Board of Selectmen Minutes 10/12/2010
October 12, 2010                                                                        7:10 p.m.

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Francis B. King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Chief/Acting Town Manager Richard Handfield, Richard Valentino, Officer Fortunato, Sgt. Desorcey, Officer Belliveau, Officer Hall, Officer Burnett, Kevin, Lois and Kara Woods, Donna Boynton, Tom Riley, Edd Cote, Charlene Arsenault and concerned citizens.
Absent: Town Manager Spain

Public Hearing:  Feng Asian Bistro- Alter of Premises.  Selectman Schold read notice. Motion to open public hearing made by Selectman Schold, seconded by Selectman Ashmankas.
Enrique Gutierrez appeared for Feng Asian Bistro.  They are adding an outside patio to their liquor license just like the ones at Red Robin and Uno’s.  They will be opening sometime in November.
Motion to approve the alter of premises by Selectman Schold, seconded by Selectman King.
Motion carried unanimously.
Motion to close public hearing made by Selectman Stowell, seconded by Selectman Ashmankas.
Motion carried unanimously.

Sign Warrant for November 2, 2010 Election
Motion to sign the Warrant made by Selectman Schold, seconded by Selectman Ashmankas.
Motion carried unanimously.  

One-Day Liquor License - Event Temps - Asa Waters - October 17, 2010
Motion made by Selectman Stowell, seconded by Selectman Ashmankas to approve the license.
Motion carried unanimously.

Previous Minutes
September 28, 2010- Motion made by Selectman Schold to approve the minutes with corrections to the appointment of Alan Linkevich being a Selectman Appointment-not a Town Manager Appointment, seconded by Selectman King.
Motion carried unanimously.

Public Hearing-Verizon Pole Petition-Broadmeadow Avenue.  Selectman Schold read notice.
Scott Burns appeared for Verizon.  The pole petition is at the request of the citizen who has a guy wire in his driveway.
Motion made by Selectman King to approve the petition, seconded by Selectman Schold.
Motion carried unanimously.
Motion to close public hearing made by Selectman Stowell, seconded by Selectman Ashmankas.
Motion carried unanimously.

Officer Kevin Woods Retirement
Chairman Plante stated that this is a loss for the Town of Millbury but we wanted to honor Officer Woods’s years of service and his great career with the Town.  The Board gave him a clock and a Retirement Badge.
Chief Richard Handfield offered that Kevin was involved in law enforcement since he was 18 years of age, began on the Millbury Department in 1977, and was involved in the dive team, the K-9 officer with Otto and the domestic violence specialist obtaining several grants.   It is bittersweet for the Department losing such a dedicated officer.  Chief offered him some dog tags and offered him congratulations.
Kevin Woods wanted to thank the Board, his fellow officers and the many citizens that wished him well.  His intention was to help as many people in town that he could.  It has been an honor and a privilege to serve the town.  He hopes he will continue to serve the town in other capacities as they love Millbury.

One-Day Liquor License - VFW Auxiliary - Asa Waters - October 17, 2010
Motion made by Selectman Schold, seconded by Selectman King to approve the license.
Motion carried unanimously.

Mail
DPW Brush Chipping- Saturday October 23 and 30, 2010.
Millbury Improvement Initiative Auto Fest-Sunday October 17, 2010.
Proclamation Read for UN Day.  Motion to sign the Proclamation made by Selectman Schold seconded by Selectman King.  
Motion carried unanimously.

Motion to appoint Kevin Woods as a special police officer made by Selectman Stowell, seconded by Selectman King.
Motion carried unanimously.

Finance Committee wants to have a meeting on November 3, 2010 to talk about the budget early.

Student Government Day will be November 19, 2010.


Adjournment
Motion made by Selectman King, seconded by Selectman Schold to adjourn at 7:25 p.m.  Motion carried unanimously.
