NEW BUSINESS:
Special Permit Application – Boys & Girls Club – 5K Road Race on October 29, 2011:
The Board of Selectmen reviewed the Special Events application submitted by Jim Kiley on behalf of the Boys & Girls Club of Cape Cod to hold a 5K Road Race on October 29, 2011 from 10:30 a.m. to 12:00 p.m. in New Seabury. The race is scheduled to begin at the Popponesset Marketplace.
Motion made by Selectman Cahalane to approve the application of the Boys & Girls Club to hold a 5K Road Race on October 29, 2011 as presented.
Motion seconded by Selectman Richardson.
VOTE: Unanimous. 5-0.

NEW BUSINESS:
Authorization to Execute Agreements for Mashpee Landfill Solar Project:
Articles 11 & 12 of the October 17, 2011 Town Meeting Warrant seek approval to lease the Town Landfill to a private contractor for the construction and operation of a 1.83 megawatt solar photovoltaic energy generation facility. The articles if approved by a vote of Town Meeting would grant the Board of Selectmen the authorization to enter into and execute the documents for the construction and operation of the facility, and negotiate and enter into an “in lieu of” property tax agreement with the company during the 10 years the company operates the facility as a private endeavor.
Town Counsel, Patrick Costello recommended approval pending Town Meeting authorization.
Motion made by Selectman Richardson to approve and execute the Agreements for the Mashpee Landfill Solar Project pending Town Meeting authorization.
Motion seconded by Selectman Sherman.

Annual Town Meeting Warrant – Discussions of Motions:
The Board of Selectmen met prior to the October Town Meeting for the purpose of reviewing articles and motions pertaining to the annual warrant.
LIAISON REPORTS:
Environmental Oversight Committee:
At their last meeting, the Environmental Oversight Committee (EOC) voted to support the following articles;
Article 14: Authorize Taking of Private Roads
A part of the clean-up of Santuit Pond
Article 16: Authorize Community Preservation Funds for the restoration of Santuit Pond
Article 18: Authorize Community Preservation Funds for Pickerel Cove Recreation Improvements
The EOC was noted to take no position with respect to Petition Article #24 to adopt regulations regarding the sale and application of lawn fertilizers.
