        Request for Approval of Annual Bid Extensions:

A list of bid extensions for FY16 was outlined in a memorandum from the DPW Director to the Board of Selectmen dated April 1, 2015.  The bids are for the second year of a two-year bid with the exception of HVAC Water Treatment which is a three-year bid.

Motion made by Selectman Gottlieb to approve the Annual Bid Extensions as submitted.
Motion seconded by Selectman Richardson.

        Request for Approval for Fuel Contract Award:

Through a regional bid it was recommended that a contract be awarded to Noonan Brothers Petroleum, Inc. for the purchase of unleaded gasoline and diesel fuel in fiscal year 2016.

Motion made by Selectman Richardson to approve the Fuel Contract award to Noonan Brothers Petroleum, Inc. as referenced.

APPOINTMENTS & HEARINGS:

        Route 151 Corridor Improvement Project:

With regards to the Route 151 Corridor Improvement Project, Catherine Laurent indicated the 25% design plans are anticipated to be submitted to the MA DOT next month.  The Board of Selectmen was requested to review the preliminary plans and the proposed improvements as outlined.  It was noted that public meetings have been held with abutters and interested parties.

There are no signals proposed.  At the Old Barnstable Road intersection, timing and phasing improvements are recommended.  A right turn lane is proposed for the eastbound lane at Job’s Fishing Road and a two-way-center-left-turn lane is recommended between Algonquin Avenue and Old Brickyard Road.

Separate left and right turn lanes are proposed on Ninigret Avenue at the Route 151 intersection.
To offset the westbound center turn lane which stops at Old Brickyard Road, a short left turn lane is proposed for vehicles turning north onto Old Brickyard Road.

Additional improvements as outlined in the memorandum from the DPW Director dated April 2, 2015 include a multi-use path on the north side of the road from market Street to the Town Line.  A sidewalk is also proposed on the south side from Old Barnstable Road to Winslow Drive.

Motion made by Selectman Richardson to move forward with the Route 151 Corridor Project as outlined.

APPOINTMENTS & HEARINGS:

        Proposed Road Project – Cotuit Road:

Correspondence was received from the DPW Director dated April 2, 2015 relative to the proposed Cotuit Road project.  Drainage improvements, resurfacing and the installation of a multi-use sidewalk from Route 130 to Somerset Road are planned.  

The DPW Director recommended that a sidewalk be installed on the east side of the road based on utilities and topography.  A temporary grading easement may be required in one or two locations.  With the Board’s approval, construction funded through Chapter 90 is anticipated to begin in the 2016 spring season.

Motion made by Selectman Richardson to approve the proposed Cotuit Road project as per the DPW Director’s recommendation.
Motion seconded by Selectman Sherman.

        Town Manager Search Process:

        It was reported the Town Manager Profile is now posted on the Town’s website and on the
website of the Edward J. Collins, Jr. Center for Public Management in Boston.  The deadline for application submission is Wednesday, April 23, 2015.

        Special Events:

The annual Easter Egg Hunt was well attended this year.  The Board of Selectmen expressed appreciation to Selectman Sherman for donating her time as the Easter Bunny.  Selectman Cahalane and Selectman Taylor also joined the festivities.  Next year, the Easter Egg Hunt is planned to be held at the new Mashpee Community Park.

        Approval & Execution of Annual Election Warrant:

        The Warrant for the Annual Town Election to be held on May 16, 2015 was presented
to the Board for approval and execution.  Correspondence was received from the Town Clerk dated March 24, 2015 with respect to this regard.

Motion made by Selectman Sherman to approve and execute the May 16, 2015 Annual Town Election Warrant as presented.
Motion seconded by Selectman Richardson.

        Approval Request for Special Events Application – Ragnar Relay:

        A Special Events Application was before the Board for approval for the Ragnar Cape Cod Relay
planned to be held on May 8-9, 2015 from 5:00 p.m. to 4:00 a.m.  During the 200 mile overnight running relay, the applicant Tian Luu has requested approval to use Heritage Park from 7:00 p.m. to 3:30 a.m.

The race begins at Nantasket Beach in Hull, MA and will finish at the Pilgrim Monument in Provincetown.  The Ragnar Relay Series will benefit The Hole in the Wall Gang Camp, a non-profit organization dedicated to assist seriously ill children and their families in the northeast.

It was noted that all applicable regulatory agencies of the Town of Mashpee have signed off on the license application.

Motion made by Selectman Sherman to approve the Special Events Application for the Ragnar Relay on May 8-9, 2015 in Mashpee as referenced.

        Recommendation for Appointment to Board of Registrars:

The Board of Selectmen was in receipt of a Letter of Interest from Ernest Virgilio dated March 22, 2015 to serve on the Board of Registrars representing the Republican voters.  Additional
communication was received from the Town Clerk dated March 23, 2015 recommending Mr. Virgilio’s appointment.

Motion made by Selectman Gottlieb to appoint Ernest Virgilio to the Board of Registrars.
Motion seconded by Selectman Sherman.

Correspondence was received from James Reiffarth dated March 25, 2015 resigning from the Zoning Board of Appeals effective April 15, 2015.  Mr. Reiffarth’s appointment is due to expire on June 30, 2015.

