Minutes of the Meeting of Thursday, July 17, 2014

Burton Kaplan, Co-Chairman      

Burton Kaplan made a motion that the Board of Health open the Executive Session meeting of July 17, 2014. Lucy Burton seconded the motion. The motion was unanimously approved.

Chair Lucy Burton called the Executive Session meeting to order at 7:30 PM.

Roll Call Vote: Lucy Burton, yes; Burton Kaplan, yes.

1.  Temporary Housing Request – 394 Cotuit Road.
Lucy Burton commented that while there is an active “No Trespass” order on the occupants, she does not feel comfortable with making a decision to allow the occupants to remain on the property. Ms. Burton would like to defer action and continue with a full Board in attendance.

Burton Kaplan made a motion that the Board of Health continue discussion for the temporary housing at 394 Cotuit Road to the next Board of Health meeting scheduled on August 7, 2014, with a full Board in attendance. Lucy Burton seconded the motion. The motion was unanimously approved.

2.  FY2015 Landfill Monitoring Contract.  
The Board of Health and Glen Harrington discussed the three proposals that were submitted for the FY2015 Landfill Monitoring Contract. Green Seal Environmental and Horsley Witten Group have provided the Board of Health with excellent customer service in the past. Since the Board of Health’s budget is decreasing, Horsley Witten Group presented the most favorable bid.

Lucy Burton made a motion that the Board of Health award the FY2015 Landfill Monitoring Contract to Horsley Witten Group. Burton Kaplan seconded the motion. The motion was unanimously approved.

Roll Call Vote:  Lucy Burton, yes; Burton Kaplan, yes.

Lucy Burton made a motion that the Board of Health adjourn the Executive Session and re-enter the Public Session, not to return to the Executive Session. Burton Kaplan seconded the motion. The motion was unanimously approved.  
Roll Call Vote:  Lucy Burton, yes; Burton Kaplan, yes.

The Executive Session meeting was adjourned at 7:46 PM.
