Application for Use of Mashpee Community Park – Concert by The Groovalottos:
The Selectmen were in receipt of an application from the Mashpee Recreation Department, Gus Frederick contact, to utilize the Community Park for a free Mashpee Community Concert on Saturday, October 15, 2011 from 3:00 p.m. to 5:30 p.m.
Trash removal is anticipated to be collected by the Recreation staff with the assistance of volunteers. Portable restroom facilities will be provided, and the Mashpee Police Department is scheduled to assist with traffic details for those parking at the Mashpee Town Hall.
Morgan Peters, a member of The Groovalottos indicated that this is intended to be a positive community activity and a family oriented show for approximately 100 to 200 persons who are expected to attend.
Motion made by Selectman Cahalane to approve the application of the Recreation Department for the use of the Mashpee Community Park on Saturday, October 15, 2011 as referenced.

NEW BUSINESS:
Request from Community Health Center – Request to Waive Fees – Building Expansion:
Karen Gardner, CEO of the Community Health Center of Cape Cod was in attendance to request the Selectmen consider waiving the building permit filing fees for the 22,000 square foot addition at 107 Commercial Street, Mashpee.
Ms. Gardner explained that the budget for the new addition is tight due to challenging economic times. The waiver of the building permit fees will allow for the direct investment of funds for needed programs and services. Ms. Gardner indicated that it is hopeful the job creation from the health center would offset
costs associated to the waiver. It was noted the CHC has employed over 125 individuals and has provided direct employment to 35 others in the community through goods and services. The numbers are anticipated to grow 10-15% through this capital project. Ms. Gardner stated that it is the intent of the Community Health Center to hire locally.
The Selectmen related concern with respect to the increased number of waiver requests, and strongly recommended the Board consider an “official” Waiver Policy.
Motion made by Selectman Cahalane to approve the request of the Community Health Center, and waive all building fees associated to the 22,000 expansion.

Municipal Resources – Fire Study Discussion:
Donald Bliss and Christopher LeClaire of the Municipal Resources team appeared before the Board for the purpose of reviewing the Town of Management Study for the Mashpee Fire Department. Fire Chief George Baker was also in attendance.
Municipal Resources, Inc. (MRI) was retained by the Town to conduct a management study to provide an overview and outside perspective regarding operations, practices, and culture of the Mashpee Fire and Rescue Department.
Recommendations include the immediate hiring of a deputy fire chief for operations and training. It was noted the filling of this position may help to resolve current personnel and operational issues. It was also suggested that an outside individual be hired to give a fresh perspective and experience level to strengthen the performance of the department.The study recommended a new organizational structure to enable the Fire Chief to focus on other important matters. In the new organizational chart, the four captains (shift supervisors) report directly to the deputy chief as would the proposed EMS coordinator. It was also suggested that a fire Explorer post be established with the long-term goal of re-creating the call firefighting force. The study states the fire department
should also aggressively monitor the use of overtime.
Key recommendations additionally proposed by the study include the following;
- Training for first-line supervisors
- Implementation of a long-range strategic planning process to clearly define the departments vision and strategic goals
- Continue to strengthen IT capabilities; develop a long-range IT plan
- Review and update all SOP’s/SOG’s
- Fill officer vacancies with officers or firefighters who have PASSED promotional test
- Replace 1989 fire pumper – high priority in CIP
- Replace (2) ambulances – high priority in CIP
- Transfer all FD vehicle maintenance to DPW
- Evaluate and repair the Station 1 HVAC system
- Establish annual training goals, have a training plan, and document ALL training
- Establish an in-service fire inspection program
- Increase EMS billing rates to “Medicare Plus 75%”
- Adopt a more aggressive collection strategy
It was agreed the report, available in the Office of the Board of Selectmen/Town Manager is a well detailed document.
APPOINTMENTS & HEARINGS:
Public Comment:
Update from Senator Wolf:
Since his appointment, Senator Dan Wolf indicated that he has been busy during his past ten months in office. It was noted the Town of Mashpee is one of 22 towns within his district.
Senator Wolf expressed appreciation to the Town for its green initiatives. In particular, he praised the solar voltaic installation project at the Mashpee High School.
Municipal health care, pension reform, education, the lottery distribution formula and gambling were a few of the topics briefly discussed by the Senator. The wastewater issue and the need for regional involvement were prioritized in thinking constructively and financially for future generations. In concern, Senator Wolf indicated that it may require a legislative initiative for funding and planning.
In closing, Senator Wolf indicated he would continue to focus on key issues, and would be available to further update the Board and discuss Mashpee’s concerns.
COMMUNICATIONS & CORRESPONDENCE:
Boys & Girls Club – Child & Family Fair for Lights on Afterschool:
The Selectmen were invited to attend the Child & Family Fair for Lights On Afterschool at the Boys & Girls Club on Thursday, October 20, 2011. The event beginning at 4:30 p.m. is free and open to the public.
The Boys & Girls Club is also going to open on Saturdays effective November 5, 2011 from 10:00 a.m. to 4:00 p.m. The Saturday opening is intended to provide a place for students to gather.Of additional note is a teen program scheduled to be held at the Mashpee High School on October 14th from 6:00 to 8:00 p.m.
NEW BUSINESS:
Certification and Confirmation of Appointment Process – Firefighter/PAR:
Chief Baker was in attendance to recommend the Selectmen approve the Hiring Certification of Douglas Williamson as Firefighter/Paramedic at Step 1 of the intended pay scale. With the Board’s approval, Mr. Williamson proposed start date is October 24, 2011.
Motion made by Selectman Richardson to certify and confirm the appointment of Douglas Williamson to the Mashpee Fire Department as Firefighter/Paramedic as recommended.
Motion seconded by Selectman Cahalane.

Acceptance of Resignation – Mashpee Cultural Council:
The Selectmen were in receipt of a letter of resignation from Carol Skogstrom from the Mashpee Cultural Council dated September 21, 2011.
Motion made by Selectman Richardson to accept the resignation of Carol Skogstrom from the Cultural Council with regrets.

LIAISON REPORTS:
Library:
It was reported the training program is working quite well at the new Mashpee Library.
Recycling Committee:
The Recycling Committee is continuing efforts to educate the public on the benefits of recycling.
Schools:
Ad hoc meetings between the Board of Selectmen and School Committee have been positive and informative.
There is concern with regards to recent damage to the locker rooms and the increase of trash debris on the school grounds. A meeting is scheduled to address this matter and to impressive upon the students to respect their schools. Staff members are currently working to resolve this issue.
Solid Waste:
With the upcoming expiration of the SEMASS contract, solid waste discussions are ongoing.
Update – Town Website:
Recycling Committee member John Leavitt is volunteering his time to update the Town website and its links to benefit those who use the online system.