Motion made by Selectman Cahalane to accept the resignation of James Reiffarth from the Zoning Board of Appeals with regret, requesting that a letter of appreciation is sent to Mr. Reiffarth for his service to the Town of Mashpee.

Request for One-Day License for Rod & Gun Club/April 25, 2015:

Courtenay Mills, Secretary to the Mashpee Rod & Gun Club requested use of the club’s 2015 liquor license on April 25, 2015.

Motion made by Selectman Cahalane to accept the request of the Mashpee Wampanoag Rod & Gun Club to use their 2015 liquor license on April 25, 2015.

        Authorization to Sign Regulatory Agreement – Orchard & Quinnaquisset Roads –
        Habitat for Humanity Projects:

The Board of Selectmen reviewed the Regulatory Agreement and Declaration of Restrictive Covenants for Ownership Project as it relates to the Local Initiative Program (LIP) through the Department of Housing and Community Development (DHCD) and Habitat for Humanity of Cape Cod.

The project sponsor, Habitat for Humanity intends to construct community housing developments on Orchard Road and Quinaquissett Avenue, two affordable units to persons or households at or below eighty percent of the regional median household income.

Motion made by Selectman Gottlieb to approve and execute the Regulatory Agreement as referenced subject to Town Counsel’s review.

        NEW BUSINESS:

Correspondence from Paul Niedzwiecki – Designation of Waste Treatment Management Agency:

Selectman Gottlieb recused himself from this matter as he is involved with the Cape Cod Commission and with the preparation of meeting agendas.

Correspondence was received from Paul Niedzwiecki dated March 25, 2015 relative to the Section 208 Plan and the designation of waste treatment management agencies, or WMAs capable of implementing the Plan.

The Commission in an effort to answer any remaining questions and to provide an opportunity for feedback prior to the designation of the 15 Cape towns as WMAs has scheduled a series of three meetings.  It is recommended that each town appoint up to seven members to participate in the discussions.

The topics for each meeting include;
Principles for establishing allocation of nitrogen responsibility
Developing watershed scenarios
Organization and institutional structures

The make-up of the committee was considered.

Motion made by Selectman Cahalane to appoint the following membership to the Mashpee Waste Treatment Management Agency;
The Town Manager or designee Tom Mayo, Selectman Michael Richardson,
Sewer Commission Chairman Tom Fudala, the Director of Public Works Catherine Laurent, the Sewer Plan Advisor Geoff Gregg, and possibly Andrew Marks from the Mashpee Water District.
Motion seconded by Selectman Richardson.

        NEW BUSINESS:

        Approval & Execution of Bridges at Mashpee Conservation Restriction:

Correspondence was received from Samantha Gajewski, project manager for the Bridges at Mashpee project regarding the required Conservation Restriction (CR) to be placed on a portion of the land at 462 Old Barnstable Road.  It was noted the CR has been approved by the Cape Cod Commission, the Mashpee Conservation Commission and the Office of Energy and Environmental Affairs.  As per the Cape Cod Commission, the Board of Selectmen must execute the CR before it is recorded.

Motion made by Selectman Cahalane to approve and execute the Conservation Restriction to be imposed upon approximately 19.5 acres of a 24.5 acre parcel referenced as the Bridges at Mashpee, as shown on a plan entitled “Conservation Restriction Area Plan – Old Barnstable Road & Nathan Ellis Highway (Route 151) dated April 3, 2014 and prepared by the Horsley Witten Group.
Motion seconded by Selectman Richardson.

        Certification of Hire – Police Officers:

Rodney Collins, Chief of Police was in attendance to request the Board certify and confirm the appointment of five individuals to the position of police officer.  Chief Collins indicated the process has met all policies and procedures of the Town of Mashpee.  With the Board’s support, three new officers would start the Police Academy in May.  Correspondence dated March 31, 2015 with respect to this regard was submitted to the Selectmen for additional review.

Motion made by Selectman Cahalane to certify and confirm the appointment of the entry level police officers as presented, subject to the completion of all medical and psychological examinations, and any necessary background investigative follow-up as recommended.
Motion seconded by Selectman Sherman.

LIAISON REPORTS:

Mashpee Wakeby – Regarding the matter of regulating the length of boats on Mashpee/Wakeby Pond, it was noted that it is a state regulation, and the Town of Sandwich is anticipated to initiate a meeting with the Division of Fish and Wildlife to review the proposal.  No boat length restrictions would likely be introduced this season.

        Library - April 21st marks the 5th birthday of the Mashpee Public Library.

Mashpee Men’s Club – Finance Committee member Chuck Gassier gave an overview of the FY16 Budget at the last Mashpee Men’s Club meeting.

Audible Ledger – The May Annual & Special Town Meeting Warrants were read aloud in the Audible Ledger by Selectman Sherman and Selectmen Richardson.

Schools – The 4th annual Credit for Life Fair for seniors will be held on April 8th 2015.  The program teaches high school seniors financial responsibilities.

        Mashpee Cares is focusing on substance abuse prevention with top priority on opiate abuse.
        
Recycling - Waste management is being practiced in the middle/high school cafeteria through organics.
