BOARD OF HEALTH
Minutes of Meeting May 6, 2013


A meeting of the Board of Health was held on Monday, May 6, 2013 at the Millis Town Hall Room #213, Millis, Massachusetts.  Present were:  Kathleen Lannon, Chairwoman; Cheryl Labonte, and Bonnie Hilton, Board Members; Scott Moles, Health Director; and Vickie Philben, Administrative Assistant.  Mrs. Lannon called the meeting to order at 7:07 p.m.

Administrative Business:

Approval of Minutes:

        April 8th:  The Board approved the Board of Health minutes for April 8, 2013.
                                Motion:  to approve Board of Health minutes for April 8, 2013.
                                Vote:       2-0.

        Nurses Report:  The monthly report of the Public Health Nurse was reviewed.   
Director’s Report:  The Director’s Report was reviewed.  


Old Business:

  • 33 Spencer Street – The cesspool at 33 Spencer was observed in a failed status during an inspection by Mr. Moles on March 27th as a result of a tenant complaint, along with other issues.  The tenant has since moved out from the first floor.  The additional issues, which were stated on a letter written to the owner on March 12th, must be resolved by May 7th.  Mr. Moles will continue inspections of the cesspool when in the area and it will be pumped by the owner as necessary as the owner is resolving a foreclosure issue with the bank.  The cesspool has recently been pumped by Holliston Sewer Service.  No tenants will be allowed to occupy the first floor until the septic system is resolved.

New Business:  

  • Food Recalls – see attached.
  • Food Inspections – This past month Mrs. Kelly, Food Inspector, had inspected:  Louie’s Pizza, Black Cow, Marinho’s Pizza, and Kiwi Burst (prior to opening inspection).
  • Board of Health Office Hours:  The hours for the Board of Health are posted on the cork board outside the elevator on the first floor and also next to each of the two Board of Health entrance doors.  Mrs. Philben, Administrative Assistant:  8:00 to 7:30 on Mondays, and 8:00 to 12:30 on Wednesdays and Thursdays:  Mrs. D’Angelo, Town Nurse, 9:30 to 2:30 on Tuesdays and Thursdays.
  • Walpole MRC Meeting:  Mr. Moles and Mrs. Philben attended an MRC meeting in Walpole on Wednesday, May 1st.  Volunteers discussed the actions that they’ve taken in assisting the disastrous events this past year.
Other:  
 
  • Revolving Rabies Fund – The Board is to discuss a revolving Rabies Fund for the Fall Town Meeting at the next Board of Health meeting on June 10th.  
  • FY13 Board of Health Line Item Budget – Mrs. Philben distributed the Board of Health Line Item Budget spreadsheet to the Board, which shows the remaining amounts for each category, so that the Board Members could review it and request necessary items to be purchased for the department prior to the end of the fiscal year.  Nothing was requested as of yet.  

Scheduled Public Hearings & Discussions:  

7:15 Lester Hartman, Westwood Pediatrics re:  Tobacco Discussion – Dr. Hartman, MD, attended the Board of Health meeting to discuss Tobacco21.  He would like the towns, including Millis, to change the minimum age of buying tobacco to 21 as opposed to 18.  He explained the health statistics regarding tobacco smoking, as well as the success that other towns have since changing the age limit.  He brought in flavored cigars, blunts, natural tobacco, and other items to demonstrate what is sold within the town and how some are geared toward younger adults and that it is also ‘advertised’ on movies more often.  The Board discussed the issue and would like to consider enforcing it; however there are many concerns regarding inspections, regulations, and compliance check costs; as well as the commitment already made for new chicken regulations, which may use any excess monies.  The Board agreed that the follow up discussion with Dr. Hartman will continue within three months.
 
7:45 Public Pool Operators – Present was Walter Garcia, representing Stoney Brook Apartments.  On April 11th, Mrs. Philben mailed the Public Pool application and regulations to the public pool establishments:  Glen Ellen Country Club, Stoney Brook Apartments, and Quail Hill Condominiums; along with a letter requesting their presence at this meeting to discuss the expected procedures prior to pool opening.
The Board explained to Mr. Garcia the pool procedures emphasizing on correct lifeguard documentation and correct pool test results prior to opening.
