Board of Selectmen Minutes
Municipal Office Building- Selectmen’s Meeting Room

November 25, 2008                                                                       7:05 P.M.


Present:  Board of Selectmen:  E. Bernard Plante, Chairman; Joseph F. Coggans, Jr., Kenneth Schold, Francis B. King and Michael Moore.  

Town Manager, Bob Spain, Laurie Connors, Town Planner, Phil Nyberg, Brian Stowell, Ron Boudreau, Scott Burns, Tom Riley, Millbury Sutton Chronicle, and concerned citizens.
Chairman Plante opened the meeting with the Pledge of Allegiance.

VERIZON POLE PETITION- Grafton Road and Barbara Avenue
Verizon- Barbara Ave.  Grafton Road
Scott Burns- Pole Line upgrades for sewer pumping station.
Motion made by Selectman Schold for both poles, seconded by Selectman Coggans.
Motion carried unanimously.
DRAINLAYERS LICENSE-Richard Lovely- Holden, MA.
Motion made by Selectman Schold, seconded by Selectman King to approve the Drainlayers license of Richard Lovely.
Motion carried unanimously.

ONE DAY LIQUOR LICENSES
Loaves & Fishes-Asa Waters- December 9, 2008.
Motion made by Selectman King, seconded by Selectman Schold, to approve a one day liquor license for Loaves & Fishes on December 9, 2008.
Motion carried unanimously.

DRAINLAYERS LICENSE-Steve Gallo- Holden, MA.
Selectman Coggans asked for a delay of this Drainlayers License because of issues pending with the Planning Board, seconded by Michael Moore.  Mr. Gallo said subdivision is valid, no need to delay his project.  Laurie Connors said there is concern about the status of the bond-there was a bond -but there are difficulties with that bond.  
Motion carried unanimously.

DRAINLAYERS LICENSE-Thomas Mantoni-Mendon, MA.
Motion made by Selectman Coggans, seconded by Selectman Schold to approve the Drainlayers license of Thomas Mantoni.
Motion carried unanimously.

DRAINLAYERS LICENSE-Nicholas Casello-Leicester, MA.
Motion made by Selectman Coggans, seconded by Selectman Schold to approve the Drainlayers license of Nicholas Casello.
Motion carried unanimously.

Motion made by Selectman Coggans, seconded by Selectman Schold to extend the hours of pouring establishments on Christmas Eve and New Years Eve.
Motion carried unanimously.

FIRST READING OF VEHICLE USE POLICY & DRAFT COMPUTER USE POLICY
Mr. Spain would like to put the vehicle use policy on next agenda and the computer use is strictly a draft.  Vehicle use project defines what can and can’t be done with the vehicles.  Defines mileage and use.  
Use of computers, cell phones, fax machines, pagers, etc; trying to put good procedures in place.
Selectman Moore wants to know if anything in the policies conflict with any collective bargaining agreements.  Mr. Spain does not believe so.

OPEN SPACE COMMITTEE- Laurie Connors, Town Planner and Coordinator of open space committee.  See attached handout and goals.  They began in June, 2006.  Committee met on a monthly basis.  
Selectman Coggans wanted to know about recreation and beach facility on Riverlin Street; The property was donated by Buck Brothers to use for a town beach-is that parcel still considered?  Yes, Little Dorothy, some water quality issues, read report and asked for additional testing-alternatively Brierly Pond is another option.  Selectman Coggans has someone to foot the bill for Little Dorothy Pond.  Selectman Moore wanted to know if there was town meeting approval needed.  No, got Planning Board approval now seeking Selectmen approval.
Motion made by Selectman King to approve the Open Space Plan and sign letter, seconded by Selectman Coggans.
Motion carried unanimously.

TOWN MANAGERS REPORT
Would like to reappoint Elizabeth Tuff to the Cultural Arts Council.
Motion made by Selectman Moore to concur with the reappointment, seconded by Selectman Schold.
Motion carried unanimously.

Appointing Paul DiCicco and Sandy Cristo to the Bicentennial Committee.
Motion made by Selectman Schold to concur with the appointments, seconded by Selectman Moore.
Motion carried unanimously.

Winter Parking Ban-Snow and Ice Policy:  There will be no parking allowed on any Town road after the accumulation of two inches of snow-exception:  parking is allowed on the north side of West Main Street between Gould Street and Waters Court.
Motion made by Selectman Coggans, seconded by Selectman King to approve the winter parking ban.
Motion carried unanimously.

Mr. Spain would like to compliment the Town Clerk’s office for the best run election he has ever seen.  They put a plan together and executed it very well.

Congratulations to Senator Elect Mike Moore-it is very exciting to have a Senator from the Town of Millbury.  He will do us proud.

The finance department is removing the vacation/sick time from the paychecks until they get the system fixed and then it will be put back on.

The tax rate has been set at $11.72.  Mr. Spain commends all involved-it was certified very quickly.  Bills will be going out in December!

Update on the Sewer Project- we have working drainage on Ward Ave.  Mr. Spain would like to thank the DPW Director and MA Highway for their efforts on getting this done.  The project is moving alone very well.  Still on time and on budget.

Verizon is required to hook up all people in town to FIOS within four years; even if they have a Worcester telephone number.

Selectman Schold would like an update on the Providence Street Bridge.  There has been an issue with contamination of soil.  They are still not behind schedule as this is an 18 month project.  Hoping to get it done in 12 months.


CITIZEN SPEAK
Fred Alexandrowicz wanted to thank Mr. Spain and Mr. McGarry for the work on Ward Ave.

Ronald Bordeau-32 Autumn Gates; He is here to talk about last night’s Planning Board meeting.  Mr. Gallo purchased the land at foreclosure.  Mr. Bordeau needs Mr. Gallo to finish this project so that he can get his kids into a good home.  The whole project has become a nightmare for him.


MAIL
Letter from Town Clerk, Deb Plante thanking Ms. Hagstrom for serving as a poll worker and appointing Mary Joan Boire as a permanent Poll Worker in Precinct #2.  Also requesting to appoint Patricia Cooney and Lorraine LaForte as substitute poll workers.
Motion made by Selectman Coggans, seconded by Selectman Schold to appoint the poll workers.
Motion carried unanimously.

Letter from Telecommunications & Cable-regarding upcoming digital broadcasting on 2/17/09.

Chairman Plante noted that Paul Jenson passed away this weekend; He used to be the Town Administrator in Millbury.

Selectman Schold wanted to thank the Boy Scouts for their help in removing the flags from the cemetery.

Selectman Moore presented his letter of resignation as of November 26, 2008.  Chairman Plante hates to see him go but noted how proud the Board is to see him win the Senate seat.  The Board will be running with four Selectmen until the next election.
