Minutes of Meeting November 18, 2013
A meeting of the Board of Health was held on Monday, November 18, 2013 at the Millis Town Hall Room #213, Millis, Massachusetts. Present were: Kathleen Lannon, Chairwoman; Bonnie Hilton, Board Member; Vickie Philben, Administrative Assistant; and Scott Moles, Health Director. The Millis Board of Health meeting was called to order at 7:04 p.m. Absent was: Cheryl Labonte, Board Member.
Administrative Business:
Approval of Minutes:
October 28, 2013 – The Board approved the Board of Health minutes for October 28, 2013.
Nurse’s Report: The monthly report of the Public Health Nurse was reviewed.
Director’s Report: The Director’s Report for September, October, and November was reviewed.
Old Business:
- Seasonal Flu Clinic: The Board of Health Flu Clinic, held on November 2, 2013 for residents aged 8 years and older, was successful, as 82 flu shots and 52 nasal mists were administered.
- Discussion of Online Minutes – A meeting is scheduled with Mr. Aspinwall and Town departments on Thursday, November 21, 2013 regarding posting minutes on the Town of Millis website.
- Jopa Realty; Centennial Place – The Health Department was informed that Jopa Realty had applied to the Millis Zoning Board of Appeals (ZBA) for a drive-thru at Centennial Place. The Health Director inquired whether this is considered a modification or an amendment to the original EHIR, which was approved in December of 2007. The Board discussed this as well as the requirement of an external grease trap and any changes of the drainage system. The Board requests to invite Jopa Realty to a Board of Health meeting if there are any major changes at the Planning Board meeting.
New Business:
- Food Recalls – see attached.
- Food Inspections – none
- 331 Village Street; septic upgrade – The owner of 331 Village Street would like to have two bathrooms installed in the existing garage. This is new construction requiring an upgrade of the septic system. The Assessor’s office has it listed as a 6-bedroom dwelling, however a Title 5 report in 1997 has it as a 9-bedroom dwelling. An official bedroom count will be conducted for the design, as well as a perc test. The Director mailed a letter to the owner on September 25, 2013 regarding Board of Health requirements.
- MAHB Conference – The annual MAHB conference was held on November 16, 2013 which Mr. Moles and Mrs. Lannon attended.
- Next Millis LEPC Meeting – The next Millis Local Emergency Planning Committee (LEPC) meeting is scheduled on December 5, 2013.
Other:
- Additional Flu Clinic – An additional flu clinic will be held on Monday, November 25, 2013 at the Board of Health office from 4 p.m. to 7 p.m.
- Town Clerk Burial Agent and Birth Agent – The Mass Registry of Vital Records and Statistics will have a new electronic registration system. Mr. Moles, Health Director, and Ms. Smith, Town Clerk employee, will have online training for access to the online database. A letter may be required from Board of Health to permit the Town Clerk Department (Burial Agent) to access the online training.
Scheduled Public Hearings & Discussions:
- Millis Used Auto: EHIR Pick’n’Pull – Present was Ms. Thissell, Engineer. Ms. Thissell distributed a draft EHIR Permit for: 1465 Main Street (Pick’n’Pull); and 1372 Main Street (N.E.A.S., LLC). The Board reviewed and approved the EHIR Permits as updated.
Motion: to approve the EHIR Permits submitted by Ms. Thissell for 1465 Main Street and 1372 Main Street.
Vote: 2-0
