Minutes of Meeting April 14, 2014

         
A meeting of the Board of Health was held on Monday, April 14, 2014, at the Veterans Memorial Building Room #213, Millis, Massachusetts.  Present were Kathleen Lannon, Chairwoman; Bonnie Hilton, Board Member; Vickie Philben, Administrative Assistant; and Scott Moles, Health Director. The Millis Board of Health meeting was called to order at 7:00 p.m.  

Absent was Cheryl Labonte.


Administrative Business:


Approval of Minutes:

March 17, 2014 – The Board approved the Board of Health minutes for March 17, 2014.

        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.   

Director’s Report:  The Director’s Report was reviewed.

Old Business:

  • FY15 Budget Discussion – Mr. Moles informed the Board that the Finance Committee will recommend the additional hours for the Board of Health office at the Town Meeting.
  • Stoneybrook Apartments: tenant issues – Mr. Moles reported he had met with Mr. Drew Levey, Stoneybrook Manager, on March 19, 2014 about items regarding dumpsters, walkways, and lack of response from Universal Management, the leasing company.  Ms. Katherine Query, a tenant of Stoneybrook, visited the Board of Health to discuss her tenant issues as documented on an inspection report from South Middlesex Opportunity Council (SMOC) that identified the health and safety issues at 30 Stoneybrook #3 (see below) from March 19, 2014.
  • Rabies Clinic update – Ninety four cats and dogs have been vaccinated for rabies at the Rabies Clinic on April 5, 2014.



New Business:  

  • Food Recalls – see attached.
  • Food Inspections – The Food Consultant conducted the following inspections in March 2014:  Dunkin Donuts, Louie’s Pizzeria, and Subway.  No issues were reported.
  • Millis LEPC:  April 17, 2014 – The Local Emergency Planning Committee) LEPC plans to discuss the proposed school shooter drill.  The Board of Health has discussed the Millis Medical Reserve Corp (MRC) role in the event.
  • Millis Drill:  April 22, 2014 – On April 22, 2014, a school shooter drill will take place at the Millis High School.  The Millis Fire Department, Millis Police Department, and a few high school students are to participate in a shooting scene at Millis High School.  The whole drill will include communication with Department of Public Works (DPW), Millis Emergency Operation Center (EOC), and the Town Hall.

       Other:

  • Drug Take Back Day – A Drug Take Back Day is scheduled on April 26, 2014 at the Millis Police Station.
  • GAF; 60 Curve Street - A rail car tanker tank (approximately 5,000 gallons) was found underground at the former GAF plant on 60 Curve Street.  The Town will be hiring a Licensed Site Professional (LSP) to oversee the cleanup activities.  GAF has an LSP, Roux Associates, onsite.  The Fire Department, DPW, and Board of Health have been conducting regular onsite inspections.  The Department of Environmental Protection (DEP) has been informed and has re-issued a Mass DEP RTN 2-3001419 as a site reference to follow activities online.
  • 40 Heritage Path – There was a water break at 40 Heritage Path on April 11, 2014.  The owners had moved out four weeks prior, as the house was being prepared for sale.  The house was last checked two weeks prior.  It was estimated that the water had been running for at least a week.  The Fire Department and Board of Health contacted the owner and the real estate agent.  The water and utilities have since been shut off.  The house will be gutted secondary to water damage.
  • 53 Norfolk Street – On March 12, 2014, sixteen cats were removed from the household by the Animal Control Officer.  The house is being secured by a Bank Representative.  A Condemnation Order has been posted.

Scheduled Public Hearings & Discussions:  


        7:30 p.m. – Hickory Hills Environmental Health Impact Report (EHIR)
Mr. Merriken requested a continuation for the EHIR for Hickory Hills for the next Board of Health meeting scheduled on May 5, 2014.

7:00 p.m. – 30 Stoneybrook Drive #3; Katherine Query; health and safety issue – Present was Ms. Katherine Query, tenant of 30 Stoneybrook #3.  Ms. Query explained to the Board her concerns of her apartment issues.  She discussed the contents of a letter from Mr. Roger Rose, Inspector of South Middlesex Opportunity Council (SMOC), dated March 20, 2014 listing many issues that were identified from a house inspection conducted on March 19, 2014. She also showed the Board some pictures she took. According to the letter, the violation issues are to be addressed within 14 days and a re-inspection will occur on April 25, 2014.  Mr. Moles stated that he will contact Mr. Rose to re-inspect with him on April 25, 2014.
