Board of Selectmen Minutes 01/26/2010
January 26, 2010                                                                        7:05 p.m.


Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King, Brian W. Stowell.   

Robert Spain, Town Manager, Brian Turbitt, Laurie Connors, William Kane, Roger Desrosiers, Cindy Burr, Edd Cote, Donna Boynton, Telegram & Gazette, Tom Reilly, The Millbury-Sutton Chronicle, and concerned citizens

Chairman Plante opened with the Pledge of Allegiance


Laurie Connors, Town Planner:
Saving Mt. Ararat Campaign was successful!!  We have raised the $240,000 required to purchase the 15 acre parcel and a second 10 acre parcel for free all adjacent to Brierly Pond Conservation Area!!!
Millbury Improvement Initiative-paid for appraisal of property; Cindy Burr, Lisa Moscynski-President of Metacomet Land Trust;  Phil Nyberg agreed to be Millbury’s first repetitive on the Metacoment Land Trust Board; Sarabeth Persiani and husband Tony for graphic expertise; Michele Desorcy and Bruce Nichols; Flo-Dell; Wright Place, Goretti’s and Village Knoll.  We received a land grant of $160,000 from the MA Division of Conservation Services; Senator Michael Moore really advocated for us, $40,000 from anonymous; $8,000 from the Fields Pond Foundation; and $3,500 from the Greater Worcester Community Foundation.  Also Millbury Savings Bank and Credit Union, each $10,000; Wheelabrator and Wilson Language Training Center $5,000 each; Other businesses that contributed as well are Goretti’s, Flo-Dell, Matt’s Tree, S&D Spinning Mill, Frank’s Rubbish Removal, Attorney Peter Keenan, DOSCO Sheet Metal, A,K. Machine Company, Red Robin Restaurant and Aquarion Water Company.  As well as Station 2 Millbury Fire Department, Millbury Police Association, Sheriff Guy Glodis’ Office, the Plante Committee and the Millbury Historical Society.  Many residents also made this possible by buying shirts, trail mix, donations and Dining for Dollars.  We would like to place a sign at the front of the trail with the names of large contributors.
Motion to accept the following gifts of money for the purpose of acquiring two parcels of land off of Old Common Road (Assessor’s Map 69, Parcel 3 and Map 78, Parcel 2) for conservation and recreation purposes:  Metacomet Land Trust-$63,100; Wheelabrator-$5,000; Millbury Federal Credit Union-$10,000; and the Millbury Improvement Initiative-$3,500.00 made by Selectman Stowell, Seconded by Selectman Coggans.  
Motion carried unanimously.
They should be closing by the 1st week of March.
Chairman Plante wanted to thank everyone it is a tremendous asset.  Congratulations.

Ms. Connors also gave an update on the skate park: On Friday they are meeting with a company called “Who Skates?”, they can help with the design and initial cost; they will be touring a couple of sites; and talking with a group of kids to find out what their needs are.  

Richard Valentino-Board of Appeals Fee Increase:  He wants the Residential and Business fee to be $250.00 leave the Industrial fee at $365.00.  Reason being is their revolving account is just breaking even.  It takes quite a while to do each applicant could take 10-15 hrs depending on abutters.  He is going to visits different towns to see what they are doing for rates.  Selectmen Coggans wanted to know why it was so expensive.  Mr. Valentino read a list from the secretary.
Motion to approve the new fees made by Selectman Schold, seconded by Selectman Stowell. Motion carried 4-1 (Selectman Coggans opposed).

National Amusements-Change of Manager- Kyle Addy appeared and is replacing Joshua Bissette.  All paperwork is in order.
Motion made by Selectman Stowell to approve the change of manager, seconded by Selectman King.
Motion carried 4-1 (Selectman Coggans opposed).

Bicentennial Committee Update:    Co-Chair Bill Kane spoke; have 27 members-held 14 meetings to date.  They have adopted a mission statement; created a logo; formed 4 major committees- events, media, history, finance & fundraising; executive committee-sets policy and makes recommendations;   Major events we are talking about doing: Worcester Symphony Orchestra at Windle Field; Balloon Fest; Civil War re-enactment; Parade June 16 2013; Ball April 6, 2013; Fireworks and a birthday party.  Rob Morton spoke regarding finances and fundraising.  All events will add up to approximately $300,000.  Co-Chair Roger Desrosiers spoke regarding the History Committee.  We want to make this a celebration that no one will forget.  Mr. Spain wanted to thank Bill and Roger for chairing the committee.

