Board of Selectmen Minutes
Municipal Office Building – Selectmen’s Meeting Room
August 25, 2009                                                                 7:05 p.m.


Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King, Brian W. Stowell.

Chairman Plante opened with the Pledge of Allegiance

Presentation of Proclamation to Bob Beausoleil for 20 years of service to the Town.

George D’Aueteil spoke regarding the Butler Farm and the project that was undertaken by Timothy.
Presentation of Proclamation to Timothy Mazeika for refurbishing the Butler Farm garage and becoming an Eagle Scout.
Mr. Spain thanked Mr. Beausoleil and Tim for being such great Millbury residents.

The Hide-A-Way Public Hearing is being continued to September 8, 2009 at 7:30 p.m. per the request of Ms. Plasse’s attorney.
Motion by Selectman Coggans to continue the Public Hearing to September 8, 2009 as the final continuance, seconded by Selectman Schold.
Motion carried unanimously.

Aquarion Water Company-Harry Hibbard,VP of Aquarion
He is here to explain the error on meters.  When billing they billed in cubic feet instead of gallons; Resulted in significant under billing. 700 meters were affected between Oxford and Millbury. The DPU will come up with a way to adjust this.
Selectman Coggans wanted to clarify that they were not back billing.


Selectmen Appointments:
Motion to appoint Brian Stowell to the Millbury Affordable Housing Trust Fund made by Selectman Coggans seconded by Selectman Schold.
Motion carried unanimously.

Motion to re-appoint Brad Turner and Victor Irr to the Butler Farm Re-Use Committee made by Selectman Coggans seconded by Selectman Schold.
Motion carried unanimously.

Previous Minutes:
Motion made by Selectman Schold to approve the minutes of the July 28, 2009 Meeting, seconded by Selectman King.  Motion carried unanimously.

Motion made by Selectman Schold to approve the Executive Minutes of the July 28, 2009 Meeting, seconded by Selectman King.  Motion carried unanimously.

Town Manager Report:
Mr. Spain asked Joyce to check into the Verizon bills and make sure we are on the state contract.  She found out that we are but were being billed incorrectly and so far has received a credit of $28,000.  Many thanks to Joyce for being like a pit bull going after them and being so diligent about it.

The Town Planner did not get the housing grant that she applied for.  It was very competitive and she will try again.
The Chief was successful with some police grants:  $27,897 from Fed Justice Dept.; he intends to use for community programs such as DARE and RAD.
2nd grant is $32,458; the 911 grant.  This one will help with dispatchers salary-could free up some funds when 9c cuts come down.
Chief did apply for another grant.  Expect to have community policing grant-not sure-but hopeful.  Will use to buy vests if comes through.
Motion to accept two grants and allow chief to expend funds made by Selectman Schold seconded by Selectman Stowell.  
Motion carried unanimously.
The fire Dept. is looking to get a grant for Brierly Pond.

EMA and Aux Police:  Mr. Spain would like to appoint Paul DiCicco, James Singer and Ronald Tranter.
Motion made by Selectman Coggans to concur with the appointments seconded by Selectman Schold.
Motion carried unanimously.

McCracken Road will be open for buses and emergency vehicles.  It is going very well.  

Doing paving in Park Hill area and side streets; it will be completed this week.  
Ward Hill area was done with drainage and John Street area will be done with drainage.  
Sewer project is winding up fast-on time and on budget.  Paving is behind because of rain in June and July but working diligently and moving right along.

We met today with insurance agent regarding hail storm damage.  Shaw school roof and all roofs damaged will be fixed.  Insurance company was very accommodating today.    Mansion needs it too.  Already had at least 500 building permits taken out for repairs-still more to come.  Bob Blackman is checking all the contractors to make sure they have permits.

There was an alternate energy symposium put on by Richard Valentino, Brian Stowell and Laurie Connors.  It went very well.   Laurie will be coming into the next meeting to update us on all of her projects.

Fireman Muster this Saturday at Shaw School.  Please attend and support our fire department.

On the Hamilton Street matter Mr. Spain spoke to NStar about paving from curb to curb so it blends into the road, it will not be left that way.
Selectman Coggans wanted to know about Millbury Ave. and it should have the same timing as Grafton Street.

Selectman Coggans would like Congressman Neal to respond regarding the homeland security grant that the Fire Chief submitted.

Motion made by Selectman King and seconded by Selectman Coggans to negotiate with the Manager for a new contract.  
Motion carried unanimously.

Joint appointment with Planning Board:  Interviewed three candidates; Edd Cote, John Alicandro, and Carrie Prest.  Planning Board Chairman Gosselin asked the same question to all candidates:  If a friend of yours comes before the board on a matter, how would you handle it? They all agreed to step down or treat equally.

Edd Cote:  Very high tech job left that to become a photographer.  Has become very involved in the town and would like to step up and volunteer.

Mr. Alicandro now has the time because of retirement.  Same rules have to apply to everyone.  Would like money used on schools instead of builders.

Carrie Prest:  business owner for 30 years-resident for 15 years-wants to become more involved in future progress of the town.    Enjoys working with a group-not a one person organization would be very hard to show favoritism.  Thank you for consideration.

Mrs. Lewandowski mentioned that all three did an excellent job.  
Chairman Plante thanked all of them for applying and said that they all did a great job; there are many other boards that we need help on.

Both Boards decided to put all three names into consideration.  The vote was as follows:

Mail:
Bicentennial donations from Karen and Stephen Champagne, Richard Williams and Janet Caissie-Williams; and Robert and Susan McDonald.
Motion made by Selectman Schold to accept the donations, seconded by Selectman Stowell.  Motion carried unanimously.

Letter from Millbury Federated Church regarding Block Party to be held on September 19, 2009.
Motion to allow the road closure of Main Street from Elm Street to Grove Street on September 19, 2009 from 11:00 a.m. to 7:00 p.m. for the purpose of the block party made by Selectman Schold seconded by Selectman Coggans.  
Motion carried unanimously.

A letter went out to Verizon Fios customers regarding a rate change.  Mr. Coggans expressed his dismay at the rate changes-there needs to be more control of cable tv.

Citizen Speak:
Doraleen Hendrickson-Greenwood Street spoke regarding the awful traffic issue now on Greenwood Street because of the Mall and McCracken Road being closed.  We will have the Chief of Police look into this.
