Minutes of Meeting

A meeting of the Board of Health was held on Monday, March 5, 2013 at the Millis Town Hall Room #213, Millis, Massachusetts.  Present were:  Carol Coakley and Cheryl Labonte, Board Members; Scott Moles, Health Director; and Vickie Philben, Administrative Assistant.  Ms. Coakley called the meeting to order at 5:08 p.m.   


        Old Business:

  • Budget Presentations:  FY14 – Mr. Moles is scheduled for a Board of Health Budget Presentation on Wednesday, March 6th with Finance Committee and on Monday, March 11, 2013 with the Selectmen.  He stated that the focus presentation is requesting an additional four hours for the Administrative Assistant.

Scheduled Public Hearings & Discussions:


7:45 – Discussion:  Cedar Street Septic: Pre-existing EHIR – Present was Mr. Tom Roche.  Mr. Moles explained that Mr. Roche purchased two lots from the original 5-lot EHIR on Cedar Street.  Mr. Roche submitted a septic system plan for each lot with a drainage system designed for a 1” rain storm for the roof areas only.  The original EHIR required a 14’x33’ leaching area per lot, and therefore Mr. Moles requested new calculations for the infiltration system for each development.  As the Board Members discussed the situation, Mr. Roche suggested building the 14’x33’ leaching area and incorporate the driveway into the infiltration system.  Mr. Roche also requested to have a standard impervious driveway as opposed to a pervious driveway.  Mr. Moles and the Board agreed provided that the plans are revised showing drainage of driveway infiltrated with the roof drains.  Any smaller infiltration system will have calculations to support that there will be no additional run-off from the lots.  Mr. Roche stated that he will have new septic system plans drawn to be presented at the next meeting, Monday, March 11, 2013.
