Board of Selectmen Minutes 05/24/2011

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Francis B. King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Town Manager Spain, Fire Chief Matt Belsito and family, Town Planner Laurie Connors, Richard Hamilton, Jeff Dore, Donna Boynton,  and concerned citizens.

Chairman Plante presented the Fire Chief Matt Belsito with a gift for his certification for Fire Chief.  Chairman Plante said that the Town is very lucky to have such a dedicated Chief and they are very proud of him.  Chief Belsito wanted to thank his family, the Board of Fire Engineers and Regina who is the best of the best, he wouldn’t be here without her, and he will continue to give the best service to the citizens of Millbury.

New Drain Layer-Diaz Construction-Bruno Rodrique is going to do the hookup for the new Fiat dealership at Herb Chambers.
Motion by Selectman Schold to approve the license, seconded by Selectman King.
Motion carried unanimously.

Motion by Selectman Schold, seconded by Selectman Stowell to sign the bond anticipation note for the new fire truck for one year.  
Motion carried unanimously.

The Town Clerk, Jayne Davolio spoke regarding the re-precicnting-*see attached map.  There was a slight move in precincts due to population.  The change doesn’t matter much in our Town as all precincts vote at the high school.
Motion made by Selectman Schold to approve the maps, seconded by Selectman King.
Motion carried unanimously.

Energy Advisory Committee-Rick Bedard spoke regarding the Energy Reduction Plan.  We would like to lead by example in reducing our carbon footprint.  We are looking to save 20% in our energy costs over the next five years between the school and municipality.   It would be worth over $150,000 in savings.  Going forward from 2009 our baseline amount is 48,483 mmbtu’s.  We would like to reduce that number by 9,600 (20%) mmbtu’s over the next 5 years.  *see chart.
Laurie Connors spoke regarding the municipal buildings; motion sensors, emergency lights, and many free things that we can implement; reduce idling, move things away from heating systems, cleaning the light fixtures, change regulations for subdivisions for led streetlights, moderate investment for energy efficient light bulbs, boiler reset controls, replacing valves that are not functioning well.  Others are expensive and time intensive, including the wind turbine at Butler Farm and solar pv installations at town hall and school buildings, but the return will be significant.  There are options to help us pay for this.  The Green Community Program is one of them, if we get certified this year as a green community that means we will get approximately $150,000, there are rebates from National Grid and a third party partner for the wind turbine or solar projects.
Motion to approve the Town of Millbury Energy Baseline Reduction Plan dated May 24, 2011made by Selectman Stowell, seconded by Selectman Schold.

Laure Connors spoke regarding the Assent Amendment for Brian Circle- she is asking for approval for the amendment of Brian Circle; National Grid has agreed to our terms.
Motion to approve the amendment made by Selectman Stowell, seconded by Selectman Schold.
Motion carried unanimously.

