Board of Selectmen Minutes 08/28/2012
August 28 2012                                                                  7:20 p.m.

Present:        Board of Selectmen:  E. Bernard Plante, Francis King, Brian W. Stowell
Brian Ashmankas, Sandy J. Cristo, Town Manager, Bob Spain, Susan Spencer, Tom Riley and other concerned citizens.
        

Appoint Patricia Arp to the Energy Advisory Committee.
Motion made by Selectman Stowell, seconded by Selectman Ashmankas.
Motion carried unanimously.

One Day liquor license for Bartending Services of New England on September 16, 2012 at Asa Waters Mansion.  Motion to approve the license made by Selectman Ashmankas, seconded by Selectman Cristo.
Motion carried unanimously.


Laurie Connors-Town Planner- Spoke regarding a utility credit purchase agreement with Hanover Off Site Solar Power, LLC.  This will reduce the energy costs of the town significantly; the Energy Advisory Committee agreed that an agreement should be drawn up.
Attorney Adam Braylard spoke for Hanover.  This is an opportunity for the town of Millbury to purchase the credits for clean energy. They worked with the energy advisory committee and town counsel to come up with an agreement.  Traditional net metering has everything stay on site; now they allow net metering to be allocated to another entity.  The Shaw Elementary School, Municipal Office Building and Street lights will be credited each month with the net metering credits.  60% of the credits are going to Hanover Theater in Worcester.  The town should save over $560,000 in utility costs.

Motion to approve the Utility Credit Purchase Agreement between the Town of Millbury and Hanover Office Site Solar Power, LLC made by Selectman Stowell, seconded by Selectman Ashmankas.
Motion carried unanimously.

Previous Minutes
Motion to approve minutes of the meeting for August 14, 2012 made by Selectman Ashmankas, seconded by Selectman King.
Motion carried unanimously.

Laurie Connors-Town Planner-Approval of the Underground Utility Maintenance Agreement associated with the redevelopment of the VFW property.  Fidelity is a putting a bank in the front of the VFW and we are signing maintenance agreements for them to maintain their utilities properly, if not, the Town can fix the issues and bill them.   This has been approved by the VFW and now has to be signed by the Board of Selectmen.

Motion made by Selectman King to approve the Underground Utility Maintenance Agreement concerning the premises shown on a plan entitled “Post-Development Watershed Delineation for 16 South Main Street in Millbury, Massachusetts, Assessors Map 53, Lot 198, dated March 2012” prepared by Whitman & Bingham Associates, Inc. dated March 27, 2012, seconded by Selectman Ashmankas.
Motion carried unanimously.


Town Manager Report:
Appoint Richard Patterson to the Cultural Council.  
Motion to concur with the appointment by Selectman Ashmankas, seconded by Selectman Cristo.
Motion carried unanimously.

A person has been hired by the DPW but will not be appointed until September.

Sept 11 will be the Safety Committee meeting.

The Clerks, Custodians, Library Workers and Dispatchers Contract has been looked through word by word and hopefully got all the misspellings, grammatical errors and all terminology cleared up.  The union has worked hard and Mr. Spain appreciates the efforts of Local 5.
Motion to enter into the agreement of union made by Selectman Stowell, seconded by Selectman Cristo.
Motion carried unanimously.

John Foley, representative of the Government Employee Union spoke saying that they have been around for two extensions and one full contract.  They would like to thank Mr. Spain for his efforts and his focus on the needs of the town. * Please see attached letter.

Mr. Spain gave an update on the police chief Requests for Quotes.  The bill has moved dramatically-currently in third reading in the House.  Mr. Spain spoke to Rep. Frost’s office and he believes it will move quickly now.  He put out RFQ for a consultant for an assessment center to hire a new police chief.  All three firms qualify under the quotes; therefore the lowest price of $8,850.00 to Public Safety Consultants.   Mr. Spain asked the Board to allow him to enter into an agreement with Public Safety Consultants.
Motion made by Selectman Stowell to allow Mr. Spain to enter into a contract with Public Safety Consultants, seconded by Selectman King.
Motion carried unanimously.
Selectman Cristo said that she was impressed with all three but only one required a credit check and she believes that is very important.  It is up as to the Board what they require.
The timeline should be between 2 ½ - 3 month process.
Selectman Cristo asked where the center will be held.

Chairman Plante said that the town is trying to get the best candidate for the job and take the politics out of it to move the police department forward.

Chief Moore has asked to have Albert Bourget, Michael Luby and Mark Dyberg to be appointed as Special Police Officers.
Motion made by Selectman Stowell to appoint Albert Bourget, Michael Luby and Mark Dyberg as Special Police Officers, seconded by Selectman Cristo.
Motion carried unanimously.

On a Good Note
Fire Department Field day was a huge success.  To Tim Cluett, the Ladies Auxiliary and everyone involved, they did a great job and had a great event.  It was very well attended.

Old/New Business
Selectman King asked about the Public Safety Building Sighting Committee and the Financial Management Committee.

Motion made by Selectman Stowell to adjourn at 8:00 p.m., seconded by Selectman King. Motion carried unanimously.
