Chairman Plante opened the meeting with the Pledge of Allegiance. 
 
Chairman Plante wanted to congratulate the Millbury Girls Basketball team and coaches on their tremendous season.

Motion made by Selectman Schold, seconded by Selectman King to accept the minutes of the March 11, 2008 Executive Session Meeting as written.  Motion carried unanimously. 
 
 
 
TOWN MANAGER REPORT 
 
Police Maternity Leave Policy (see attached) 
Motion made by Selectman Moore, seconded by Selectman Coggans to accept Maternity Policy as written.  Motion carried unanimously. 
 
Update on Sewer Project 
Hope to start next phase in a month or so, project moving right along. 
 
Clean Storm Water Management Loan 
Motion made by Selectman Schold, seconded by Chairman Plante to accept: 
        1)      that the Town shall issue a bond or bonds in an aggregate principal amount      not to exceed $6,058 (the "bonds") pursuant to Chapters 29C and 44 of the       General Laws and a vote of the Town passed June 8, 2004 (Article 47) to         replace the prepaid portion of the Town's $625,000 Water Pollution      Abatement Bond (No. R-1) dated November 16, 2005 and issued to the      Massachusetts Water Pollution Abatement Trust (the "Trust") for a       stormwater management project identified in such vote (the "Project");  
        2)      that each Bond shall be issued as a single registered security, and sold to the         Trust at a price determined pursuant to the Loan Agreement; 
        3)      that the Treasurer is authorized to determine the date, the form, the maximum           interest Rate and the principal maturities of each Bond, and to execute a Loan          Agreement with the Trust with respect to the sale of the Bonds, such date,                      form and maturities and the specific interest rate or rates of the Bonds to be          approved by a majority of the Board of Selectmen and the Treasurer as                
   evidenced by their execution of the Bonds; 
        4)      that all action taken to date by the Town and its officers and agents to carry          out the Project and its financing, including the execution of any loan                  commitment or agreement by the Treasurer, are hereby ratified, approved and             confirmed; and 
        5)      that the Treasurer and the other appropriate Town officials are each hereby             authorized to take any and all actions necessary and convenient to carry out            the provisions of this vote, including execution and delivery of the Loan                       Agreement and the Project Regulatory Agreement relating to the Project.

Warrant 
Town Manager Spain summarized the warrant article by article. (see attached warrant) 
Motion made by Selectman Schold, seconded by Selectman Coggans to approve the Warrant as is to give to the Finance Committee. 
Motion carried unanimously. 
 
 
NEW BUSINESS 
 
One Day Liquor License - Loaves and Fishes Catering, N. Grafton, MA 
Motion made by Selectman Schold, seconded by Selectman Coggans to grant a one-day liquor license to Loaves and Fishes Catering for an event at the Asa Waters Mansion on March 29, 2008.  Motion carried unanimously. 
 
One Day Liquor License - Lenny's Liquors, Sutton, MA 
Motion made by Selectman King, seconded by Selectman Schold to grant a one-day liquor license to Lenny's Liquors for a Women's Club event at the Asa Waters Mansion on April 5, 2008.  Motion carried unanimously. 
 
Council on Aging - Board of Directors 
Motion made by Selectman Coggans, seconded by Selectman Schold to appoint Lee Ayotte to the Board of Directors for the Council on Aging.  Motion carried unanimously. 
 
Motion made by Selectman Coggans, seconded by Selectman King to appoint Edna LaPan to the Board of Directors for the Council on Aging.  Motion carried unanimously. 
 
Selectman Coggans suggested forming a committee for the upcoming bicentennial. 
 
 
OLD BUSINESS 
 
Selectman Schold wanted to know about the cemetery.  Mr. Spain informed him that they are working on the issues to add graves and remove fill around the shack.  They should ask the Carpenters School to build a new shack.  Fed Corp agreed to remove and destroy the concrete and rebar.  DPW director is looking at new sites.  Selectman Schold also inquired about the intersection at St. Brigid's Church.  Mr. Spain asked the Chief to look into it.  Chairman Plante said that they have someone directing traffic for Saturday night mass. 
 
Selectman King asked if Article 15 was for the Hazardous Waste day-Mr. Spain told him that there were no concrete plans as of yet.  Selectman King also wanted to know what was happening with Verizon.  Mr. Spain told him that they met with Verizon on March 13th and are meeting again on March 27th-hopefully they will make more progress.  Transfer station

and recyclables; DPW director was asked to get proposals and will present them at the next meeting to take a vote.  134 Wheelock Avenue parcel of land; it was looked at and there is drainage on the parcel, so the Board's position is not to grant the easement. 
 
MAIL 
 
Letter from Attorney Peter Keenan regarding Calabria wanting a handicap parking space on South Main Street.  All costs and signage will be provided and paid for by Calabria.  Mr. Spain asked to take the issue under advisement because they will have to check into the codes and laws associated with it.  Board unanimously agreed. 
 
CITIZENS SPEAK 
 
Marc Auclair spoke regarding the Bicentennial and would like to be on the committee again.  Selectman Coggans suggested that he check into the Lions Club for donations and other such entities.  Mr. Spain told him to come up with a budget and form a committee, if approved at Town Meeting.

Motion made by Selectman Coggans, seconded by Selectman Schold to adjourn at 8:21 p.m.  Motion carried unanimously.
