Board of Selectmen Minutes 07/26/2011
July 26, 2011                                                                   7:10 p.m.

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Francis B. King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Town Manager Spain, Derek Brindisi, Finance Director Brian Turbitt, Wayne Pavolis, Attorney Peter Keenan, Tom Riley, Edd Cote, and concerned citizens.



Derek Brindisi-Board of Health:  Mr. Spain told the Board that we signed a municipal agreement with the City of Worcester to allow Mr. Brindisi to be our Director of Public Health.
Mr. Brindisi has been the Health Agent for the past 9 years.  He used to do the work for us on nights and weekends, now that we regionalized with Worc to share the Health Agent, he can do the work as needed.   You will see other agents from the City of Worcester doing inspections and other duties as required.
Chairman Plante mentioned that this looks like it is working well already.   Mr. Spain believes in the long run it will be a real good thing.
There are meetings coming up regarding the regionalization for the Worcester Health department.  

DPW Director Rob McNeil:  We will be hosting the State Finals for Little League at Washington Street Park.  Carl Ward has done a great job with our parks.  MA DOT notified us that the Greenwood St Bridge closure has been modified to April through October; looking at a seven month partial closure of the bridge.  Continue to get compliments at Central Cemetery and things are going well there.  Grafton Street pump station apparent low bid is Fed Corp., looking at a 180 day completion.  Dorothy Pond dam flash boards were leaking substantially-the department was able to tend to that.  The sweeper is down again, he will be making a complete report when the season is over regarding how much was spent for repairs and how many days it was actually used.   Had a lot of limbs and a tree come down in East Millbury Park, we are working with the tree warden.  We are in the process of signing the annual construction projects; Resurfacing went to JH Lynch; Reclaiming went to Allstate Asphalt; Cracksealing and Microsurfacing went to Sealcoating Inc; Chipsealing went to Asphalt, Inc; Asphalt pickup at the plant was Aggregate.
Selectman King wants someone to look at Pole 48 on West Main Street at cable rolled up on the ground.  Selectman Ashmankas asked for an update on Mosquito Control on Millbury Ave.
Selectman King asked about Elm Street sidewalk.  Mr. McNeil spoke with the engineer working towards improvements for the intersection.  Chairman Plante asked about brush cutting on West Main Street.  Selectman Schold asked about poison ivy spraying has been done.   We have done extensive spraying.


Wayne Pavolis Class II License- Represented by Attorney Peter Keenan.  Back in Oct. 2007 he purchased the property at 2000 Grafton Road through an LLC.  He has that license in good standing and would now like a Wholesale License; his plan is to operate two separate businesses.  
He will not have any more than 40 cars on the lot than he already is allowed with the first Class II license.  
Motion made by Selectman Schold to approve the license, seconded by Selectman Stowell.
Motion carried unanimously.


One Day Liquor License-Struck Catering-Asa Waters Mansion July 31, 2011
Motion to approve the one day license made by Selectman Schold, seconded by Selectman Stowell.
Motion carried unanimously.


Town Manager Review:
The manager review was very good with a 3.99 overall rating.  Positives were his financial ability, time spent and having our bond rating raised in these economic times.  Criticisms were constituent relations and communication.  Copies of the reviews are in the Selectmen office.


Previous Minutes
June 28, 2011- Motion made by Selectman Ashmankas to approve the minutes, seconded by Selectman King.
Motion carried unanimously.

June 30, 2011 -Motion made by Selectman Ashmankas to approve the minutes with correction of adding “Acting Chief” to the position for Sgt. Desorcy, seconded by Selectman Stowell.
Motion carried unanimously.


Town Manager Report
Mr. Spain wanted to thank the Board for the review and mentioned the economic hardships and the teamwork that went into getting things done.  With this community and all the volunteerism, it makes the job as manager easier.  He is very happy to be a resident of this great community.

Wheelabrator tonnage we finished 37 tons less than last year.  We will be getting a check from them soon.  Wheelabrator is a good corporate partner and they give the town about 2.2 mil dollars a year.  We urge all of our citizens to recycle.

We got notification of the approval for the precinct change.  The Town Clerk will be notifying the effected people.

We were notified that we have been designated a “Green Community” and were awarded a $167,000 grant for energy projects.  Mr. Spain wants to thank Laurie Connors for her leadership and Rick Bedard, Bob Blackman as well as the rest of the committee.  They did a terrific job.  

Mr. Spain gave a list of the job descriptions and listing of steps that we have for the three different union contracts.
There was a minor problem with the met tower and they had to get new parts.

The lease is at the attorney’s now regarding the cell tower.

We will be implementing a policy to check all licenses of people who drive municipal vehicles. Selectman Stowell wanted to know if we CORI check all summer employees.

Old Business
Former Selectman Ostrowski passed some information on to the Chairman regarding solar panels at the transfer station.  He would like the energy advisory committee to look into that. It sounds very lucrative.  

On a Good Note
There will be a Farmers Market this Saturday July 30th from 9:00 a.m. – 1:00 p.m.  Bring your produce and a table.  Please attend

Motion made by Selectman King, seconded by Selectman Schold to move into Executive Session at 8:40 p.m. under Chapter 39, Section 23B, Paragraphs 3, 4, 5 and 7.
