Board of Selectmen Minutes 01/25/2011
January 25, 2011                                                                        7:10 p.m.

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Francis B. King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Town Manager Spain, Doris & Freeman Guiou, Donna Boynton, Tom Riley, Edd Cote, and concerned citizens.

Chairman Plante wanted to start with a shout out to Julie Frankian who broke the basketball all time scoring record to beat Brian Parath’s 1410 points in a season.  We congratulate her and understand that Brian was very gracious.

Resolution of Support for Blackstone National Park read by Selectman Schold.  Chairman Plante added that Senator Kennedy did a lot of work to keep this going.  
Motion to sign the Resolution made by Selectman Schold, seconded by Selectman Stowell.
Motion carried unanimously.

One-Day Liquor License - Marie’s Catering - Asa Waters - January 27, 2011
Motion made by Selectman Stowell, seconded by Selectman Ashmankas to approve the license.
Motion carried unanimously.

Excise tax disbursement for the Watershed Associations:
Motion made by Selectman Stowell to disburse $951.67 to Lake Singletary, Ramshorn Lake and Dorothy Pond Associations, seconded by Selectman Schold.
Motion carried unanimously.

Donation of Land to Conservation Commission
Laurie Connors spoke regarding donated land to the Conservation Commission off Grafton/Worcester Road of two parcels totaling about 30 acres. Ms. Connors did a site visit and found it to be undeveloped and a nice gateway to the rail trail.  Selectman King wanted to know if our hands were tied for this property.  It is being conveyed to the conservation commission with restrictions to be used for passive recreation.
Motion made by Selectman Stowell to authorize the Conservation Commission to accept the gift of land described in Exhibit A, which is part of the foregoing deed, for conservation purposes pursuant to MA General Laws, Chapter 40, Section 8C, granted from Peter A. Harkey and Robert A. Harkey.~ The land is acquired for conservation and passive recreation purposes, and shall be subject to Article 97 of the Amendments to the Massachusetts Constitution, seconded by Selectman Schold.~
Motion carried unanimously.

Fuel Efficient Policy Addendum:  Selectman Stowell presented an addendum to the original Fuel Efficiency policy adding that vehicles that are not on the efficiency list cannot be recycled between departments.
Motion to approve the addendum made by Selectman King, seconded by Selectman Ashmankas.
Motion carried unanimously.

January 11, 2011 -Motion made by Selectman Ashmankas to approve the minutes, seconded by Selectman Stowell.

January 11, 2011-Executive Session-Motion made by Selectman Schold to approve the executive session minutes, seconded by Selectman King.
Motion carried unanimously.


Town Manager Report
Mr. Spain is appointing Larry Morris as the wiring inspector.  He is currently serving as our interim inspector and has done a great job.  He was recommended by Mr. Blackman.
Motion to concur with the appointment made by Selectman Stowell, seconded by Selectman Schold.
Motion carried unanimously.

Mr. Spain is appointing Andy Waskewicz as the assistant wiring inspector. He also is recommended by Mr. Blackman.
Motion to concur with the appointment made by Selectman Schold, seconded by Selectman King.
Motion carried unanimously.
Mr. Spain would like consistency between the inspectors.

Mr. Spain is appointing Jude Cristo as a constable.  This is not a town paid position.
Motion to concur with the appointment made by Selectman Schold, seconded by Selectman Stowell.
Motion carried unanimously.

Our DPW Director has resigned.  We will replace him as soon as possible-in the interim Mr. Spain is acting director for administrative and Joe Kosiba is still running the operation.  Mr. Spain explained the benefits of an engineering degree for the DPW director.  Chairman Plante added that an engineer could put projects together for the TIP program.

Selectman King wanted to know if the Roadway Committee would review the applicants.  They will and the sewer commissioners will review the operation manager applicants.

Warrant articles are due on close of business on April 8, 2011.

The Cell Tower Committee has met once to review the response and they are interviewing the company on Friday.

Mr. Spain has updated the Board of Health on the regionalization meetings he has attended.  He also went to a meeting in Shrewsbury where they agreed to seek a planning grant to study a public health district.  They are looking to get better services for less money and looking into ways of not supplying health insurance or retirement benefits.  Selectman Ashmankas asked how many towns were involved and what type of governing they are going for?  Are you looking to regionalize the health agent?  yes.

State Aide may not be so bad, looks like a 7% cut.  Health insurance increase will be from 7-9%.  We still do not have school budget.  We are in a deficient in the snow and ice fund.  The Finance committee is meeting tonight to declare the emergency.    The governor may lighten up on the towns with collective bargaining for insurance.  We should get Governor’s numbers tomorrow.  

The DPW is doing a good job with the resources they have.  We know there are piles and roads but we are getting to them.  Selectman Schold said that they are doing a good job.  

Old/New Business:
Chairman Plante mentioned Fitchburg got a homeland security grant for a fire truck.  He would like to send a letter to Congressman Neal regarding our requests.
Motion made by Selectman King for the Manager to send a letter, seconded by Selectman Schold.
Motion carried unanimously.

On a Good Note:
Selectman Schold wanted to mention they are working on the bridge and it is moving along.
Selectman Stowell wanted to reiterate that the DPW are doing a good job.
We want to wish good luck to Laurie Connors on her maternity leave.
Best wishes to Diana Riley, her prognosis is good.  Tom Riley added almost a miracle.

Stretch Energy Code Seminar Thursday, January 27th at Sutton Town Hall.  This is part of our becoming a green community.
