October 28, 2008                                                                        7:05 P.M.


Present:  Board of Selectmen:  E. Bernard Plante, Chairman; Joseph F. Coggans, Jr., Kenneth Schold, Francis B. King and Michael Moore.  

Town Manager, Bob Spain, Tim Cluett, Attorney Nick Morana, Village Knoll, Tom Riley, Millbury Sutton Chronicle, and concerned citizens.
Chairman Plante opened the meeting with the Pledge of Allegiance.


WASHINGTON STREET PARK FUND
Tim Cluett of the Fire Department spoke regarding Hanover Night on November 22 to raise money to make Woolie World handicap accessible.  Tickets are $100.00 each, which includes appetizers and the Movin’ Out Show.  Please join us as this is a worthy cause.  The website is www.allkidstogether.com for more information.

VILLAGE KNOLL-TRANSFER OF LICENSE
Attorney Nick Morana spoke regarding transferring the liquor license at the Village Knoll to Raojibhai S. Patel.  All paperwork is filed and in order.
Motion by Selectman King to allow the transfer of license, seconded by Selectman Schold.  
Motion carried unanimously.

DRAINLAYERS LICENSE-Steve Anger-SRA Services- Worcester, MA.
Motion made by Selectman Schold, seconded by Selectman King to approve the Drainlayers license of Steve Anger.
Motion carried unanimously.

DRAINLAYERS LICENSE-Glenn Barrows-Barrows Contracting- Upton, MA.
Motion made by Selectman King, seconded by Selectman Schold to approve the Drainlayers license of Glenn Barrows.
Motion carried unanimously.

DRAINLAYERS LICENSE-Christopher Etre, Earthworks Site Development & Utilities, Inc., Grafton.
Motion made by Selectman Coggans, seconded by Selectman Schold to approve the Drainlayers license of Steve Anger.
Motion carried unanimously.


ONE DAY LIQUOR LICENSES
Loaves & Fishes-Asa Waters- October 31, 2008.
Motion made by Selectman King, seconded by Selectman Schold, to approve a one day liquor license for Loaves & Fishes on October 31, 2008.
Motion carried unanimously.

Creedon & Company-Asa Waters- November 7, 2008.
Motion made by Selectman King, seconded by Selectman Schold, to approve a one day liquor license for Creedon & Company on November 7, 2008.
Motion carried unanimously.

Motion made by Selectman King, seconded by Selectman Schold, to approve a one day liquor license for Creedon & Company on November 9, 2008.

CALABRIA RISTORANTE LIQUOR LICENSE REQUEST
The owners would like to request the area from Elm Street to School Street be shut down on election night because of a private party at Calabria from 8-12 a.m. Selectman Coggans has spoken to the other establishment in that area and she has no problem with it.  There will be private details at all intersections and proper signage will be in place.  It will certainly make the area safer for all attending the party.
Motion made by Selectman Coggans to close down South Main Street from Elm Street to School Street for the hours of 8:00 p.m. to 12:00 a.m.,  seconded by Selectman Schold.
Motion carried 4-0-1.  Selectman Moore abstained.

Congetta Ritacco, owner of the Calabria Ristorante requested that their liquor license be extended from 11:00 p.m. until 2:00 a.m. on Tuesday, November 4, 2008 for a private party.
Motion made by Selectman Coggans to extend all the pouring liquor licenses until 2:00 a.m. on November 4, 2008, seconded by Selectman King.
Motion carried 4-0-1.  Selectman Moore abstained.

Motion made by Selectman Coggans to extend all pouring liquor licenses to 2:00 a.m. day before Thanksgiving, November 26, 2008, seconded by Selectman Schold.
Motion carried unanimously.


7:20 P.M.  TAX CLASSIFICATION HEARING
Selectman Schold read the notification into record.  Chairman Walter Hagstrom spoke regarding Board of Assessors recommendation is to go with single tax rate.  Commercial/industrial rate will be raised slightly.  
Motion made by Selectman Coggans to approve the recommendations of the Board of Assessors , seconded by Selectman Moore.
Motion carried unanimously.

Motion made by Selectman Moore to approve the minutes as written; seconded by Selectman Schold.

Motion made by Selectman Coggans at 7:30 p.m. to move into executive session, seconded by Selectman Schold to enter into Executive Session under the provisions of M.G.L. Ch. 39 sec23B, Paragraph 3.

TOWN MANAGERS REPORT

Request of Chief Handfield to appoint a part time dispatcher- Tara Gonelli of Shrewsbury.
Motion made by Selectman Schold, seconded by Selectman King to concur with the appointment of Tara Gonelli.
Motion carried unanimously.

All lights are on in Cronin Brook and being charged to developer per Scott McGloin.

Reappoint Liz Valero as Library Director.  Library trustees concur with appointment.  She has done a great job and our library is in real good shape.  It is a three year contract- slightly shorter to get aligned with fiscal year.   Money has already been appropriated at town meeting.
Motion made by Selectman Schold, seconded by Selectman Coggans to concur with the reappointment of Elizabeth Valero as Library Director.
Motion carried unanimously.

Motion made by Selectman Coggans to sign the contract, seconded by Selectman King.
Motion carried unanimously.

Next meeting is 25th of November.  We can call special meeting if necessary.  

Budget cuts about 1.4 billion dollars.  Town has been held so far.  But we are very much aware that it could deteriorate.  We are analyzing all spending-hold off on any spending unless absolutely necessary.  There are no plans for reduction in staff at this time but there are no guarantees right now.  Selectman King feels that any new hire should be put on hold until we find out what numbers from Boston we will be getting.  Any position that is filled and becomes vacant we will take a strong look at.  Bob was trying to fill the highway position but will hold off.
Motion made by Selectman King for freeze on new hires and existing positions looked at by the board before filling, seconded by Selectman Moore.
Motion carried unanimously.

Selectman Moore would like a list of maintenance for outside contractors with police cars-apparently the work is not being done right the first time by our mechanic and needs to be sent out to other mechanics.

Chairman Plante stated we are planning for the worst when it comes to budgeting.

Mr. Spain explained his employee meetings and department head meetings.  He is trying to meet with all employees on a quarterly basis to keep all employees on the same page.

McCracken Road in Auburn and Greenwood Street directing people down Rt. 146 to alleviate some traffic.  Selectman Coggans thinks there are too many traffic lights-maybe they can check sequence of lights.

Update McCracken Road Issues. Meeting with MA Hwy, DPW Director, Town Planner, CMPRC and WS Development looking at reducing cost of expanding bridge near the mall.  Looking at alternatives because it is around six million and trying to reduce costs.  Selectman King requested signage at Rt. 20 and McCracken Road in Auburn.  We will send a letter to MA Hwy to have them check into ways to expedite traffic on route 20.

Stowe Road update-- putting stone in ditches to help problem now.  Trying to get it done before the first snow fall.

Selectman Moore wanted to know if any news on the revolving account.  On hold a little bit because of new staff taking over.  Found some that may want to take to small claims.  Selectman Moore wanted to know if they could ask for bonding.  Not usually that much money in play for details.  Can we get any assurances that they will pay?  Can we get a report from the auditors?

Selectman Schold wanted to know when our meetings would be televised on Verizon.  They have up to six months.  There are penalty clauses in there if they do not have it in by March.

Motion made by Selectman Coggans, seconded by Selectman Schold to move into Executive Session at 8:25 p.m. under Chapter 39, Section 23B, Paragraph 3 to discuss potential litigation.
