Agenda Item I - Welcome
At 7:01 p.m., Bill Kane opened the meeting.  There were 18 members present.

Agenda Item II – Approval of minutes for January 21, 2009
Motion: Ron Marlborough moved to accept the minutes, seconded by Mary Lou Mulhane.
Vote: All in favor, none opposed, no discussion.  Motion approved 18-0.  

Agenda Item IV – Updates for committee
•       Keeping Green: Members bring copy of agenda and other materials to meeting
•       Members sign in on attendance sheet and update contact information.  Rebecca Rehm will email her contact list out.  
•       Website for MBC has been purchased: www.millbury2013.com
•       Town of Millbury policy on Sexual Harassment… signing for new members.  Sean Corey would like to join the Committee.  He needs to submit forms and be sworn in.  Dave Cofske has been sworn in as a member of the committee




Agenda Item VI – Old Business
•       Review Sutton Tricentennial Committee ideas using events sheet attached.  Bill Kane will send this document again, and we will discuss this later.  

•       Discussion/decision on (4) Main Committees:

PR/Media – Paul Raffa (chair) & Chris Sinacola (vice chair)
History – Frank Gagliardi (vice chair) & Carol Chiras (chair)
Finance – Rob Morton (chair) & Paul DiCicco (vice chair)
Events – Ron Marlborough (chair), Armand White (co-vice chair) & Lynn Winston (co-vice chair)

Motion: Tish Hayes moved to accept the chairs and vice chairs, seconded by Joyce Ostrowski.
Vote: All in favor, none opposed, some discussion.  Motion approved 18-0.  

Rob Morton suggested we draft a job description/list of responsibilities for each committee chair and vice-chair.  He will work on this for the Finance Committee.  

•       Discussion/decision on logo for bicentennial  - Paul Raffa
Paul showed the logo options via projector and members voted for the following:

Original with outline of town “Millbury Bicentennial” – 5
Top left – 1
Middle right – 9
Bottom right – 2

Edd Cote suggested the clock tower motif.  Paul worked on incorporating the feedback to create a new logo during the meeting.  

•       Discussion/determination of celebration time frame:
June 11, 2012 – July 4, 2013 (or rain date for fireworks)

Motion: Paul DiCicco moved to accept the celebration time frame, seconded by Chris Sinacola.
Vote: All in favor, none opposed, some discussion to clarify dates.  Motion approved 18-0.  

•       Discussion on Press Release prepared by Paul Raffa -Editing, if necessary:
We hope to present the press release and logo at the Annual Town Meeting, which will be May 5th, 7:00 p.m., Millbury High School.  

Motion: Joe McKeon moved to approve presenting press release and logo at Town Meeting, seconded by Jeff Dore.
Vote: All in favor, none opposed, no discussion.  Motion approved 18-0.  

Agenda Item VII – New Business
•       Discuss Mission Statement: Lynn Winston
Lynn Winston read the mission statement she prepared and there were comments and discussion that led to this revised statement:

The Millbury Bicentennial Committee, as formed in 2008, will coordinate activities celebrating the historic significance of the town over the past 200 years.  This celebration will commence in 2012 and culminate in 2013 to commemorate the town’s rich heritage and enhance community pride.

Motion: Jeff Dore moved to approve the mission statement, seconded by Ron Marlborough.
Vote: All in favor, none opposed, discussion about wording.  Motion approved 18-0.  

•       Discussion on Dollar amount for warrant article for this year’s town meeting:

Rob Morton will put together a proposed budget with the Finance committee including $10,000 for printing, deposits, etc.  Bill Kane said there is going to be an Executive Committee meeting on Wednesday, April 8, and the finance committee will present the budget there.  

Motion: Ron Marlborough moved to accept putting the $10,000 article on the warrant, seconded by Lynn Winston.
Vote: All in favor, none opposed, no discussion.  Motion approved 18-0.  

8:05 – Carol Vulter and Catherine Elliot departed.  

•       Discuss committee goals and accomplishments. The road to 2013
The Executive Committee will start to do this.  

•       Discuss fresh ideas for events for Millbury’s Bicentennial
Bill Kane said we will put together a list of about ten events, discuss these at the Executive Committee session, narrow it down to six major events and will present these to the whole committee.  There will be other events (e.g. spin-offs like the road race) that we will be involved in but we will not run.  

Revisit Discussion/decision on logo for bicentennial
Paul Raffa presented his revised logo #3 (Millbury Bicentennial 1813-2013 A rich history. An exciting future.) with a clock tower image.  He will clean up the image for the final version.  

Motion: Rebecca Rehm moved to accept the revised logo, seconded by Ron Marlborough.
Vote: All in favor, none opposed, no discussion.  Motion approved 16-0.  

Agenda Item VIII – Discussion on agenda for next meeting:
•       Next meeting: location, date, and time
The Executive Committee will meet Wednesday, April 8, 2009 at 7:00 p.m.
The full Committee will meet Wednesday, April 22 at 7:00 p.m.
Rob Morton will check on the availability of the board room for these meetings.

Agenda Item IX - Adjournment
Motion: Ron Marlborough moved to adjourn, seconded by Rebecca Rehm.
Vote: All in favor, none opposed, no discussion.  Motion approved 16-0.
