TUESDAY, FEBRUARY 12, 2013
TOWN HALL – MEETING ROOM 1

Andrew Eliason, Vice Chairman, called the meeting of the MCAT Board to order at 1:08 p.m.


Roll Call was taken.  


Approval of Minutes

Lolita McCray motioned to accept the minutes of the meeting of January 8, 2013 as read; Andrew Eliason seconded the motion.
VOTE:  Yes-2.

Budget Status Update

Andrew Eliason reported there is no update; budget remains same as last month.
Mashpee Community TV

Andrew Eliason welcomed Amy Davies and said when he saw the Christmas Parade telecast he said this was progress.

Amy Davies addressed the meeting and said:

  • Mashpee TV will be doing more outreach but she wants to encourage residents to come in on their own and use the equipment.
  • Mashpee TV will be providing services for Community Health Center of Cape Cod.  Amy would like to see Mashpee TV partner with different organizations to produce programming.
  • Building coming along very well, so they will soon be open.  They hope to move in April; install equipment in studio and break in everything; and hopefully May 1st will be opening date.
  • Technical aspects…still in progress of choosing a vendor.  Vendors used have been fairly local.
  • Amy said down the road when they are ready to make some changes in the Control Room at Town Hall she would like to talk with MCAT about it since MCAT has the experience in this regard.
  • Andrew commented that during past license negotiations a college channel was added.  Amy said that space is not available to us.  Cape Cod Community College has run Channel 98 for years, but recently ceased cablecasting.  Then CapeSpan was formed and plans to use as a regional channel.
  • Amy visited the High School and hopefully she will get them interested in Mashpee TV programs.
  • 10 a.m. on Friday, February 15th, Amy will do a presentation at the Senior Center.
  • Right now Mashpee TV running Channel 99 for re-plays of the government meetings but after they start up operations then they’ll have live coverage of some of the meetings.
  • Once things settled down, Amy said she will be doing some training and going through procedures for meetings being telecast.  These training/procedure sessions will be given to Control Room technicians and those conducting meetings.
Prior to joining Mashpee TV, Amy said she started out as a community producer at CT3TV.  She worked for Cable 11 News for a few years.  She worked for about 11 years at Cape Cod Community Media Center; and the past year she worked for the Town of Dennis as their media specialist.
Andrew Eliason’s Comments re Control Room

Andrew offered following brief comments on the history and some of the problems facing the Control Room:

  • Andrew explained that the Control Room was built on a “shoe string” and Bill Shay single-handedly did the Control Room set-up.
  • Upgrades recently done to the Control Room were done by Valley Communications.
  • Sound problems exist with 2 microphones in the Selectmen Meeting Room 1.
  • DVD recorder doesn’t work well in the Control Room.  Amy said commercial DVDs do take a moment to start.
  • Andrew said there is a master switch that could/should be used to turn off the cameras but FM is attached to it… FM has to be plugged into another system.
Finally, Andrew asked about the status of the Board of Directors of Mashpee TV and whether there was a copy of the Charter.  Joyce Mason advised there are 3 members on the Board who intend to stay on.  Joyce said she will check and if she has a copy of the Charter she will send a copy out to Andrew.  Andrew suggested it may be interesting to ask Mr. Vaccaro to come to a future MCAT meeting.

Next Meeting…The next MCAT meeting is to be held 1 p.m. on Tuesday, March 12, 2013, Town Hall Meeting Room 1.

Adjournment…Lolita McCray motioned to adjourn the meeting; Andrew Eliason seconded the motion; and the motion unanimously passed.  The meeting adjourned at 1:50 p.m.
