TOWN OF MILLBURY
Special Meeting-Board of Selectmen Minutes
Municipal Office Building – Selectmen’s Meeting Room
June 30, 2009                                                                   7:30 p.m.

Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King, Brian W. Stowell.   
Robert Spain, Town Manager, Attorney Francis Ford, Keith Early, Edd Cote, Members of the Millbury Police Department, Tom Riley, Millbury Sutton Chronicle, Donna Boynton, Telegram & Gazette and concerned citizens.


Chairman Plante opened the meeting with the Pledge of Allegiance.

Attorney Francis Ford spoke on behalf of Keith Early regarding the patrolman list and they alleged that Mr. Lavallee did not meet the residency requirements, so therefore Mr. Early should be interviewed as a fourth candidate.
Mr. Plante relayed that he, the Town Manager and the Chief spoke to civil service and they said to go ahead with the three interviews scheduled.

Mr. Plante explained that each member of the Board and the Town Manager will ask the same question to each candidate one at a time.
Candidates interviewed were Craig Lavallee, Cory Roberts and Matthew Wunshel.
Questions included how they would handle situations with people they know, elected officials, community interaction, skills, education and personal knowledge issues.
After all were interviewed the Chief brought in all three candidates.  Mr. Spain explained for the record that the top signed candidate did not respond to Sgt. Desorcey.
Motion made by Selectman Coggans, seconded by Selectman Stowell to put all three candidates in for a vote.  
Motion carried unanimously.
Selectman Stowell:  Matthew Wunschel; Selectman King:  Matthew Wunschel; Selectman Schold:  Matthew Wunschel; Selectman Coggans:  Matthew Wunschel; Chairman Plante:  Matthew Wunschell.
Compliments went out to each candidate.
Motion made (minutes approved as corrected to show motion made by Selectman Coggans) to appoint Matthew Wunschel as the new Police Officer contingent upon completion of required exams, the academy and probation of one year, seconded by Selectman King.
Motion carried unanimously.

Mr. Spain announced that the Town has received a check for $6000.00 from the NE Carpenters Training School.

We received a letter from the Chief for no parking allowed on several streets for the fireworks on July 3rd and July 4th.
Motion made by Selectman Coggans to allow the no parking ban, seconded by Selectman Stowell.
Motion carried unanimously.

George D’Auteuil needs to be reappointed to the Butler Farm Re-Use Committee.
Motion made by Selectman Stowell to reappoint Mr. D’Auteuil to the Butler Farm Re-Use Committee, seconded by Selectman Schold.
Motion carried unanimously.

Motion to adjourn made by Selectman Coggans at 8:05 p.m., seconded by Selectman Schold.
Motion carried unanimously.
