Minutes

Agenda Item I – Welcome: New Members, Guests
7:10 p.m. Roger Desrosiers opened the meeting with 12 members present (no quorum).

Agenda Item III – Treasurer’s Report
Joyce Ostrowski reported that we have received one donation, which will be approved by the Selectmen.  

Mary Lou Mulhane and Cyndi Burr arrived at 7:11 p.m., making 14 members present (quorum).  

Agenda Item II – Approval of Minutes from June 24th meeting
Motion: Bill Kane moved to accept the minutes, seconded by Mary Lou Mulhane.
Discussion: Cyndi Burr noted that “Kevin” Turbitt should be changed to “Brian” on page 4.  
Vote: All in favor, none opposed, Motion approved 14-0.  

Roger Desrosiers announced that a meeting is valid once a quorum is present and until the meeting is adjourned, even if members leave and no quorum is present at a later time.  

Agenda Item IV – Updates:
Committee Reports
•       Executive Committee Report from July 22 meeting
o       Finance/Fundraising Committee Report
Roger Desrosiers reported that Ray’s True Value may be a location for a store for the MBC and its promotional items.  The next Finance/Fundraising Committee meeting will be August 5 at 4:00 p.m.  Paul DiCicco reported that the Golf Committee met on July 13 and that June 13, 2011 is the proposed date for the Golf Tournament.  He has received quotes from four golf courses, and he would like to go with High Fields.  Paul also put out about 25 donation buckets and will create a list of the locations that he will share with the MBC.  

o       Media Committee Report
Paul Raffa said there was a meeting on July 2 with a few new people.  They discussed the website, the Facebook page, advertisements and what commitment people can make.  Paul has been doing some print ads for the Finance Committee and keeping the Facebook page updated.  The next project is making the website looking nice and functional.  There were about 250 friends on the Facebook page when Paul last checked.  

o       Events Committee Report
Ron Marlborough said there was a meeting on July 15 that was well attended.  They discussed the concert with the Worcester County Symphony Orchestra (chaired by Lynn Winston and Bill Kane), a summer concert and birthday party for kids with the library, a block party with a chicken barbecue, an ecumenical service in November 2012, a military band concert (chaired by Roger Desrosiers and Bill Kane), a formal ball in late March 2013 (depending on facilities), a parade on June 23, 2013 (chaired by Ron Marlborough and Bill Kane), fireworks on July 4, 2013 (chaired by Ron Marlborough and Bill Kane), a reenactment, a sock hop on October 20, 2012 with the Millbury Initiative, and a car show on October 21, 2012.  The next meeting will be September 10.

Denise Marlborough will work on creating a calendar that will include all the events for all the Committees; this should include school vacations and other significant dates.  Events can be either under the MBC’s jurisdiction alone, partnered events or events put on completely by other groups.  Each of these types of events can be fundraisers.  Roger Desrosiers suggested color-coding the events on the calendar according to these distinctions.  

o       History Committee Report
Carole Chiras said the Committee has been moving ahead with Karen Gagliardi’s book idea by getting quotes from different vendors.  The Committee’s first meeting will be September 15.  

Agenda Item VI – Old Business:
•       Discuss Lions Club Parade, June 28
Roger Desrosiers and Bill Kane expressed their thanks to David Cofske, Paul DiCicco and Chris Sinacola for representing the MBC in the parade.  
•       Block Party, Sept: MBC involvement
Rob Morton is working on this event, which is Saturday, September 19.  It was suggested that the MBC have a chicken barbecue either this year or in future years.  We can discuss this further at the August 26 meeting.  

Roger Desrosiers said the MBC has been invited to the Millbury Fire Department’s fire Prevention Field Day and muster on Saturday, August 29 from 11:00 a.m. to 4:00 p.m..  We need volunteers to staff a table.  Paul Raffa, Carole Chiras and others volunteered.  We have also been invited to the block party.  Someone should speak with Joan Piercal (sp?), who is organizing the block party.  We need volunteers for this as well.  Roger Desrosiers will speak with Rob Morton about promotional items.  

Agenda Item VII – New Business:
•       Discuss policy regarding attendance/absences at Board meetings
Roger Desrosiers Town Bylaw regarding this issue.  

Section. 2- 7. Absence from Scheduled Board, Commission or Committee Meetings.
If any person appointed to serve as a member of a multiple member body shall fail to attend five (5) or more consecutive regular meetings, or one-half or more of all of the meetings of such body held in one (1) calendar year, the remaining members of the multiple member body may, by a majority vote of the remaining members of such body, declare the office to be vacant, provided, however, that not less than ten (10) days prior to the date said vote is scheduled to be taken, the body has given in hand, or mailed by certified mail, return receipt requested, notice of such proposed or pending vote to the last known address of such person. (Bylaws Art. 28, 6-5-1978; Art. 33, 5-1-2001)

Ron Marlborough asked for clarification in the case that we vote to remove someone, do the Selectman need to approve that – no.  

Roger and Bill will follow up with some members who have missed a number of meetings.  Roger asked for a courtesy reply by email if people will not be able to make the MBC meetings.  Bill will talk to Bob Spain about the process for resignation.  

•       Building support for committees
Roger Desrosiers said that we need to continue to grow the number of volunteers for these Committees by spreading the word throughout Town.  Roger would be willing to write a letter to the Millbury-Sutton Chronicle in the next month describing the four Committees with the dates for their next meetings.  

Motion: Paul DiCicco moved to accept Roger Desrosier’s offer to write a letter, seconded by Joyce Ostrowski.
Discussion: Frank Gagliardi said the History Committee may not be ready to accept members with no set purpose.  Roger will prepare a letter for the next meeting for review by members.
Vote: No vote.  

Paul DiCicco invited the MBC members to attend the Millbury Public Library annual appreciation event on Thursday, August 6 at 11:00 a.m.

Agenda VIII – Next Meeting: Wednesday, August 26, 2009 at the Asa Waters Mansion at 7:00 p.m.

Agenda Item IX – Adjournment
Motion: Paul Raffa moved to adjourn the meeting at 8:35 p.m., seconded by Paul DiCicco.
Vote: All in favor, none opposed.  Motion approved 14-0.
