Board of Selectmen Minutes 07/27/2010

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Selectmen Francis King, Kenneth I. Schold, Brian W. Stowell, Brian M. Ashmankas; Michael Krumsiek, Board of Fire Engineers, Firefighters, Explorers, Freeman & Doris Guiou, Richard Valentino, Edd Cote, Charlene Arsenault and concerned citizens.
        
Proclamation read by Selectman Ashmankas for the 100th Birthday of Camp Fire USA.

Presentation to Michael Krumsiek who is retiring from the Fire Department.
Mr. Krumsiek spoke to thank them for the acknowledgment and thank the men who retired before him.  He is not going away, he will be helping out with the explorer group; they are 14-21 presently 19 members, affiliated with Mohegan Council boy scouts.  He would like to mention his family, his wife, daughter, sisters, brother and in-laws.  Thank you to everyone for being here.

One-Day Liquor License - Tiny Tim’s Café - Asa Waters - August 15, 2010
Motion made by Selectman Schold, seconded by Selectman Stowell to approve the license.
Motion carried unanimously.

Selectmen Appointments
Motion made by Selectman Stowell to appoint Susan Dalton and Maureen Graves as Matrons for the Police Department, seconded by Selectman Schold.
Motion carried unanimously.

Motion made by Selectman King to appoint Harold Sampson Jr. to the Historical Commission, seconded by Selectman Stowell.
Motion carried unanimously.

Previous Minutes
July 13, 2010- Selectman Ashmankas pointed out that the ambulance motion should read Selectman King, not Selectman Schold. (I cannot make that change as Selectman King was on vacation).
Motion made by Selectman Schold to approve the minutes with corrections, seconded by Selectman Ashmankas.
Motion carried 4-0-1 (Selectman King abstained)

Town Manager Report
Wheelabrator tonnage-we have 3060 tons available, used 101.65 below and received a check for $7034.18.

Chief received a 911 training grant for $6,000.00 and an e-911 grant for $32,533.00 which can be used for salary items, we will be able to keep crossing guards for another year.  Thank you to the Chief for getting these.

Our whole staff goes after grants, Laurie Connors, Bob Blackman and Judy O’Connor and more are always trying to get grants and do a great job.

We had to put out an RFP for the network which is about to crash.  We are doing a virtual server with the process.  We are looking to upgrade for many years down the road, hopefully 5 or more.
Thank you to Brian Turbitt for all the work he has and will put in.

Mr. Spain appointed Jayne Davolio as the Municipal Fire/Building Code Violations Hearing Officer.
Motion made by Selectman Ashmankas to concur with the appointment, seconded by Selectman Schold.
Motion carried unanimously.

Mr. Spain has reappointed Katie Lavallee as Assistant Town Accountant for a three year term.
Motion by Selectman Schold to concur with the appointment, seconded by Selectman King.
Motion carried unanimously.

They have already started reclaiming of Stowe Road-supposed to start paving tomorrow-but will start on Thursday if there is no rain.  It is a three day process.  There is still a piece of drainage that they will have to do at a later date.  They put Elmwood Street out to bid, once they find out how much that one will be they will reassess the other roads.  Roadway Advisory Committee will be coming in to brief the board in September.  Chairman Plante said we have a terrific committee, a lot of knowledge there.

National Grid has scheduled the move of the wires and is waiting on a deed for Brian Circle.  We will probably be able to reschedule the pole petition for next meeting.

Town Manager Review
The Board gave Mr. Spain a very good review with an overall rating of 3.975.  The highs were finance ability, quality of work, hours put in and visibility in Town.  The problem areas are communication and temperament. All reviews are kept in Mr. Spain’s personnel file.

Old/New Business
Selectman King wanted to have the Manager ask the other communities for the dog officer to get an assistant to help him.  Chairman Plante was not impressed with the answers Mr. Chauvin gave at the last meeting.  
Selectman King asked about the report of privatizing the transfer station.  Manager is going to ask Murgo for numbers.
Mr. Miller stopped in to see Bob and he has another 38 acres to sell for industrial use. It is zoned industrial 2.
Is there a decision regarding West Main Street.  Polito has refused to pay.
Explain FMLA Policy?  We are being advised by Town Counsel on how to proceed with our cases.  A person can be out for up to three months to take care of family members or sickness.  The Town requires them to use their sick time.  We have like 5 or 6 people out.  

Selectman Ashmankas wanted to ask for input regarding his policy for regionalization.  Mr. Spain said that they can put together a policy that does not conflict with our by-laws and unions.  Chairman Plante always wanted to do this with equipment.  Selectman King wants Selectman Ashmankas to sit down with the Manager to hash out the policy.

Mail
Letter from the Bicentennial Committee to accept donations from Tom J. Fox, Jr. for $625.00, Goretti Supermarket for $10,000.00, Red Robin fundraiser for $250.00 and $25.00 from Eugene and Nancy Kreda for a total of $10,900.00.
Motion made by Selectman Schold to accept the donations, seconded by Selectman King.
Motion carried unanimously.

Millie Sterns received a thank you note from 2nd Platoon Bravo Company serving in Afghanistan for the care packages she sent with the help of the Selectmen.


On a Good Note-Selectman Stowell
The new tree in the Common is not dying, just stress on the tree.
Selectman Stowell missed thanking Mike Bernard and Selectman King for the work done on the Brierly Pond sign last meeting.  
Doris and Freeman Guiou are celebrating their 54th Anniversary, congratulations to them.

Motion made by Selectman Schold, seconded by Selectman Stowell to adjourn at 8:25 p.m.  Motion carried unanimously.
