OLD BUSINESS:
Discussion on Town-owned Land – 108 Commercial Street:
The Board of Selectmen reviewed Article #28 of the May 7, 2012 Annual Town Meeting relative to a vote of Town Meeting to authorize the Selectmen to sell by public auction, vacant land acquired by the Town through tax foreclosure.
The subject parcel is referenced as Map 81, Block 130 located at 108 Commercial Street, Mashpee. The assessed value is $741,000 for the 6.192 acre parcel.
Discussion followed with respect to the value of the property. The Board of Selectmen agreed to give special consideration to this parcel as the site of a future lodging establishment and directed the Town Manager to draft an RFP for additional review. In support of the sale of the property, it was noted that a hotel, an inn or similar type of lodging facility would benefit the Town greatly by increasing business and tourism, and by broadening the tax base in Mashpee.

Recommendation for Appointment – Shellfish Commission:
Correspondence was received from Peter Thomas, Chair of the Shellfish Commission via email dated May 15, 2013 recommending the appointment of Marcus Hendricks to the commission. A letter of interest from Mr. Hendricks dated April 4, 2013 was included in the Selectmen’s informational packet.
Motion made by Selectman Taylor to appoint Marcus Hendricks to the Shellfish Commission as recommended.

Cape Cod Commission – Water Quality Management Plan Update:
The Selectmen were in receipt of correspondence from Paul Niedzwiecki, Executive Director of the Cape Cod Commission dated May 20, 2013 relative to updating the 1978 Section 208 Area-Wide Water Quality Management Plan for Cape Cod under the Clean Water Act.
Essential to the process is an advisory board to develop a work plan document. The draft of the work plan has been approved with the condition it be completed within twelve months. It is intended to produce a comprehensive set of possible watershed based solutions to a Cape-wide problem.
In response, the Board agreed to form an ad hoc group comprised on Selectman Mike Richardson, the Conservation Agent, Sewer Administrator, Town Manager and Assistant Town Manager with representation from the Water District to provide a staff report regarding this matter.
Acceptance of Resignation – Council on Aging:
A letter of resignation was received from Arthur Eisenberg from the Council on Aging. Additional communication was received from Irv Goldberg, Chair of the Council on Aging requesting the vacancy be duly advertised.
Motion made by Selectman Taylor to accept the resignation of Arthur Eisenberg from the Council on Aging.

Acceptance of Resignation – Zoning Board of Appeals:
Communication was received from Judy Horton dated May 7, 2013 resigning from her position on the Zoning Board of Appeals effective June 30, 2013. Ms. Horton has been a member of the ZBA since January 2011.
Motion made by Selectman Richardson to accept the resignation of Judy Horton from the Zoning Board of Appeals.

APPOINTMENTS & HEARINGS:
Public Hearing – Bankok Thai Cuisine – New Wine & Malt License:
The Board of Selectmen opened the Public Hearing on the application of Tana and Friend, LLC, d/b/a Bangkok Thai Cuisine, Tanapon Tanasandilok, Manager, 681 Falmouth Road, Unit 12 Mashpee for an Annual Wine & Malt License for establishment described as restaurant consisting of 2,200 square feet, condominium unit located at Deer Crossing, Unit 12, with main entrance in front, two full restrooms, full kitchen and small bar area. Seating capacity is 61.
The Hearing notice was read aloud by the Assistant Town Manager into the record. Tanapon Tanasandilok, Manager was in attendance with Lois Farmer, representing attorney. All necessary paperwork was in order for approval.
It was noted the restaurant is seeking a beer and wine license only to compliment the food served at the site location. There is no request for entertainment. The bar area is primarily intended for single diners. There are 50 tables and 11 seats at the bar which was a previous restaurant location.
Lunch and dinner serving Thai cuisine is intended seven days per week on Mondays through Saturdays from 11:00 a.m. to 10:00 p.m., and on Sundays from 4:00 p.m. until 9:30 p.m.
The applicant is the former owner of six Thai restaurants and is certified and trained in self-serve and in TIPS. Ms. Tanasandilok was also noted to have an excellent history with the ABCC. With approval from the Alcoholic Beverages Control Commission, the restaurant intends to open in mid-June. It was noted that it is permissible for the establishment to open to serve food only until the ABCC has submitted their approval.
Being no comment, the Board motioned to close the Public Hearing.
Motion made by Selectman Taylor to close the Public Hearing.

Correspondence was received from the Affordable Housing Feasibility Assessment Selection Committee dated June 3, 2013 recommending the Horsley Witten Group to conduct the affordable housing feasibility assessment at 209 Old Barnstable Road, Mashpee.
It was noted that Town Counsel advised the Board to reject the additional proposed due to the lack of a certificate of non-collusion.
Motion made by Selectman Richardson to accept the advice of Town Counsel and authorize the Town Manager to enter into contract negotiations with the Horsley Witten Group of Sandwich, MA to provide services required to develop an affordable housing feasibility study for the 3.8 acre Town-owned parcel at 209 Old Barnstable Road.

LIAISON REPORTS:
Charter Review Committee: The first meeting of the Charter Review Committee will be held on Thursday, June 6, 2013.
Schools: Brian Hyde was recently appointed as the new School Superintendent. It is anticipated he will have a productive relationship with the Town.
Mashpee Cares: The Town of Mashpee has been partnering with the Town of Falmouth to administer $50,000 in grant funding received from the Kelley Foundation to move forward with curriculum projects and efforts to educate on the dangerous effects of alcohol and drugs.
Mashpee Congregational Church: The Hannah Meeting Housing is the home of the new Mashpee Congregational Church. Discussions are ongoing with the new Reverend with regards to outside interests utilizing the new center.
Waterways/Harbormaster: The two groups are working together to ensure safety on the waterways.
AmeriCorps: In appreciation to the AmeriCorps volunteers, a cook-out is planned at the John’s Pond recreational facility this June.

It was agreed that Executive Session would be deferred to a full voting quorum.