Drainlayer Renewals
Motion to re-new the following Drainlayers made by Selectman Schold, seconded by Selectman Stowell:  Gary Pike Construction, NHB Construction, P&M Asphalt.
Motion carried unanimously.

Previous Meeting Minutes
Motion made by Selectman King, seconded by Selectman Coggans to approve the minutes of the Tuesday January 12, 2010 meeting.  
Motion carried unanimously.

Town Manager Report
Resignation letter from Bob Murray.  Thank you for 17+ years to the town.  Chairman Plante wanted to wish him well as did all the selectmen.

Mr. Spain has appointed Jeffrey Kozlowski-Millbury to the EMA and Aux Police.  
Motion by Selectman Coggans to concur with the appointment of Jeffrey Kozlowski to EMA and Aux Police seconded by Selectman King.  
Motion carried unanimously.

The school has received grant money for lighting from the Mass Technology Collaborative in the amount of $4,441.91.  They are going to use it for solar energy to light the signs in front of the schools, the flag pole in front of Town Hall and charge the batteries for the zamboni.
Motion made by Selectman Stowell, seconded by Selectman Schold to approve the grant.  Motion carried unanimously.

We did not receive the grant for the wind feasibility study.  We will try again and hopefully get it next time.  We as a Town try to get grants often, both town and school side.  Staff is taking proactive stands to try to get a green community so that we can access other money.

Mr. Spain gave the Board the list of vehicles on the road as requested.  Chairman Plante wanted to know if we have we added any vehicles?  Not in numbers, just replaced old vehicles.

Old/New Business:
Selectman Schold asked about trucks/cars being parked at the corner of Wheelock Ave and Grafton Rd.  Mr. Spain will have Chief look at it.  

Selectman Coggans inquired about the traffic signal at Riverlin and Grafton Street-please check for timing.

Selectman King wanted to know if Mr. Spain got to find out about Town Meeting and West Main Street issues.  He has not talked to the moderator yet and he will talk to Barry Lorian about the round-a-bout.  
Has there been any feedback from National Grid regarding the transmission lines?  There will be a public hearing on Feb. 9 but he expects the board will take it under advisement until issues are resolved.
Is there a possibility of a cell tower on Butler property?  Mr. Spain discussed issue with the Town Planner and there may be some people interested.

Selectman Schold wanted to know how the bids for the cemetery were going.  They have awarded a contract-it will begin soon.  Mr. McGarry is looking into raising some fees and the new plots may be sold for more money than the old ones.  They are still looking for land that they could use for additional graves.

Selectman Stowell mentioned that the fence in front of United Tool has been damaged and it could be a safety issue.  Mr. Spain will look into it and ask them to repair it.

Bicentennial Committee letter asking the Selectmen to accept donations in the amount of $200.00 from various donation cans around Town.
Motion made by Selectman Schold to accept the donations, seconded by Selectman Coggans.
Motion carried unanimously.

Letter from Chet Hanratty regarding the flood at the old Felters Mill.   He is thankful for all the help that he received.   
Chairman Plante said that this is the kind of people we have in Millbury and everyone came together to help.  We are blessed to have a volunteer fire dept.


Letter from Habitat for Humanity thanking for the Town’s support.  
Selectman Stowell wanted to let everyone know how many people have donated to this cause.  This Town is amazing with kindness.  Approximately $74,000 in-kind donations as of right now.  Millbury is breaking all kinds of records regarding generosity.

Executive Session
Motion made by Selectman Coggans, seconded by Selectman King to move into Executive Session at 8:40 p.m. under Chapter 39, Section 23B, Paragraph 3 to discuss collective bargaining or potential litigation.

Motion made by Selectman Coggans, seconded by Selectman King to adjourn at 10:00 p.m.  Motion carried unanimously.
