BOARD OF LIBRARY TRUSTEES
REGULAR MONTHLY MEETING
TUESDAY, MARCH 2, 2010
TOWN HALL MEETING ROOM 3


Present:  David Burton, John Kowalski, Patricia Gamache, Jane Dolan, Nancy Soderberg (arrived 6:20 p.m.), and Helene DeFoe, Library Director.

Absent:  Carlo D’Este, and Dianna Smith.

Also Present:  PersonNameJanet Burke – Children’s Librarian, Mashpee Library

David Burton, Chairman, called the meeting to order at 6:08 p.m. and announced that PersonNameJanet Burke would be joining the meeting at 6:30 p.m.

Approval of Minutes

John Kowalski motioned to accept the minutes of the Meeting of February 9, 2010 as amended; Patricia Gamache seconded this motion; and the motion was approved by all Trustees present … Nancy Soderberg had not yet arrived.
Library Building Project

Mashpee Enterprise Article

Several of the Trustees indicated their surprise at the article in the Mashpee Enterprise in reference to the Trustee meeting of February 9 and also mention in the article of the open house to be held April 2nd.  Several of the Trustees asked who or how did this get reported to the Mashpee Enterprise?  David said that he received a phone call from Brian Kehrl of the Enterprise asking for David’s comment.  David said he left Brian with the notion that Wayne Taylor’s concern was to have an open house and Library will open when we can.

April 2nd Ribbon-Cutting Ceremony

The Trustees questioned when and how the April 2nd date for the ribbon-cutting ceremony came about.  Helene said she learned of the April 2nd tour at the PCC Subcommittee meeting and she asked Joyce whether the Trustees had been informed.  

David said he received an e-mail from Steve Cook on February 18th stating that the PCC along with Town Manager and the Selectmen decided to hold a ribbon cutting on Friday, April 2 from 10 a.m. to 12 p.m.  Steve stated in the e-mail that the Trustees are invited along with town employees, the citizen’s of Mashpee, and other invited guests.  Steve went on to say the Trustees can still have the soft opening on April 14 and an opening ceremony on April 16 as previously decided.  David said on February 18th he forwarded Steve Cook’s e-mail to the Board of Trustees.

New Business

Janet Burke arrived at 6:30 p.m and explained the importance of addressing the issue of unattended children in the Library.  Janet pointed out that this will be of concern with the move to the larger 2-story library building.  Janet advised that she researched other libraries to determine safe child policies that were adopted.  For instance, what age is appropriate for children to be unattended at the Library?  She said some libraries intentionally do not define age because it would depend on the individual child.   Janet explained that Martha’s Vineyard created an island-wide policy and children must be 8 years old to be unattended; placeCityFalmouth set the age at 10 and older; Marstons Mills also set the age at 10.  Janet distributed a draft of a Safe Child Policy to be considered by the Trustees for the Mashpee Library.  The policy and age limits arrived at by the Trustees is attached to the printed set of these minutes.
Motion:  John Kowalski motioned that the Safe Child Policy document agreed upon by the Trustees be accepted; Jane Dolan seconded the motion; and it was unanimously approved.

Helene suggested that at the next Trustee meeting the Library Behavior Policy be reviewed by the Trustees; and the Trustees agreed this should be done.
PersonNameJanet Burke exited the meeting at 7:12 p.m.


Reports

The regular monthly reports for the month of February from Helene DeFoe and from PersonNameJanet Burke were given to the Trustees.  These reports are attached to the printed set of these minutes.  

Library Updates

Helene provided update information on the new library:

·       Security system ran into communication problems with the Mashpee firewall and that took about a week or so to resolve that issue.
·       Helene said she feels the dates the Trustees selected for opening the building on April 14th and April 16th ribbon-cutting are still good dates.
·       PCC approved extending the lease for one month on the 3M conversion station with the proviso that it not exceed $1,000…cost for the one month is $392.  
·       March 29th is moving day to the new library.  Catherine Laurent has Sheriff’s Department lined up for 3 days—March 29-March31.
·       Centerville and West Barnstable are interested in taking shelving that we’re not going to use in the new building.
·       Janet Trask is collecting names of those volunteering to help with the move and afterwards.
·       Since Occupancy Permit issued, the building is a Town building and is currently under control of the Selectmen and PCC, not under the contractor.
·       Architect was at the building today and he and Taylor were going around checking things.

Jane Dolan commented that at the last PCC meeting the punch list items have a date range from March-April.

Helene advised that Stephanie Vosk from Cape Cod Times stopped by to talk with Helene about the new Library and Stephanie asked whether she could see the inside of the building.  Helene called Catherine Laurent and left a message for Catherine to contact Stephanie.

Funding

David asked whether or not there is any chance of an over-ride.  Helene said she went to the Selectmen meeting on the 22nd and during that meeting Joyce made the statement that maybe this isn’t the right time for that.  

David advised that he did send the letter to David Leary as discussed at last month’s meeting.  Jane Dolan asked whether David should meet with Wayne or Terri to see whether or not the Selectmen would review the $75,000 issue.  Consensus of the Trustees was that first David should check with David Leary as a follow-up to his letter requesting the accounting information.

Old Business

Jack Kowalski said the April 2nd open house is only going to be 2 hours.  He suggests that there is going to be a huge crush when the Library opens on April 14th and perhaps if we had a tour beforehand that would allow those coming on April 14th to do library business would not have large crowds just coming to look at the building.  After discussion, the Trustees agreed that the Library should hold a “sneak-preview” open house from 4-7 p.m. on Tuesday, April 13th.

Time Capsule

Jane Dolan reported that she approached Catherine Laurent regarding the time capsule millwork to be done.  Jane said she followed-up and still has not received a response from Catherine.  Jane asked:  If Town doesn’t proceed with the time capsule, how do we proceed since the millwork has to be done.  Question:  Would the Friends perhaps support this?  David said if it comes to that he has a very excellent millwork candidate to recommend to do this work.

Next Meeting…Tuesday, April 13, 2010 at 7 p.m. at the Mashpee Library building.


Adjournment… Patricia Gamache  motioned to adjourn the meeting; Jane Dolan seconded the motion; and it was unanimously passed.  The meeting adjourned at 8 p.m.