Mr. Spain has appointed Matthew C. Stencel as Operations Manager.  He is from Auburn and was working in Norwood.
Motion made by Selectman Stowell, seconded by Selectman Schold.  Motion carried unanimously.
Mr. Stencel spoke to the Board.  He has been a DPW manager for 9 years.  He will be starting on June 20th.   
Mr. McNeil said he is thrilled that Mr. Stencel is joining them and bringing the DPW into the 21st century.  Central Cemetery is ahead of schedule, he met with Mr. Bianculli regarding the war memorials, they are up to 28 now, met with the cemetery commission and trying to improve things in that area, parks got 2 new sets of swings for Jacques Park and Greenwood Street Park, new sprinkler system for East Millbury Park, Diane Lewos retired and he thanks her for her many years of service, sweeping operations have continued, trying to let the guys get some vacation time after the long snow and ice season, working on the beaver issues in town, Ramshorn dam has been downgraded from fair to poor, looking to get a phase 2 report to outline the extent of the bad news, signed a contract to enter into two phase 1 reports for Singletary and Dorothy pond dams, competed salt shed roof damage repairs from the hail storm, toured the highway garage roof for upcoming town meeting, the Central Cemetery expansion area is going to be staked out soon, met with ponds and lakes committee, the butler farm committee-they managed to get some grindings donated from Sutton to fill in the ruts, met with the roadway advisory committee who should be voting tonight on which roads to use Ch. 90 money on and the pavement management program, also spoke to manager regarding street opening permits, met with Aquarion, National Grid, Nstar says West Main Street will be paved this summer, working with National Grid regarding double poles, he met with Wheelabrator and new transfer station stickers will be available June 1st.  He is trying to put together a tire pickup, brush and hazardous waste day.  The Providence Street Bridge is on track.   The Greenwood Street Bridge will begin this summer, hoping to work around school schedule.  Selectman Schold wants the poison ivy sprayed at East Millbury Park and Dwinell Cemetery needs to be mowed.  Mr. McNeil would like to open up that road.  Providence Street had some pine trees taken down and it looks better.  Selectman King wanted to know if they were thinking about replacing the trees with something else.  He also wanted to know about the Brierly Pond Dam-there has been a tremendous amount of work done on that dam; he has not been completely up to date on that one.  He has met with Brierly Pond Committee.  Fence and bushes damage on the common?  Fence has been repaired, the crews are hitting the common tomorrow and they should know better then.    The Sheriff’s department has helped out with various work crews.  They are on trash detail throughout the town this week.  He thanks the Sheriff for expanding the program and wishes to continue working with them.  Selectman Ashmankas asked about Washington Park trash issue.  The crews are on it.  Howe Ave has a pothole and Auburn Road has a shoulder issue.  The roadway advisory is looking at Auburn Road.
Chairman Plante wants more effort put into the cemetery.  He has an excellent crew for the summer for the cemetery and has a pending report with cemetery improvements for long term solutions.  Selectman Stowell wanted to know about Gilbert Way?  Mr. McNeil spent a lot of time there; the first 300 feet is in Auburn.  He plans on having a meeting with the residents-there would be long term costs for few residents-the Auburn part is privately owned and that poses a problem.

Town Manager Report
Mr. Spain is appointing Joel Carlson, Paul Larson and Armand White to the Transfer Station Privatization Committee.  
Motion to concur with the appointments made by Selectman Schold, seconded by Selectman Ashmankas.
Motion carried unanimously.

Reappointment of Treasurer/Collector Denise Marlborough-she has really stepped to the plate, continues to do a wonderful job and makes his job easier.  The second appointment is Judy O’Connor they both go above and beyond their call of duty.  He is appointing them for three year terms.
Motion made by Selectman Stowell to concur with the appointments, seconded by Selectman Schold.
Motion carried unanimously.

The Memorial Day schedule is in their books.  

There has been an agreement with the clerks and DPW unions for extension for 1 year with no changes.  He thanks both unions for their cooperation; it is their 2nd year with no pay raise.
Motion to authorize the manager to sign moa made by Selectman Schold, seconded by Selectman Stowell.
Motion carried unanimously.

Wheelabrator tonnage is pretty even with last year.  Mr. Spain wants to thank Mr. Roy for pointing out about 10 slips where the truck was weighed wrong and Mr. Spain is working on the fix.  

Town Meeting is June 7th at 7:00.  Our meeting is 6:30 in teacher’s lounge.

May 26th is the recount for the redevelopment race.

The MET Tower will be constructed soon-materials are at Butler Farm.

Selectman Stowell left the room at 8:19 pm.  He recused himself because he works for Alert.
Mr. Spain met with Sutton and Grafton regarding the three year Ambulance Contract.  The first year of the contract will cost us $70,000.  The whole system is better.  There will be two paramedics at all times for our dedicated ambulance.  They have to meet seven minutes or less 90% of the time.  They will do wellness clinics once a week at the senior center.  New regulations for Emergency Management dispatch-Alert will pick up this aspect.  Hopefully by the June 14th meeting we will have the contracts.  
Selectman King has to give the Manager a lot of credit for getting this done and Ray Meade of Grafton.  
Selectman Stowell re-entered the room:  8:29 pm.

Manager is taking next week off for vacation time.

On a Good Note
What a great job Mr. McKeon, Judy O’Connor and the National Honor Society did a great job at the Senior Senior prom.  He also wants to thank George Prunier from the Town of Grafton for moving the marble bench from the front of the common, and Carl and Warren as well.
