CALL TO ORDER
Chairman George Schmidt called the meeting to order at 6:30 PM

PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited.

PUBLIC COMMENT
None.

REVIEW OF MINUTES
9/27/12 Public Session minutes:  
Charles Gasior made a motion that the minutes from the 9/27/12 Pubic Session be approved as written.  Mark Davini seconded the motion.  The motion was approved (with three members absent).

10/15/12 Public Session minutes:
Christopher Avis made a motion that the minutes from the 10/5/12 Public Session be approved as written.   Charles Gasior seconded the motion.   The motion was approved (Mark Davini abstained).

NEW BUSINESS
1.  Board of Selectmen Liaison Report – None
2.  Transfer Requests – None.
3.  Finance Committee Liaison Representative Reports
  • BOS Liaison - Charles Gasior Report:
-  The BOS unanimously accepted the recommendation of the Human Services Committee to retain the services of Providence-based Collaborative Research to conduct a comprehensive study of the Town’s human services needs.
- BOS approved awarding of a $93,840 contract for a traffic signal at the intersection of Lowell Road and Great Neck Road North, to Bell Traffic Signal Maintenance Co., Inc. of Weymouth.  Chapter 90 funds will be used.

-  BOS unanimously approved the appointment of Margaret J. Bent to the Mashpee Board of Registrars.
-  Announced the retirement of Mashpee Conservation Commissioner Lloyd Allen, who served on the commission for 10 years.
-  The Town is seeking approval of some bond anticipation notes in the total amount of $2.2 MM.  The rate given was .4% on $1 million and .44% on $1.2 MM.  
-  Habitat for Humanity will be beginning two affordable housing units at 6 and 9 Park Place.
-  Council on Aging Director James Long is retiring at the end of January 2013. Joyce Mason estimated March 1, 2013 as the date for replacement of the position.
-  Payroll Administrator position is vacant.  

  •   School Committee Liaison – George Schmidt Report:
        -Nov. 9th there is a Veterans Day celebration at 8:45 AM at the Quashnet School, and 10 AM at the Mashpee High School.  The public is invited to attend.  
        -  New breakfast and lunch program was discussed, based on the recent guidelines handed down from the federal government as to what has to be offered.
        - Draft for the Mashpee Supt. Search Timeline.  Most of the work, outside of the School Committee participation, is going to be happening in January/February 2013.
Scott McGee, School Committee representative, introduced himself to the Board, and stated that the Mashpee School Committee debated the composition of the Supt. search committee but did not come to any conclusion after a deadlocked vote.  The Committee will take up the matter again at its next meeting on Nov. 28, 2012.

  •  Hurricane Sandy -  Charles Gasior
Chuck Gasior inquired as to the impact and extent of damage from Hurricane Sandy on the South Cape Beach.  Joyce Mason stated that the South Cape Beach parking lot lost 15 feet of parking space, and the repair cost will be approximately $35,000.  Ms. Mason stated that the Town is working with the State representatives to reconsider the installation of an engineering product offered by Oskar Klenert four years ago which would protect the parking lot from future storm/hurricane flood damage.  

  •  Public Properties Maintenance  - Christopher Avis
        Chris Avis reported on receipt of emails from Joyce Mason regarding how the fuel depot system is working.  Ms. Mason stated that on occasion, a department head will spot check to compare the usage based on the record, similar to an audit.  The system is more for follow up on blatant abusers of the system.  Chris Avis has forwarded a cell phone usage report for distribution to the Finance Committee members.  Joyce Mason stated that the control of internet access is very tight for the Town employees.  

Joyce Mason reported that the Mashpee voter turnout on Nov. 6th was 8,300 out of a possible 10,000.  Chris Avis suggested that perhaps the use of social media could be a means to connect with the public about issues and improve future voter turnout.

4.   2014 Budget Schedule of Meetings
Joyce Mason reported that the first budget meeting will be held on Thursday, Dec. 6th with the School Department, as requested by Ann Bradshaw.  The other department meetings will be starting the week of Monday, Dec. 10th.

5.  Finance Committee Terms of Office
The Secretary will confirm with Town Clerk’s office the terms of office for each of the Finance Committee members, and distribute to the committee members and Info Tech for addition to the FinCom website.   

NEXT MEETING
The next meeting of the Finance Committee was scheduled for Thursday, January 10, 2013, at 6:30 PM, Mashpee Town Hall.  

ADJOURNMENT
As there was no further business, the meeting was adjourned at 7:20 PM.
