CALL TO ORDER
Chairman George Schmidt called the Finance Committee meeting to order at 6:20 PM.
Following the Board of Selectmen’s meeting adjournment at 6:30 PM, George Schmidt welcomed Mr. Sal DiBuono to the meeting, and asked that Charles Gasior conduct Mr. DiBuono’s interview for the vacant position on the Finance Committee.

COMMITTEE APPLICANT INTERVIEW
Mr. Gasior commented on the extensive resume submitted by Mr. DiBuono in applying for the vacant position on the Finance Committee, and asked that Mr. DiBuono review for the committee members his background before retiring and moving permanently to Mashpee.   Mr. Di Buono reviewed his business background, and stated that since his retirement, he has worked in a variety of businesses on Cape Cod, and is now desirous of giving back to the community by serving on the Finance Committee.  
 
 Mr. DiBuono asked the committee for clarification of the duties and responsibilities that are expected of the Finance Committee members.  The Town budget preparation process was explained to Mr. DiBuono, and it was stated that the Finance Committee serves as an advisory board to the Town Manager on preparation of the annual budget.  Mr. DiBuono was informed that each committee member is assigned a liaison duty to other Town committees and boards, and Mr. DiBuono would be responsible for the Land and Property Development, which includes Planning, Building, and Conservation.  Mr. DiBuono clarified for the committee that he was a year-round resident, with no more than one month of vacation time away from the Cape.  

COMMITTEE APPOINTMENT PROCESS
Town Clerk Deb Dami reviewed the current process for appointment to the Town Boards and Committees.  

Step l.   Board vacancies are published for two weeks
Step 2.  Applicants send a letter to the Town Clerk stating their interest in being                             considered for an available position
Step 3.  Town Clerk advises the Board/Committee of receipt of any letters of interest
Step 4.  Interested applicants are interviewed by the Board/Committee, and a recommendation is  made, either pro or con, to Town Moderator Jeremy Carter
Step 5.  Town Moderator makes the appointment to fill the vacancy

Step 6.  Town Clerk conducts the swearing in of the new appointee.

The Finance Committee members voiced their opinion that Step 5 in the current appointment process should be changed to allow the Board or Committee members to vote on approval of appointments instead of the Town Moderator.   Jeremy Carter agreed to this procedural change.

NEXT MEETING
The next Finance Committee meeting is scheduled for Thursday, Nov. 8th, 2012, at 6:30 PM in the Selectmen’s Meeting Room 1.

ADJOURNMENT
As there was no further business, the meeting was adjourned at 6:45 PM.
