 BoH Office Hours – The Administrative Assistant hours are now as follows:  Monday 8:30-7:30, and Tuesday thru Thursday 8:30-1:00.
  • BoH Board Member Vacancy – The Board requested posting the Board Member vacancy on the website and to invite interested candidates to attend the next Board of Health meeting on July 14, 2014.
  • Mosquitoes:  EEE Medfield Letter – Mr. Moles informed the Board of a letter received from the Trustees of Reservation to the Town of Medfield.   They do not want larvicides or pesticides used on their properties.  There have been no West Nile Virus or Eastern Equine Encephalitis cases reported.  Millis is still at low risk.
  • GAF: Site Remediation Release Tracking Number (RTN)
#2-3001419 – Mr. Moles explained to the Board that there was a railroad car removed from the GAF site which had previously been buried and an EHIR process may be required because of the volume of earth removal.  The Health Director will write a letter regarding the issue.  A summary letter and schedule will be requested by the Board of Health which will be presented at the next meeting on July 14, 2014.

  • Open House Invitation:  June 19, 2014 – The Board of Health has been invited to an open house at the Housing Authority on June 19, 2014 to introduce the Town Officials who are part of emergency response and sheltering so that the residents will know whom to call in an emergency.


  

        Other:

  • Town Website – The Board requested updates to the Town website:  Board of Health member information, Flu Clinic information from 2013, as well as any additional updates.
  • 35 and 41 Bullard Lane – There are three horses at 35 Bullard Lane.  Both parties have private wells.  A paddock fence is 88’ from the well on 41 Bullard Lane and 20’ from the well on 35 Bullard Lane.  
  • Water Quality Report – Ms. Hilton requested to have Mr. McKay, DPW, to attend the next meeting to discuss the Water Quality Report.


Scheduled Public Hearings & Discussions:  

        7:30 p.m. – Hickory Hills Environmental Health Impact Report (EHIR)
Present were:  Mr. Dan Merriken, Engineer for Hickory Hills; Mr. Robert Fox, Developer; and Ms. Barbara Thissell, Reviewing Engineer for Board of Health.  There are two waiver requests:  (1) The applicant seeks a waiver from Section XII.1 to allow the reduction in the rate and volume of runoff in certain storms and to certain design points to help alleviate storm water concerns; (2) The applicant seeks a waiver from Section XII.4 to allow the proposed storm water infiltration basins to have flat bottoms, as recommended by (Mass DEP) Massachusetts Department of Environmental Protection.   Mr. Merriken explained the updates for Hickory Hills which includes two changes that are still needed.  One is the swale and the other is to add a second catch basin.  The final plans for the project are expected to be complete within two to four weeks for review.   Ms. Thissell reviewed her concerns from the summary letter she wrote on June 6, 2014 and also suggested to hire a professional surveyor or engineer to certify the rain gardens prior to occupancy.  Each rain garden will need a soil evaluation.  The Board clarified that there will be an additional percolation test fee of $50.00 per lot as changes in the rain gardens may be made on an individual lot basis.  Groundwater elevations and confirmed designed rate of infiltration is necessary for the whole drainage system with the project.  Additional discussions included the drainage components and easements, the sewer system, swale concerns, storm water concerns, and the home owners’ responsibilities.  All legal documents will be reviewed by Town Counsel.  Ms. Thissell expressed that she is satisfied with the Operations and Management Plan. The Hickory Hills hearing will be continued to the next Board of Health meeting on Monday, July 14, 2014 at 7:30 p.m.
