Minutes of Meeting June 10, 2013


A meeting of the Board of Health was held on Monday, June 10, 2013 at the Millis Town Hall Room #213, Millis, Massachusetts.  Present were:  Kathleen Lannon, Chairwoman; Bonnie Hilton, Board Member; Scott Moles, Health Director; and Vickie Philben, Administrative Assistant.  The Millis Board of Health meeting was called to order at 7:07 p.m.   Absent was:  Cheryl Labonte, Board Member.

Administrative Business:

Approval of Minutes:

        May 6th:  The Board approved the Board of Health minutes for May 6, 2013.
                                Motion:  to approve Board of Health minutes for May 6, 2013.
                                Vote:       2-0.

        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.   
Director’s Report:  The Director’s Report was reviewed.  

Old Business:

  • 33 Spencer Street – The cesspool had been pumped on March 27, 2013.  Mr. Moles will re-inspect Tuesday, June 11, 2013 and continue to monitor until resolution of ownership.   Mr. Moles confirmed that there was no cesspool backup in March and the first floor tenants moved out in mid-April.
New Business:  

  • Food Recalls – see attached.
  • Food Inspections – This past month Mrs. Kelly, Food Inspector, had inspected:  Lilac House, Subway, Millis Carnival, and three areas of Glen Ellen.  Primavera Restaurant is continuing catering Glen Ellen’s large events.  Glen Ellen is still looking into updating their large kitchen, as opposed to having the food catered, for the larger events.
  • FY14 Health Agents – The FY14 Health Agent Forms are being prepared for:  Kathleen Lannon, Bonnie Hilton, Cheryl Labonte, Scott Moles, Karen D’Angelo, Cheryl Kelly, James White, Paul Jacobsen, Lisa Hardin, Pat Sjogren, H Tracy Mitchell, Robert Mullaney, and James McKay.
  • Library EHIR Update – The As-built of the drainage system had been submitted for the new Millis Library. Mr. Moles toured the Library on June 5, 2013 and observed that the cap was off “monitoring well 4” and the Town is aware that it must be maintained.  All other Board of Health EHIR items were observed in compliance for occupancy.
  • Select Master Planning Board of Health Representative – Ms. Coakley was the Board of Health representative for the Master Planning Committee, therefore a new member must be chosen.  At this time, Mrs. Lannon agreed to temporarily be the representative, as she is also on the Drinking Water Committee and the Hazardous Waste Committee.  
  • 17 Parnell Street; Property Sale – Ms. Dixon sold her home of 17 Parnell Street.  The new owner is planning to tear down the home and rebuild.
  • Disinterment Procedure – The Board of Health received a phone call on May 20, 2013 to request to move a body (which has been buried in Millis since 1970’s) to Jamaica Plain.  Mr. Moles had met with Mr. McKay (DPW Director) and Mr. Aspinwall (Town Administrator) inquiring how to proceed. The Board decided that the Town Clerk should sign the permit as she is currently authorized (designated Burial Agent) to handle burial issues (per General Law C 114).  Mr. Aspinwall requested that the written acknowledgement form “Removal and Reburial of Body and Release of Claims”, drafted by Town Counsel, be completed by an authorized family member and Burial Agent.
  • EEE; Season Commencement – Arbovirus reports will be given to the Millis Board of Health soon from the Norfolk Mosquito Control.  The Board requested to email the mosquito information to Donna Cabibbo, as she can submit it into the Millis newsletter, “Invest in Millis” including the Norfolk Mosquito Control website.  Individuals can opt out of the mosquito spraying on their property via the website.
Other:
 
  •  Water Shutoff Hearing – A water shutoff hearing will be on July 9, 2013 at the Selectmen’s Meeting for 10 Myrtle Street and 1 Farm Street (Medway).  Mr. Moles will send a letter to the owners if the water is shut off.
  • Personal and Vacation Time – Mr. Moles will take Thursday and Friday off for Personal Time, and has 36 hours of vacation time to use by his anniversary date in August.
  • Regional Tobacco Collaborative – Mr. Jim White, Director of Natick Board of Health is in the process of creating a regional tobacco collaborative with surrounding towns with a State Grant.  Further discussion will be at the next Board of Health meeting on July 8, 2013.
  • Kiwi Burst – Kiwi Burst is still in process of getting ready to open.
  • Soccer Camps – At this time, no camps have completed their applications. The first camp will be Glen Ellen on June 24, 2013.  Also to be scheduled:  First Athletics, John Smith, and USA Sports.
  • Mr. Bob Dicenzo’s Property – Mr. Dicenzo is planning to sell his property of Bob’s Restaurant (which has a 12-year lease) and Sportsmen’s Lounge (business and property sale).
