Board of Selectmen Minutes 08/10/2010
August 10, 2010                                                                 7:10 p.m.

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Freeman & Doris Guiou, Richard Valentino, Edd Cote, Charlene Arsenault and concerned citizens.
Absent: Selectmen Francis King


New Drainlayer License- Gabriel Berthiaume appeared for GJB Construction Services.
Motion made by Selectman Schold to approve the license, seconded by Selectman Stowell.
Motion carried unanimously.

Bill Borowski-Spoke regarding his 2nd annual block party for Shirley Avenue on September 5, 2010 with a rain date of September 6.  He has already cleared it with the Chief of Police and the Fire Chief.
Motion made by Selectman Schold to allow the road closure, seconded by Selectman Stowell.
Motion carried unanimously.

One-Day Liquor License - Your Bartender Tonight - Asa Waters - August 14, 2010
Motion made by Selectman Schold, seconded by Selectman Stowell to approve the license.
Motion carried unanimously.

Selectmen Appointment
Motion made by Selectman Stowell to appoint Cynthia Burr to the Historical Commission, seconded by Selectman Schold.
Motion carried unanimously.

Previous Minutes
July 27, 2010- Motion made by Selectman Schold to approve the minutes, seconded by Selectman Ashmankas.
Motion carried unanimously.

Town Manager Report
Mr. Spain appointed Christina M. Orczyk as part-time Dispatcher.
Motion made by Selectman Stowell to concur with the appointment, seconded by Selectman Schold.
Motion carried unanimously.

Mr. Spain also appointed Allison Machacz as a ten hour part-time Library Page.
Motion made by Selectman Schold to concur with the appointment, seconded by Selectman Stowell.
Motion carried unanimously.

Stowe Road is coming along well.  The catch basins are being cleaned out and they have started replacing the sunken ones.  Please let us know if they miss any.


7:15 pm Public Hearing - Charter Pole Petition
Charter needs to move a pole to complete the bridge project. Moving it only 20 feet.  No one opposed.
Motion to approve the pole petition by Selectman Schold, seconded by Selectman Ashmankas.  Motion carried unanimously.
Discussion regarding fixing other poles around town with Verizon.

Motion to close Public Hearing at 7:21 pm made by Selectman Schold, seconded by Selectman Stowell.  
Motion carried unanimously.


Old/New Business
Chairman Plante mentioned a letter from the DPW director to NStar asking them to fix the trenches on West Main Street.  They have had discussions with the contractor.  Selectman Schold wanted them to discuss using flowable fill- Mr. Spain said that they don’t use it because they say they cannot detect leaks.  They will do the skim coat in October.

Elmwood Street bids will be opened August 17.  Drainage will be fixed and the major bad part of the road will be fixed.

Selectman Stowell got another call from a citizen after the Animal Control Officer came in to the Board.  Selectman Stowell would like to put it out there for a new dog officer.  He is not meeting the town’s needs.  Mr. Spain said that he does have a contract.    
Selectman Stowell would like to get the draft of the Fuel Efficiency Policy on for the 24th meeting.  The E.A.C. met last week and brought in LED street lights-they are very impressive.  Sample LED light is right behind high school.  They last considerably longer.  

Selectman Ashmankas mentioned the Redevelopment Authority is looking for new members.  Submit letter of interest to the Town Manager.


On a Good Note-Selectman Stowell
Congratulations to Don Nason and their baseball league.

A shout out to Paul DiCicco and the Library Trustees for the Library Picnic-it was a good time.
