                Motion made by Selectman Cahalane to approve the Regular and
                Executive Session minutes of Monday, December 7, 2009 as presented.
                Motion seconded by Selectman Richardson.
                VOTE:  Unanimous.  4-0.

                APPOINTMENTS AND HEARINGS:

                Public Comment:

Selectman Cook read aloud a letter from Mrs. Don Myers communicating to the public that Selectman Myers has been released from Brigham & Women’s Hospital in Boston to a rehabilitation facility.  Selectman Myers was noted to be improving with each passing day.

Mashpee Reads Presentation:

Due to the school closing on this date as a result of inclement weather, the
Mashpee Reads Presentation was deferred to the January 4th agenda.

APPOINTMENTS AND HEARINGS:

Mashpee Census:

Martha Guthrie of the U.S. Census Bureau was in attendance to request the Selectmen’s assistance to reach out to the Mashpee community to recruit temporary, part-time census takers for the 2010 Census.  Approximately 400 short-term jobs will be available in the spring for those in between jobs, for those who want to work part-time and for those who want to earn extra money while performing an important service to the Mashpee community.

Every ten years, the Census Bureau reviews the population to determine how many people reside within the nation, who they are, and where they live.  The results of the information determine the representation within government and the data also determines how federal funds are spent in the community on projects such as roads, parks, housing, schools, hospitals and public safety.

All census takers must be U.S. citizens, at least eighteen years of age or older.  Census takers must speak English, but people with bilingual skills are encouraged to apply to assist in the communication process.  The average rate of pay is between $12 & $19 dollars per hour.  Most positions require a valid driver’s license and use of a vehicle with mileage reimbursement.  Jobs are anticipated to begin in mid-March lasting through the month of August.

COMMUNICATIONS AND CORRESPONDENCE:

Christmas Parade:

The Board of Selectmen expressed appreciation to the Mashpee Chamber of Commerce for continuing the successful tradition of the Mashpee Christmas Parade.  This season marked the fourth year of the holiday event.

Winter Storm Update:

The Selectmen commented positively on the efforts of the Department of Public Works during the recent snow storm.  Although several residents were reported to be unpleased with the Town’s service, it was agreed the snow was a tough storm to plow for the DPW and its subcontractors.  For disclosure, it was noted the Town has the ability to deficit spend in the Snow & Ice Account and did not cut back on plowing and sanding due to present economics.

Public Hearing – Annual Liquor License Renewals:

The Board of Selectmen acting as the Licensing Authority for the Town of Mashpee opened the Public Hearing on the Annual Liquor License Renewals.  The Hearing notice was read aloud for informational purposes.

It was disclosed that all liquor license holders have been inspected and approved by the Building and Fire Departments.  There are no reported violations with the Police Department and all license holders have submitted proof of Workers’ Compensation Insurance as mandated by the State of Massachusetts.

Being no comment, the Board motioned to close the Public Hearing.

Motion made by Selectman Cahalane to close the Public Hearing.
Motion seconded by Selectman Taylor.
VOTE:  Unanimous.  4-0.

OLD BUSINESS:

Mechanic Job Description/Salary Schedule for Discussion:

Catherine Laurent, DPW was in attendance to review the job description of Mechanic with members of the Board of Selectmen.  The job description has not been changed since 1980.  The Human Resource Director has recommended the job duties as proposed be placed in the same classification as Heavy Equipment Operator.  The position of Mechanic will be advertised at Step 1 of the intended pay scale.

At their last meeting, the Selectmen approved the advertisement of the Mechanic position subject to the review of the job description and pay scale.  The Selectmen were in support of the job description and intended pay scale as outlined.  No further action was required.

NEW BUSINESS:

Recommendation for Award of Contracts:
Trash & Recycling Collection & Rental of Portable Toilets:

It is the recommendation of the DPW to award the contract for trash and recycling to Casella Waste Management for calendar year 2010.  This is the 2nd year of a 3-year bid.  The DPW also recommended the contract for calendar year 2010 be awarded to Bouse House Enterprises, Inc. for the rental of portable toilets for the 3rd year of a 3-year bid.  There is no change in the two referenced contract prices from calendar year 2009.

