July 22, 2008                                                                   7:00 P.M.


Present:  Board of Selectmen: E. Bernard Plante, Joseph J. Coggans, Jr., Kenneth Schold, Francis B. King, Michael O. Moore.

Robert J. Spain, Town Manager, Tom Reilly, The Millbury-Sutton Chronicle and Donna Boyton, The Telegram & Gazette, and concerned citizens,

Minutes of the Meeting – July 8, 2008
Motion made by Selectman Schold to approve the minutes as written; seconded by Selectman Coggans.
Motion carried unanimously.

Executive Minutes of the Meeting – July 8, 2008
Motion made by Selectman Moore to approve the minutes as written; seconded by Selectman Schold.
Motion carried unanimously.


TOWN MANAGER REPORT

Thank McGrath School for picnic table donation.

Nstar has agreed to pay $50,000 toward cost of Millbury Ave reconstruction.
Motion by Selectman Coggans, seconded by Selectman Schold to accept the payment from NStar.  Motion carried unanimously.

Carpenter school projects; there are five projects in the works:
Tower for the school to film games etc…;
Addition for Fire Station 5 on the back end.  We pay for materials.  Will have to put forth at next town meeting for money to pay for labor;
Library balcony-they will replace a few rotted boards;
They will make saw horses for DPW and supply material and labor;
Replace the cemetery shack—they will supply studding and materials-we will supply the rest.

West Nile was found in West Millbury—suggestions to prevent mosquito population.

Let us know if you want your yard sprayed.  
Mosquito control is on top of it and respraying areas of the town.

Draft of the Open Space Plan submitted by Laurie Connors and the Open Space committee; please read and if you have any comments forward to Laurie Connors.  Thank you to Laurie and Sue for putting these books together.    We need an open space plan to obtain grants that may be available.

Met with Verizon yesterday—Committee is scheduling public hearing in August- present to the Board on the 26th of August for a vote on the 8th of September.

Update on sewer project—drilling under the dam is slow going-but still on target to complete in late July mid-August.  Singletary Road paving will not be completed until spring of 09.  There are a couple of issues-but working them out.

Update on Chapter 90 Paving and road projects.  Millbury is very busy as far as sewer projects, Chapter 90 roads and Providence St bridge closing.  Started reclaiming Riverlin Street-expect to be done next Wednesday.  Louise Ballard, Beach, Todd and Gover are done- Canal to Millbury Ave, Mayfair, Mayfair Lane and Williams will be done.    Stone Road drainage will begin on Wednesday- should take 5-10 days.  Last piece is Alpine Street-waiting for Aquarion to see when it will be done.  Chairman Plante said that the Highway Dept and road advisory committee are doing a great job and the Town deserves this.  Mr. Spain stated that this will be an ongoing maintenance program with scheduling and using money wisely to get as much done as possible.  Selectman Schold wants to know if all paving will be done before getting back to school.  Mr. Spain told him yes, except for Alpine.  Selectman King wants a 5 year plan for roads; it is the plan to have in place.  


OLD BUSINESS

Selectman Coggans wants to clarify a cemetery issue; he does not think it is good to let your dog go on the bike path either.  Please pick up after your dog.

Selectman Coggans wants to know why the street lights are not on yet in Cronin Brook; the developer will be leaving at the end of July.  Mr. Spain told him that the lights will be turned on in 2-4 weeks according to National Grid.  

Selectman Moore wanted to know if there about the revolving account audit information?  The finance department is still working on it-it is going down but Mr. Spain thinks it will be a $40-$50,000 loss still– we are going back to 06.  It has improved because now they reconcile each month.

Selectman King asked about the dismantling of the training building near the Highway Department and would like it budgeted for the future.  Also wanted to know about the tree in the common? There is a guide wire in the tree to a pole and the tree is coming down.  Bicentennial committee?  Yes, we are starting to advertise it.  When is the highway equipment coming?  Late August.

Lions Club and Wooly World Benefit BBQ Shoot- July 26, 2008 at the St. Charles Hotel.

Congratulations to Christopher Dalton, Walter Swenson and Paul Kosiba or completing the District 7 Recruit Training Program.

The Mass. Call/Volunteer Fire Association selected Millbury Fire Department as “Fire Company of the Month”.  They will receive $500 to fund a Driver Training Program.
Motion to accept the donation made by Selectman Coggans, seconded by Selectman Schold.
Motion carried 4-0-1.  Selectman King abstained.

Chairman Plante stated that the Board will leave Executive Session solely to adjourn; no other business will be conducted.

Motion made by Selectman Schold, seconded by Selectman King to adjourn at 9:30 p.m.  Motion carried unanimously.
