BOARD OF HEALTH
Minutes of Meeting May 5, 2014
A meeting of the Board of Health was held on Monday, May 5, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts. Present were Kathleen Lannon, Chairwoman; Bonnie Hilton and Cheryl Labonte, Board Members; Vickie Philben, Administrative Assistant; and Scott Moles, Health Director. The Millis Board of Health meeting was called to order at 7:03 p.m.
Tonight is Ms. Labonte’s last night as a Board of Health member
and we’d like to thank her for all that she’s done for the past four
years. Thank you again, Cheryl.
Administrative Business:
Approval of Minutes:
April 14, 2014 – The Board approved the Board of Health minutes for April 14, 2014.
Nurse’s Report: The monthly report of the Public Health Nurse was reviewed.
Director’s Report: No written report. The Director presented highlights of the department’s activities.
Old Business:
- FY15 Budget Discussion – Mr. Moles informed the Board that the Finance Committee will recommend the additional hours requested for the Board of Health office at the Town Meeting on May 12, 2014. If approved, the Town Nurse’s hours will be expanded to 11 hours per week, and the Administrative Assistant’s hours will be expanded to 24 hours per week.
- Stoneybrook Apartments: tenant issues update – Ms. Katherine Query, of 30 Stoneybrook #3, had informed the Board of her apartment issues at the previous Board of Health meeting on April 14, 2014 and a re-inspection had been scheduled on April 25, 2014 to address the violation issues. Mr. Moles reported that when he arrived, Ms. Query appeared disoriented, and therefore had reported it to Chief Edison, Millis Police Chief. Mr. Moles spoke to Mr. Pinkham, Stoneybrook Manager, and reviewed the updated inspection report dated April 25, 2014 from Mr. Rose, Inspector of South Middlesex Opportunity Council (SMOC). As a result, some of the issues had been corrected, and the remaining issues were extended another 30 days. On Thursday, May 1, 2014, an email was received from Mr. Pinkham, Universal
Management, informing the Board of Health that Ms. Query had been submitted to a doctor’s care facility and therefore no one can access the apartment unless the tenant agrees.
- Millis LEPC update 4/17/14 – The Local Emergency Planning Committee (LEPC) meeting included a discussion regarding the shooting drill that was scheduled for April 22, 2014. Comments at the meeting were that they were very pleased with planning the drill.
- Millis Tabletop; 4/22/14 – A shooting drill took place at Millis High School on April 22, 2014. The Board of Health employees and three MRC members, two nurses and one non-medical, participated with the “shooter victims” using triage tags. The victims were assessed for pain, injury, and mental illness. The triage tags were noted appropriately.
New Business:
- Food Recalls – see attached.
- Food Inspections – The Food Consultant conducted the following inspections in April 2014: Sportsman’s Lounge, Jalapa Mexican Grill, and Black Cow.
Letters were mailed to the Food Establishments regarding the requirement to keep the doors closed unless they are screened, as stated in the Food Regulation # 6-20215. The Board recommended the establishments be checked for compliance with this regulation periodically.
- Tobacco Compliance Results – A tobacco sales compliance check was conducted on April 27, 2014 for all of the Millis tobacco establishments, with the exception of Lumpy’s Liquors as it is closed due to moving to a new location. Both CVS and Tedeschi’s sold to a minor during the check. Warning letters were mailed on May 5, 2014.
- Region 4a Infectious Disease Tabletop – The Board of Health staff will attend the Region 4a Infectious Disease tabletop on May 14, 2014.
- Public Pool Permits & Reminders – Mr. Moles informed the Board that the three public pool establishments have not contacted the Board of Health about required permits. If the permits have not been obtained in a timely fashion, the Board indicated the pools should not be allowed to open until after Memorial Day.
- Food Protection – Mr. Moles discussed the labeling requirements for hand-packed ice cream. The Director has requested clarification from the Mass Food Protection Program.
- Middlesex Bank; 1098 Main Street, update – A contamination containment trailer was moved to the Middlesex Bank, 1098 Main Street, as there was an investigation of old contamination at the site. The Release Tracking Number (RTN) is #2-0019146. The Health Department received an inquiry for a bagel/bakery establishment for the site on April 30, 2014.
Other:
- Drug Take Back Day – A Drug Take Back Day, scheduled on April 26, 2014 at the Millis Police Station went well. Approximately 40 pounds were collected, per Chief Edison.
- FY15 Health Agents – The Health Agents for FY15 are as follows: Kathleen Lannon, Bonnie Hilton, Scott Moles, Karen D’Angelo, Cheryl Kelly, James McKay, James White, Paul Jacobsen, Pat Sjogren, Lisa Hardin, Cheryl Labonte, Kathi Smith, Robert Mullaney, and H. Tracy Mitchell.
- Millis/Medway Animal Control Officer – Ms. Hilton contacted Ms. Hamelin, Medway/Millis Animal Control Officer, regarding an animal issue. Ms. Hilton wanted to recognize Ms. Hamelin for her knowledge and professionalism and to publicly thank her.
- Potential Activities – Ms. Hilton requested a list of potential Board of Health concerns and activities, such as tick awareness, composters, mosquitoes, within the year for promotional purposes. She’d like to volunteer to promote these activities.
- Board of Health line items – Mrs. Philben requested the Board to review the updated line items and asked if there is anything the department should purchase with the remaining monies. The Board suggested purchasing updated pamphlets.
Scheduled Public Hearings & Discussions:
7:30 p.m. – Hickory Hills Environmental Health Impact Report (EHIR)
Mr. Merriken requested a continuation for the EHIR for Hickory Hills for the next Board of Health meeting scheduled on June 9, 2014.
