Planning Board Minutes 01142008
The regularly scheduled meeting of the Millbury Planning Board was held on Monday, January 14, 2008, at 7:00 p.m., in the Municipal Office Building, 127 Elm Street, Millbury, MA.  Chair Anna Lewandowski presided.

Present:  Anna Lewandowski, Scott Mueller, Richard Gosselin, Brian Stowell
Absent:  George Valery

7:15 p.m.       Associate Member Applicant – Peter Caruso, Jr.

Brian Stowell read letter of interest from Peter Caruso, Jr., dated December 28, 2007.  Mr. Caruso addressed the Board to provide his background information and experience.  

Motion by Brian Stowell, seconded by Scott Mueller to recommend Peter Caruso, Jr. as Associate Member.  Motion carried on a 4-0-0 vote.  The Planning Board will schedule a joint meeting with the Board of Selectmen to formally appoint Mr. Caruso.

7:30 p.m.       55 Sycamore Street Public Hearing, Continued

Brian Stowell read letter from Chris King, Heritage Design, requesting a continuance to January 28, 2008.  Motion by Brian Stowell, seconded by Richard Gosselin to continue the public hearing to January 28, 2008 at 9:00 p.m., motion carried on a 4-0-0 vote.

Discussion of MassHighway regarding Shoppes Snow Storage

Brian Stowell read MassHighway letter regarding snow removal policy at the Shoppes, requesting that snow either be hauled off-site or processed with melting equipment.

ANR – 82 Wheelock Avenue

Applicant would like to subdivide this property into two lots.  One waiver for sight distance has been requested.  The Board advised that this application must be filed under the Seguin process and will require a public hearing, as a portion of the frontage contains an easement, which does not qualify as frontage.  

Mr. Gosselin advised that a definition for “RRS” be added, as well as monumentation with more permanent bounds.

Mr. Stowell read applicant’s request for a waiver from the sight distance requirement.  Motion to grant the waiver as requested, by Brian Stowell, seconded by Richard Gosselin, motion denied on an 0-4-0 vote.

Motion to approve the ANR plan for 82 Wheelock Avenue, prepared for Michael & John Curran & Elizabeth McCarthy, prepared by HS&T Group by Brian Stowell, seconded by Richard Gosselin, motion denied on an 0-4-0 vote.  

Other Business

·       Chair Lewandowski requested periodic updates from the Town Planner.  The Board agreed that copies of the monthly status reports to Town Manager will be sufficient.

·       Lt. Haynes Drive:  The Board was advised that the submittal deadline for Town Warrant (October 30, 2007), for road acceptance was not met.

·       The Board reviewed outstanding projects and construction deadlines.

8:15 p.m.       Mangano Estates Public Hearing, cont.

Mr. Stowell read letter dated January 14, 2008 from Hannigan Engineering, to continue the public hearing to February 11, 2008, at 8:00 p.m., as a Planning Board member is absent from this evening’s meeting and he has already missed one meeting on this project.  An extension of time to March 3, 2008, for rendering a decision was also requested.

Motion by Brian Stowell, seconded by Richard Gosselin, to grant a continuation of the public hearing to February 11, 2008 at 8:00 p.m.,  motion carried on a 4-0-0 vote.

Motion by Brian Stowell, seconded by Richard Gosselin, to grant an extension of time for rendering a decision to March 3, 2008, motion carried on a 4-0-0 vote.

Chair Lewandowski declared a fifteen minute recess.

Motion by Brian Stowell, seconded by Richard Gosselin to approve the minutes of August 13, 2007, motion carried unanimously.

Motion by Brian Stowell, seconded by Richard Gosselin to approve the minutes of November 5, 2007, motion carried unanimously.

Motion by Brian Stowell, seconded by Richard Gosselin to approve the minutes of November 26, 2007, motion carried unanimously.

Motion by Brian Stowell, seconded by Scott Mueller to approve the minutes of December 4, 2007, motion carried unanimously.

9:15 p.m. Capurso Accessory Dwelling Special Permit Public Hearing

Brian Stowell read the public hearing notice.  Mr. Capurso gave the Planning Board an overview of the project.  He would like to add an apartment over the garage.  He was advised that Board of Appeals approval will first be required.  

Mr. Stowell read applicant’s request for waivers, Fire Chief Belsito’s letter requiring the entire house to comply with current fire codes and DPW Director Genovese’s letter indicating that he had no concerns.

Motion by Brian Stowell, seconded by Richard Gosselin to continue the public hearing to March 24, 2008 at 7:30 p.m., motion carried unanimously.

Motion to adjourn by Brian Stowell, seconded by Richard Gosselin motion carried unanimously. Meeting adjourned at 9:30 p.m.