The bid amounts were outlined in a memorandum to the Board of Selectmen from the Director of Public Works dated December 9, 2009.

Motion made by Selectman Cahalane to award the Trash & Recycling bid to Casella Waste Management and also to award the Rental of Portable Toilets bid from Bouse House Enterprises, Inc. as recommended pending the following stipulation; the operators shall be permitted in the Town of Mashpee.
Motion seconded by Selectman Richardson.
VOTE:  Unanimous.  4-0.

APPOINTMENTS AND HEARINGS:

Americorps – Initiatives and Project Proposals:

Representatives from Barnstable County Americorps Cape Cod were in attendance to review past programs and announce the acceptance of proposals for group service projects for the 2010 service year.  Americorps representatives included Brian Dinizio, a former Mashpee resident, Korinda Walls and Ashley McCourt.  Americorps Cape Cod is a full-time residential service program committed to addressing the environmental and disaster related needs and natural resources of the entire Cape Cod community.  The four program focus areas include natural resource management; land and water, disaster preparedness and response, community education; environmental and disaster and volunteer engagement.

Americorps Cape Cod is funded by Barnstable County and by state and federal grant funding.  There is no cost to the community for Americorps services.  Group service projects in service year 2009 include working with Mashpee’s shellfish constable in the municipal shellfish propagation program.  Additional initiatives include working with the Cape Cod Commission to conduct tree inventory and trail and pathway management.  Americorps has also assisted the Cape Cod Cooperative Extension Service in their recycling and hazardous waste education and marine program.  Catherine Laurent, Mashpee’s DPW Director was noted to be an asset to the Americorps for her assistance and detailed documentation in the recycling and hazardous waste education program.

NEW BUSINESS:

Request of Town Manager – Increase Number of Senior Tax Program Positions:

Correspondence was received from the Town Manager dated December 17, 2009 relative to the Senior Work-off Program.  Mrs. Mason has recommended the Selectmen consider increasing the number of Senior-Work-off Program positions by two to designate specific assistance to the new Mashpee Library to offset staffing needs.

In the Senior Work-off Program, seniors receive their payment in lieu of real estate taxes.  Currently, there are 35 Senior Work-off Positions in the Town of Mashpee.  The program increase has been reviewed and approved by the Town Assessor for implementation.

Motion made by Selectman Cahalane to increase the Senior Work-off Tax Program by (2), staffing to be designated specifically to the Mashpee Library only until further notice.
Motion seconded by Selectman Richardson.
VOTE:  Unanimous.  4-0.

NEW BUSINESS:

Execution of Special State Election Warrant:

Five copies of the Special State election warrant were presented to the Selectmen for execution.  The Special State election is scheduled to be held on Tuesday, January 19, 2010.

Motion made by Selectman Cahalane to execute the Special State election warrant of Tuesday, January 19, 2010 as presented.
Motion seconded by Selectman Taylor.
VOTE:  Unanimous.  4-0.

Applications for Abatement (3) Properties:

The Selectmen were in receipt of three applications for abatement of street betterments dated November 30, 2009 identified as Map 21, Lots 7, 7B and 12.  Upon due diligence, it was determined that properties identified as Map 21, Lot 7 and Map 21, Lot 12 did in fact receive benefit by easier access from arterial roads through the private to public road conversion.  Therefore, the abatement requests were recommended to be denied.

With respect to Map 21, Lot 7B, it is recommended the Board vote to grant the abatement request.  This lot has been taxed as un-buildable land for several years.

It was disclosed the Town Assessor, Town Manager, Town Counsel and the Assistant Building Inspector conducted a thorough review of the identified applications for abatement.

Motion made by Selectman Taylor to deny the abatement request for properties identified as Map 21, Lot 7 and Map 21, Lot 12.
Motion seconded by Selectman Cahalane.
VOTE:  Unanimous.  4-0.

Motion made by Selectman Taylor to grant the abatement request for Map 21, Lot 7B as recommended.

                VOTE:  Unanimous.  4-0.
