Board of Selectmen Minutes
Municipal Office Building – Selectmen’s Meeting Room
February 24, 2009                                                                       7:05 p.m.



Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King.   

Robert Spain, Town Manager, Edd Cote, Kim Bossenele, John Jolin, Tom Reilly, The Millbury-Sutton Chronicle, Donna Boynton, Telegram & Gazette and concerned citizens

Chairman Plante opened the meeting with the Pledge of Allegiance

Kim Bossenele, Bossenele’s Pizzeria Kim Bossenele would like to extend the hours on Friday and Saturday until 3:00 a.m. to try to create extra income.  There is no alcohol involved, just food.  
Motion made by Selectman Schold, seconded by Selectman Coggans to extend the hours until 3:00 a.m.
 Motion carried unanimously.

One Day Liquor Licenses
Creedon & Company-Asa Waters- March 21, 2009.
Motion made by Selectman King, seconded by Selectman Schold, to approve a one day liquor license for Creedon & Company on March 21, 2009.
Motion carried unanimously.

Drainlayers License-John Jolin- Worcester, MA.
Motion made by Selectman Coggans, seconded by Selectman King to approve the Drainlayers license of John Jolin.  
Motion carried 3-0-1.  Selectman Schold abstained as his son works for Mr. Jolin.

Motion by Selectman Coggans to approve the above listed drainlayer renewals, seconded by Selectman Schold.
Motion carried unanimously.

Guest Presentation-National Grid-Joe Krisiak
Mr. Krisiak presented a power point demonstration on upcoming project for National Grid in Millbury for the upcoming years.  *see attached packet.
Please contact Mr. Krisiak with any questions or problems at 508-389-2652.
The costs of these projects are spread out regionally throughout all of New England.  Should not be any new lines put up-possibly just one area near the mall which is MA hwy land.

Motion made by Selectman Coggans, seconded by Selectman Schold to approve the minutes of the Tuesday January 10, 2009 meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the January 10, 2009 Executive Session.
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the January 10, 2009 second Executive Session.
Motion carried unanimously.

Motion made by Selectman King, seconded by Selectman Schold to approve the minutes of the Tuesday February 17, 2009 special meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the Tuesday February 17, 2009 special meeting Executive Session.  
Motion carried unanimously.

Town Manager Report
Thank you to National Grid for taking down 28 pairs of shoes off the wires on Grove Street.

1st run of excise tax bills went out, you will be getting a bill for your commercial vehicle or motorcycle.

Mr. Spain has appointed David Coske to the Bicentennial Committee.
Motion made by Selectman Schold to concur with the appointment, seconded by Selectman Coggans.
Motion carried unanimously.

Update on the Providence Street Bridge-Mr. Spain spoke to Tom Donnelly from Ma Hwy and the issue is that the pilings need to go deeper and they had to go out to rebid for that piece of contract.  Cost is going way up because of that.  Once weather clears should be picking up.  Boston now has to decide if they need to rebid the whole project or just let the contractor continue.

There is a Town Hall-style community forum on Tuesday, March 3rd at 6:30 p.m. at South High School in Worcester.  All of our local legislators will be there.

There will be a Special Meeting of the Board of Selectmen on March 5th at 7:00 to present the budget.

Charter Review Committee:  Mr. Spain recommends himself and Fran King as representatives.
Motion to appoint Bob Spain and Fran King made by Selectman Schold, seconded by Selectman Coggans. Motion carried 3-0-1 as Selectman King abstained.

Mr. Spain asked if the Financial Management Task Force would have the same charge as last time or changes made?  Board of Assessors, Banker, Sewer Commission and Board of Health -The Board would like a March 10 is deadline for nominations.

Selectman King wanted to know about the Capital Budget Committee as well.  We have to re-advertise for appointments.  We need to plan for the future.  

Old Business
Chairman Plante mentioned the garage on West Main Street parking cars that block traffic.  The concern is it is very dangerous.  It needs to be enforced.  Bob will take it up with the Chief.  

Motion made by Selectman Coggans to call for Lt and Sgt list, seconded by Selectman Schold.
Motion carried unanimously.

Citizen Speak
Marcia Landry-85 Miles Street.  Spoke regarding reviewing payment of insurance to elected officials, she is asking for an update.  Is now asking for the Board to take action on this or if it needs to go again to Town Meeting.    Selectman Coggans is not inclined to go against the vote of Town meeting and what the people decided.

EXECUTIVE SESSION
Motion made by Selectman Coggans, seconded by Selectman Schold to move into Executive Session at 8:00 p.m. under Chapter 39, Section 23B, Paragraphs 3 and Paragraph 4 to discuss deployment of security personnel or devices.

Chairman Plante stated that the Board will leave Executive Session solely to adjourn; no other business will be conducted.

Motion made by Selectman Coggans, seconded by Selectman King to adjourn at 9:05 p.m.  Motion carried unanimously.
