Board of Selectmen Minutes 05/10/2011

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Francis B. King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Town Manager Spain, Millbury Girls Basketball Team, Fire Chief Matt Belsito, Town Planner Laurie Connors, Donna Boynton, Edd Cote, and concerned citizens.

Town Manager Spain called for a Reorganization of Board; called for nominations for Chairman:  Selectman Stowell nominated Bernie Plante for Chairman, seconded by Selectman Ashmankas.  No other nominations.  Motion carried unanimously.
Mr. Spain called for nominations for Vice Chair:  Selectman Stowell nominated Fran King for Vice Chairman, seconded by Selectman Schold.
No other nominations.  Motion carried unanimously.
Mr. Spain called for nomination for Clerk:  Selectman Stowell nominated Ken Schold for Clerk, seconded by Selectman King.
No other nominations.  Motion carried unanimously.

Chairman Plante thanked his fellow Board members and said that this Board will continue to try to attract small business, increase revenue and keep the charm of town.  We will continue to be conservative with our budget; watch State aid very closely as we have been cut three years in a row, the State is crippling the municipalities.  

Chairman Plante presented the Millbury Girls Basketball Team with a Proclamation for their incredible season and making to the state championships once again.  The Town is very proud of them.  
The Chairman also presented Julie Frankian with a separate award for her accomplishment of breaking the scoring record with 1,716 points in a season.

The Pole Petition hearing notice for Grafton Street was read into record by Selectman Schold at 7:20 pm.  Scott Burns appeared for Verizon.  Replacing guy wires in tree with a pole per the tree warden’s request.
Motion to close public hearing by Selectman Stowell, seconded by Selectman King.
Motion carried unanimously.
Motion to approve pole petition by Selectman Schold, seconded by Selectman Stowell.
Motion carried unanimously.

Town Planner Laurie Connors appeared regarding the engineering contract for the Planning Board.  They went through the RFP process and the Board is recommending Tighe and Bond for their engineering firm.
Motion to execute the Agreement for Engineering Services and Construction Supervision Technical Assistance Services between the Town of Millbury and Tighe & Bond, Inc. for the term beginning July 1, 2011 and ending June 30, 2014 made by Selectman Stowell, seconded by Selectman Ashmankas.    
Motion carried unanimously.

Laurie Connors spoke on behalf of the wireless tower project proposed for Butler Farm.  Bay Communications was the only response.  *See attached.  She is asking the Board to authorize the Manager to sign a lease with Bay Communication.  Selectman Kings sits on this committee and believes this is a complete win for the Town with revenue and cell service.  Mr. Spain is trying to get the percentage raised.   The tower would be 190 feet and would allow municipal hookups.
Motion to authorize the Town Manager to execute a Lease Agreement with Bay Communications for the purpose of erecting a tower at 44 Singletary Road for use as a hosting facility for wireless communication facilities and to install, operate and maintain related telecommunications antennas and equipment made by Selectman Stowell, seconded by Selectman Ashmankas.    
Motion carried unanimously.
  
Redistricting Committee letter to drafted by Selectman Ashmankas because every ten years they look at redistricting the communities and we would like input where Millbury will fall for the congressional district.  Chairman Plante added that we do want the Town split between two representatives.
Motion by Selectman Stowell to have chairman send the redistricting letter with changes, seconded by Selectman Schold.
Motion carried unanimously.

Mr. Spain would like the Board to approve two inter-municipal agreements, 1st would allow the town to enter into an IMA with the city of Worcester for the health agent and the 2nd is with the Town of Sutton to provide nursing services. Both contracts would be one year agreements.
He also needs consent for Kopelman & Paige to draw up the agreements because they work for both towns.  

Motion to allow the town of Millbury to enter into agreement with the City of Worcester to provide all health services by Selectman Stowell seconded by Selectman Ashmankas.
Motion carried unanimously.
Motion to enter into agreement with the town of Sutton to provide nursing services by Selectman Stowell seconded by Selectman Ashmankas.
Motion carried unanimously.
Motion to allow counsel to draw up both agreements by Selectman Stowell seconded by Selectman Ashmankas.

Mr. Spain met with the DEP officials to try to end this testing with the Mansion.  If they continue to find more oil we will petition for feasibility because it is not endangering anyone and the cost doesn’t outweigh the benefit.  

The recount for the redevelopment authority race has been scheduled for May 26, 2011.  It will cost the Town between $800-$1000.

Mr. Spain, Laurie Connors, Jayne Davolio and Paula Aspinwall are looking at reprecinting.  A section of precinct 4 will now be in precinct three and a portion of precinct 2 will go into precinct 1.  There are minimal changes.
They have to do this because of the amount of voters in each precinct has to be pretty even and the new census changed things a bit.  

To update Butler Farm driveway, they have back bladed the driveway to make it passable.  The DPW director has suggested homeland security money or transportation bond bill money as it will cost over $100,000 to fix and it is an emergency management location.

Section 33B transfers:  $18,000 from Public Works Maintenance and Operations to Salaries to Highway, this covers general expenses for basically beaver issues and dam inspections.
Motion made by Selectman Stowell, seconded by Selectman Schold to approve the transfer.

Transfer $14,000 from Health Insurance-Town to Street Lighting general expenses.
Motion made by Selectman Stowell, seconded by Selectman Schold to approve the transfer.

The DPW Director is interviewing for the ops manager position.  It should be down to 2 candidates by the end of the week.

The Cell tower should have recommendation by the May 24th meeting.

Rob is working with Ellen Cummings of Verizon on the double poles and guy wires in trees.  We are showing progress.

Diane Lewos in the DPW department after 26 years of employment is retiring Friday.  We thank her for her years of service.

Old/New Business:
Selectman Stowell asked the when the new DPW Director would be coming in to the meetings.  He will be in on May 24th.
Selectman King wanted to know how the cemetery was coming along.  They are making good progress and working hard.  
Chairman Plante wanted the new director to teach someone else how to mark graves.
Selectman King wanted the new director to stay on top of West Main Street issue with NStar.


Selectman Schold wanted to know how the money in perpetual care accounts gets spent.  There are two pots of money, one for repairs and one for care of graves.  He would like some of the roads fixed.  We have to fix the water system, add water to the new section, trying to get things prioritized.  

Selectman Ashmankas mentioned the trash and mulch needed at Washington Park.

On a Good Note
Selectman Schold wanted to thank Brian Coppola laid sod at the firefighter memorial.
Congratulations to Girls Track Team who went undefeated.

Mail
Lions Club request for Carnival July 1 - 4 and Fireworks for July 3 and 4 with a rain date of the 5th.

Millbury Federated Church for Block Party on September 17, 2011.
Motion made by Selectman Stowell to approve the Block Party and road closures, seconded by Selectman Schold.
Motion carried unanimously.

Letter requesting selectman involvement for the Block Party.  Selectmen Stowell and Ashmankas offered to be in the dunk tank.

Letter from Ladies Auxiliary for Poppy Days for May 26-28, 2011.
Motion by Selectman Schold to approve the poppy days, seconded by Selectman Ashmankas.
Motion carried unanimously.

Letter from Chief Handfield regarding National Police Week is May 15 - May 21, 2011 in rememberance of fallen police off.
Motion by Selectman Ashmankas, seconded by Selectman Schold.

Thank you note from the Robotics Club.   They did a great job.

Selectman Stowell wanted to ask the board to sponsor a hole for the Assumption School golf tournament.
