Minutes of the Meeting of September 11, 2013

Co-Chair Lucy Burton called the meeting to order at 7:00 PM.
NEW BUSINESS
1. Sign Expense Warrants. The Board members signed the expense warrant.
2. Review/Approve BOH Public Session Minutes: August 28, 2013.
Approval of the Board of Health August 28, 2013, Public Session minutes was continued until the next Board of Health meeting with a full Board in attendance.
3. Request for a Grease Trap Variance: Jonathan Piers, Sandcastle Baking Co – 470 Main Street.
Jonathan Piers of Sandcastle Baking Co., introduced himself to the Board.
Mr. Piers commented that he and his wife would like to expand their current business and are proposing a wholesale bakery at 470 Main Street. Mr. Piers is requesting a variance to install a grease trap under the sink rather than an in-ground grease trap that is attached to the septic system.
Mr. Piers stated that this is a baking company with scone dough as the primary product. The mixing bowls and paddles that are used to produce the dough are cleaned once or twice daily. The scone dough is wrapped and then frozen.
Glen Harrington commented that the requirement is a 1,000 gallon tank in the ground. An in-ground grease trap is used to protect the septic system, the owner and the environment. “The Big Dipper” Point Source Automatic Grease Removal System is an alternative grease-trap that works well. “The Big Dipper” is a neater and easier process. All of the grease is liquefied and collected into a container under the sink.
Bill Hulbig, owner of Mashpee 130 Shops, introduced himself to the Board. Mr. Hulbig stated that his contractor advised him that in addition to installing the grease trap, it will require removing the walkways and also part of the parking lot.
Lucy Burton stated that the Board does not like to set precedent. It was set when the Board allowed the use of “The Big Dipper” for Subway and The Tea Shoppe, and nothing less than that would be approved. Ms. Burton is willing to grant the variance to Sandcastle Baking Company with some conditions.
Burton Kaplan made a motion that the Board of Health approve the grease trap variance with the following conditions:
- Install “The Big Dipper” grease trap removal system or equal. Any variation from this type of grease removal system will require Board of Health approval.
- No change in the menu or food processing without Board of Health approval.
- The variance approval is only applicable to Sandcastle Baking Company.
- No high-temperature commercial washing machine shall be connected to the grease trap. A three-bay sink or low-temperature commercial washing machine with chemical sanitizer can be used.
- The Mashpee Plumbing Inspector is to approve the installation of the grease recovery device.
Lucy Burton seconded the motion. The motion was unanimously approved.
4. Request for 2013 Retail and Tobacco Licenses: Commons Convenience – 414 Nathan Ellis Hy.
Saeed Chaudhry, new owner of Commons Convenience located at 414 Nathan Ellis Highway, introduced himself to the Board.
Mr. Chaudhry is requesting a Tobacco and Retail Food permit at 414 Nathan Ellis Highway. Mr. Chaudhry is negotiating to purchase the D’Angelo’s franchise, and at that time he will amend the food permit application to add a food service establishment.
Burton Kaplan made a motion that the Board of Health approve the applications submitted for Commons Convenience for Retail and Tobacco permits at 414 Nathan Ellis Highway pending a final inspection by the Board of Health. Lucy Burton seconded the motion. The motion was unanimously approved.
5. Strategic National Stockpile Training.
Glen Harrington commented that the Strategic National Stockpile Training has been deferred to a later date.

NEXT MEETING
The next meeting of the Board of Health is scheduled for Wednesday, September 25, 2013, at 7:00 PM. As there was no further business, Burton Kaplan made a motion to adjourn the Public Session of the Board of Health at 7:36 PM. Lucy Burton seconded the motion. The motion was unanimously approved.
