Motion made by Selectman Sherman to approve the Regular Session minutes of Monday, June 29, 2015 as presented.

APPOINTMENTS & HEARINGS
Public Comment:
Former Board of Selectmen member Wayne Taylor congratulated Joyce Mason on her retirement and acknowledged three decades of dedicated service to the Town of Mashpee. Most notable was Mrs. Mason’s tenure as the Town Manager for the past 13 years. During this time many accomplishments were achieved, several of which include the construction of public parks and municipal buildings.

OLD BUSINESS
Update on Grant Funding:
Tom Mayo, the Assistant Town Manager indicated the Town of Mashpee recognized as a Green Community has become a recipient of an additional $198,000 grant award. The funding is reserved for energy efficiency projects and HVAC upgrades at the K.C. Coombs School. The Town has also
received a Department of Housing and Community Development (DHCD) grant to conduct a preliminary study referenced as phase I at the 950 Falmouth Road site which is proposed for future affordable housing. Mr. Mayo added that during the past six months, the Town has received $500,000 in grant funding largely due to the efforts of Joyce Mason.

Approval of Request for Two (2) One-Day Liquor Licenses/The Pour Guys LLC:
Correspondence was received from Mary Derr; Marketing Director of Mashpee Commons dated July 10, 2015 requesting the Board approve a One-Day Liquor License; wine and malt only on two dates during the planned Mashpee Commons Block Parties on July 25, 2015 and August 22, 2015.
A Certificate of Liability Insurance which includes Liquor Liability declarations has been provided for Lane Parmley and Peter Burgess, a beverage catering company d/b/a The Pour Guys, LLC, 10 Lakeshore Drive, Plymouth, MA for the two one-day events proposed to be held at 22 Steeple Street, Mashpee from 12:00 p.m. until 8:00 p.m.
Although there was no attendee to further discuss the license application, communication from Ms. Derr dated July 6, 2015 states the Beer Garden area would be clearly demarcated with signage and temporary fencing. Anyone consuming beer would be required to wear a visible wrist band. A copy of the plan depicting the corralled area, approximately 20’x30’ and related map was presented to the Board of Selectmen for additional review.
Motion made by Selectman Sherman to approve the request of Mashpee Commons, LLC for two One-Day Liquor Licenses; wine and malt only for the Mashpee Commons Block Parties as referenced on Saturday, July 25, 2015 and Saturday, August 22, 2015 at 22 Steeple Street, Mashpee.
Motion seconded by Selectman O’Hara.

NEW BUSINESS:
Approval of Appointment to South Cape Beach Advisory Committee/Mike Sweatman:
Correspondence was received from Mike Sweatman dated June 25, 2015 expressing interest in serving on the South Cape Beach Advisory Committee. Mr. Sweatman has been a full-time resident of Mashpee since 2007, and has the time to devote to the position.
Motion made by Selectman O’Hara to appoint Mike Sweatman to the South Cape Beach Advisory Committee.
Motion seconded by Selectman Sherman.

Approval to Issue Waste Management Survey:
At their March 2, 2015 meeting, the Waste Management Committee developed the following goals;
- To reduce trash and increase recycling, as well as composting, at the Transfer Station consequently reducing disposal costs,
- To provide equity for users of the Transfer Station, and
- To more effectively educate residents regarding the financial and environmental benefits of increased recycling.
It is the recommendation of the Waste Management Committee to distribute a basic survey to the residents of the Town of Mashpee for informational purposes regarding the use of the Transfer Station, the number of trips made to the facility, the number of bags of trash generally disposed of per week, the age of the respondent, the number of members in the household and length of Mashpee residency.
If approved by the Board, the survey would be distributed at the Transfer Station, by email and utilizing the survey monkey application. It is anticipated the results of the survey would be reviewed by the Waste Management Committee at their September 21, 2015 meeting.
A brief discussion followed with respect to the questions contained in the survey and of other possible questions such as satisfaction with the current operation of the Transfer Station, and leaving a small section in the survey to allow for comment.

NEW BUSINESS:
Approval to Issue Waste Management Survey: (continued)
In concern to those who do not pay for a sticker to use the Transfer Station, but recycle and possibly discard their waste during this time, a question to ask if the user would frequent the Transfer Station solely for recycling purposes was also given consideration. It was noted that in the neighboring towns, a sticker fee is imposed for recycling in addition to use of the Transfer Station.
As discussion continued, it was noted the majority of the Waste Management Committee members voted in favor of the Waste Management Survey as written. However, the opportunity to allow for comment was favored by the Board, and it was agreed the operational questions related to the survey would be further reviewed by the Board of Selectmen for implementation if the Board choses to do so.
The typo in the document was also corrected under the topic; What is your age? To read 35 – 44.
Motion made by Selectman Cotton to approve the original version of the Waste Management Survey as amended with the comment box, and the correction of the typo.

LIAISON REPORTS
Town Manager Retirement: On behalf of the Board of Selectmen, Carol Sherman presented a bouquet of flowers to the Town Manager for having dedicated over thirty years to the Town of Mashpee. Mrs. Sherman indicated that Joyce Mason did a great job for the Town and as a result, Mashpee is now a better place to live, work, and play.
