Meeting Minutes – Mashpee High School, Mashpee High School - Room B114
October 19, 2009 - 6:00 p.m.
Members Present: John Cahalane, Don Myers, Terrie Cook, Michael Richardson, Wayne Taylor

I CALL TO ORDER
Ch. Myers called the meeting to order at 6:06 p.m.
II ANNUAL TOWN MEETING WARRANT – DISCUSSION OF MOTIONS
Ms. Mason stated that the petitioner for Article 21 had asked to have the article indefinitely postponed and in response, Pat Costello, Esq. had drafted a motion to dismiss the article. Ms. Mason added that Ms. Cook would make the motion to dismiss.
Mr. Costello reviewed Article 21 with the Board and noted that to dismiss the article would have more finality while indefinite postponement could mean that the article could be brought back for reconsideration at a later date. Mr. Cahalane noted that indefinitely postponing the article could result in its return to Town Meeting in the spring and agreed that dismissal would be a more conclusive outcome. Mr. Costello mentioned that if the question were to be moved, it would require standard parliamentary procedure and a two-thirds majority would be needed for the article to pass. Mr. Costello added that in order for an article to be reconsidered, notice of reconsideration would need to occur within 30 minutes of the conclusion of action on the article.
Ms. Cook asked if there were any questions anticipated on Article 11 (Mashpee Commons easement) to which Ms. Mason replied that there were not.
Mr. Myers asked if there was any anticipated opposition to Article 2 to which Ms. Mason replied that there was not and that Dawn Thayer, Town Accountant and Ann Bradshaw, School Superintendent, had both been working together on the figures. Mr. Cahalane asked if the Police Chief had any concerns with the article to which Ms. Mason replied that Chief Collins was in support of the article and that he had held off on filling any positions.
Ms. Cook asked if the petition articles relating to roads were all in the pipeline prior to the moratorium to which Ms. Mason replied that they were and that the committee charged with making a recommendation on this matter would be making a presentation to the Board within the next two months.
There was no further discussion on the matter.
III OTHER BUSINESS
Ms. Mason mentioned that Steeple Street would be closed periodically this week to allow for the widening project associated with the Library.
Mr. Myers asked to have a discussion pertaining to the hiring freeze placed on the next agenda.
III ADJOURNMENT
A MOTION was made by Mr. Cahalane, and SECONDED by Mr. Taylor to adjourn the meeting.
Ch. Myers called for a vote: Cook, Richardson, Myers, Cahalane and Taylor voted “aye” in favor of the motion; motion carried.
The meeting was adjourned at 6:22 p.m.
