Minutes of the Meeting of December 17, 2015

Chairman Burton Kaplan called the meeting to order at 7:00 PM.
APPOINTMENTS
7:15 PM – Norma Dias – Variance Request: Fee Waiver from BOH Stable Regulations – 10 Quashnet Rd
Glen Harrington stated that Norma Dias, owner of the stable located at 10 Quashnet Road, paid the permit fee of $60 for the 2016 stable license.
NEW BUSINESS
- Sign Expense Warrants. The Board members signed the expense warrants.
- Review/Approve BOH Public Session Minutes: December 3, 2015.
Kalliope Egloff made a motion that the Board of Health approve the Public Session minutes of December 3, 2015, as amended. Burton Kaplan seconded the motion. The motion was unanimously approved.
- Request for 2016 Food Establishment Permit: Cape Cod Children’s Museum (Frank Ahern).
Kalliope Egloff made a motion that the Board of Health continue the request for the 2016 Food Establishment Permit for Cape Cod Children’s Museum (Frank Ahern) to the next Board of Health meeting scheduled on January 7, 2016. Burton Kaplan seconded the motion. The motion was unanimously approved.
OLD BUSINESS
- Housing Compliance: 394 Cotuit Road.
Glen Harrington remarked that Erika Woods of the Cape Cod Hoarding Task Force visited the property located at 394 Cotuit Road and as yet has not received the results of the inspection. The monthly inspection with Erika Woods and Veronica Warden, Assistant Health Agent, will occur at the end of December. Ms. Woods will meet with Mr. Harrington and Ms. Warden in the near future to discuss the progress made at 394 Cotuit Road.
- Update on Failed Septic System: 87 Lighthouse Lane.
Glen Harrington remarked that the septic plan for 87 Lighthouse Lane has been submitted and approved. The contractor that was requested to bid on the job will need to apply for the Disposal System Construction Permit to install the septic system.
- Update on Failed Septic System: 46 Pond Circle.
Glen Harrington stated that the owners of 46 Pond Circle were to get in touch with the Board of Health by this meeting. They called with questions regarding the paperwork for the Barnstable County Septic Loan Program. Mr. Harrington did not have the opportunity to contact Kendall Ayers of the Barnstable County Septic Loan Program to investigate whether the owners submitted an application or if the application was denied.
Kalliope Egloff made a motion that the Board of Health continue discussion on 46 Pond Circle to the next Board of Health meeting scheduled on January 7, 2016. Burton Kaplan seconded the motion. The motion was unanimously approved.
- Condemnation Update: 71 Lakeside Estates.
Glen Harrington remarked that there is no new information to report on 71 Lakeside Estates. The Board of Health must inspect the property prior to re-occupancy because of the condemnation order.
- Housing Update: P-103 Deer Crossing, Shellback Way.
Glen Harrington stated that he attended the Finance Committee Meeting regarding Unit P-103, Deer Crossing, Shellback Way, and the meeting was successful. The Town Manager is to issue the award to the contractor; however, the contractor must meet the requirements of the bid by providing the performance bond. Mr. Harrington will notify the owner Unit P-103 to remove any necessary documents before the cleanup begins.

DISCUSSION
- Meeting Update – Mashpee Cares Committee Meeting: Glen Harrington.
Glen Harrington explained that he attended the Mashpee Cares Committee Meeting on Tuesday evening. Carl Alves from the Massachusetts Technical Assistance Program for Prevention (MASSTAPP) attended the Mashpee Cares Meeting. Since the committee is an advisory committee to the Mashpee Selectmen, Mr. Alves helped the committee members focus on their goals and structure as a committee. By the next scheduled meeting in January, a structure and resource list of other partners that are trustworthy to help deal with alcohol and opioid addictions are to be provided to the committee.
- Meeting Update – Waste Management Committee Meeting: Kalliope Egloff.
Kalliope Egloff remarked that she was unable to attend the Waste Management Committee Meeting due to another commitment. Ms. Egloff is unaware of the results of the final recommendations requested by the Waste Management Committee.
NEXT MEETING
The next meeting of the Board of Health is scheduled for Thursday, January 7, 2016, at 7:00 PM. As there was no further business, Kalliope Egloff made a motion to adjourn the Public Session Meeting of the Board of Health at 7:27 PM. Burton Kaplan seconded the motion. The motion was unanimously approved.
