Board of Selectmen Minutes
Municipal Office Building – Selectmen’s Meeting Room
September 22, 2009                                                                      7:05 p.m.


Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King, Brian W. Stowell.   

Robert Spain, Town Manager, Attorney Jim Scola, Edd Cote, Richard Valentino, David Troy, Ashley Plasse, Donna Boynton, Telegram & Gazette, Tom Reilly, The Millbury-Sutton Chronicle, and concerned citizens

Chairman Plante opened with the Pledge of Allegiance

Public Hearing-Village Knoll-Transfer of Stock
Attorney Jim Scola spoke on behalf of Mr. Patel, who would like to transfer the stock and have new officers/directors.
Motion made by Selectman King to approve the transfer, seconded by Selectman Coggans.
Motion carried unanimously.

One Day Liquor License-Bicentennial Committee
October 24, 2009 at Asa Waters.
Motion to approve the one day license made by Selectman King, seconded by Selectman Schold.
Motion carried unanimously.

One Day Liquor License-Charles F. Minney VFW Auxiliary
September 27, 2009 at VFW Post Pavilion.
Motion to approve the one day license made by Selectman Stowell, seconded by Selectman King.
Motion carried unanimously.

One Day Liquor License-Creedon & Company
October 11, 2009 at Asa Waters.
Motion to approve the one day license made by Selectman King, seconded by Selectman Coggans.
Motion carried unanimously.

Previous Meeting Minutes
Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the Tuesday September 8, 2009 meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman Coggans to approve the minutes of the Tuesday September 9, 2009 meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the Tuesday September 8, 2009 Executive meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the Tuesday September 9, 2009 Executive meeting.  
Motion carried unanimously.

Town Manager Report:
Grafton Road is being paved and will have some traffic delays.  Selectman Schold asked for Mr. Spain to look into a rough area of Wheelock Ave.  Selectman Coggans asked Mr. Spain to look into an issue on Millbury Ave.
Sewer project is moving right along.  Hope to put out RFP for Stowe Road sometime next week and hopefully will get it done this year.  Selectman King asked about Wedgewood Drive; Going to band aid it for right now.  
NStar is going to be fixing the patches that they put on Hamilton Street.  They have to pave at least curb to center line if not curb to curb from now on.
Road advisory committee has been working out great for us-and the sewer project has helped in getting roads done.  Chapter 90 money is being spent on fixing roads like intended.
Denise Marlborough passed her collector’s exam and is now a certified Treasurer/Collector.
Chairman Plante wanted to compliment the Federated Church for a very successful Block Party.
Mr. Spain wanted to let the Board now that he will be out of the office for classes on September 29, 2009 - October 1, 2009 and will be on vacation from October 19 - October 23, 2009.
The Boston Post Cane was given out to Helen Collette who is 103 at the Senior Center.  What a great lady.

Public Informational Hearing: The Hide-A-Way
David Troy appeared to let the Board know that the business and building is being sold and the transaction should be completed by December 15, 2009.

Mail:
The newly forming Energy Advisory Committee is looking for members.
A Letter from Sharon Anderson who is interested in joining the EAC.
Motion made by Selectman Schold, seconded by Selectman Cogggans for Sharon Anderson to be on the Energy Advisory Committee.
Motion carried unanimously.

Letter from the Bicentennial Committee to accept a donation from Matt Corey from Sports Clip.
Motion made by Selectman King, seconded by Selectman Stowell to accept the donation.
Motion carried unanimously.

Flyer from Selectman Moore to attend a conflict of interest law seminar at the Auburn Town Hall on Oct 15, 2009.

Motion to appoint Steven Noonan to the Financial Management Task Force made by Selectman Schold, seconded by Selectman Coggans.
Motion carried unanimously.

Adjournment
Motion made by Selectman Coggans, seconded by Selectman King to adjourn at 7:36 p.m.  Motion carried unanimously.
