Commissioners:  Chairman Jack Fitzsimmons, Vice Chairman Shaw, Brad Sweet, John Rogers, Lloyd Allen, and Patty Jalowy

Staff Present:  Drew McManus (Conservation Agent) and Kris Carpenter (Administrative Secretary)

Call Meeting To Order:  6:55 pm

  • Minutes:   N/A
  • Quashnet River Steering Committee Update – The first official meeting was on November 18th and consisted of three members from Trout Unlimited and Michael Talbot from Talbot Ecological Land Care.  They reviewed the history of the Quashnet Bogs and discussed the decision previously made by the Commission to forego cranberry growth and pursue restoration of the river and bogs.  They also discussed a list of goals that they would like to achieve.  The agent states that he will forward the minutes from the meeting to the Commissioners
  • Town Counsel:  Land Stewardship Inquiries: Solicitation of local businesses & by-law wording- Make sure everyone has latest version of Ch. 172 By-law – Agent McManus had discussed the solicitation of local businesses for support of the Land Stewardship Program with town counsel such as a local landscape company that might be willing to do some community work with conservation lands.  The agent wanted to know if there would be any conflict and town counsel stated that there would not be any as long as it is strictly in the interest of improving conservation lands.  They would even be allowed to put up small signs that would say the work was donated by such company.  Mr. Sweet suggests possible advertising seeking local organizations that could help.
  • Land Stewardship Update – Mailings will be sent out next week to all the potential volunteers that the agent and Ms. Boyd have identified; specifically areas around the entryways to the parcels as well as people that had been involved in the program before.  They have also been making inquiries into a possible website.  They are looking for one reasonably priced; hopefully around $350/yr.  A link would be provided on the Town of Mashpee website.  The most important thing is to be able to provide trail maps and also observation forms that can be imported/sent directly to Conscom.
  • New Signage at Amy Brown Rd/ Great Hay Rd – Signs have been placed at Amy Brown Road and Great Hay Road. The signs at the beginning of Amy Brown state “Not a Thru Way”.  
  • South Cape Beach Salt Marsh – The agent received a call from Jim Rassman from Waquoit Bay in which he had asked Agent McManus if he was aware of four or five different research plots that had been created in the salt marsh behind South Cape Beach parking lot.  The plots were wood framed and semi-disturbed.  The agent found out that they may have been created by a Brown University student who has been studying salt marsh die back.  There are actually several plots spread across the Cape.  The agent will follow up to verify

7:00    David & Ana Ferris **43-2676** (36 Seconsett Point Road) Construct an addition to single family residence and installation of a Title 5 Septic System -  NOI

Jack Vaccaro from Vaccaro Environmental is representing for the homeowner and he explains that recently Conscom had approved the demolition/removal at 38 Seconsett Point Road.  This property at 36 Seconsett is a previously developed site and is occupied by a single family resident.  The plan is to instead of tearing down the structure at 38 Seconsett Road, Mr. and Mrs Ferris would like to move it intact and join it to the existing home at 36 Seconsett Point attached by a breezeway.  The project is entirely in areas that are previously disturbed and there will be no clearing of any vegetation. It may be moved by a crane or possibly raised on timbers and slid into position.  The deck will also be relocated to the area shown on the plan but it does encroach slightly beyond the 50’ buffer.  The deck is needed in that position because the existing structure has a slider and the owners would like to maintain it there.  The relocating and connection of the structure will result in an increase of two bedrooms so a new septic system will be required.  It will be installed in the northern most corner of the property which is as far back from the wetlands as possible.  Agent McManus questions the existing trees and wonders if any have to be removed.  Mr. Vaccaro believes that possibly one tree might have to be removed.  Mr. Vaccaro also mentions that the required mitigation is very small; possibly 100 squ. ft.  The agent states that they can work on a location for that small amount of plantings.  He requests Mr. Vaccaro to submit a brief narrative for the mitigation and to also consult him about the possibility of any removal of trees.  Agent McManus reads the Board of Health comments for the record which state that the plan is under review.  The agent states that the area is all pre-disturbed and there is no adverse impact to the performance standards because it is all lawn.
