Review of Additional CPA Applications Proposed for May 2015 Special Town Meeting:

Catherine Laurent, Director of Public Works was in attendance to review several CPA projects recommended by the Town of Mashpee for funding consideration at the May 2015 Special Town Meeting.

Santuit Pond Preserve Improvements - $61,250:

The Santuit Pond Preserve is a 200+ acre property purchased by the Town of Mashpee and Town of Barnstable in 2002 as open space.  The primary goal of the CPA project is to improve access for the public to the Santuit Pond Preserve.  Currently there is no public access in the Town of Mashpee to the property.

Ms. Laurent indicated the property is located on the southern shore of Santuit Pond.  It is a valuable habitat for various wildlife species.  There are a number of trails throughout the property which consists of several cranberry bogs, the Santuit River and other wetlands.  The property also includes an active herring run and recently reconstructed dam and fish ladder.  

The $61,250 project would provide funding for the construction of a 10-vehicle parking lot off of Route 130 for public use.  Funding would also allow for the removal of an old metal storage garage that was once a part of the cranberry bog operation which has become an attractive nuisance for bonfires and other forbidden activities.

The project budget includes a site survey for the 100 x 50’ parking lot with a 24’ access road, the parking lot construction, signage, a kiosk, the garage removal, re-vegetation of the subject storage garage area and contingency funding.

The DPW would conduct the tree removal for the proposed parking lot, and construct the site kiosk.  The Conservation Department will work with AmeriCorps to clear the trails on the property.  It is the intention of the DPW to construct the parking lot similar to the Pickerel Cove Recreation Area facility lot.

It was noted the Board of Selectmen are supportive of the project.  At a recent goal setting workshop, the Selectmen agreed to obtain more access lands with trails to encourage and enhance the merits of the Town of Mashpee as a Green Community.

Santuit Pond Preserve Improvements - $61,250: (continued)

A brief discussion followed with respect to the open space property shared with the Town of Barnstable.  It was noted that most of the subject property lies within the Town of Mashpee with beautiful views of Santuit Pond.  The land referenced as Lot 117 is owned by the Town of Mashpee and is a part of the Santuit Pond Preserve.  The topography is relatively flat.  The site is gated and monitored by the Town and the Mashpee Environmental Coalition.  

It was disclosed the storage building to be removed is not situated on Lot 117.

The Town of Mashpee is currently awaiting a $150,000 CPA contribution from the Town of Barnstable to convey an interest in the Mills Family Lands on Santuit Pond.  It was noted the Town of Barnstable contributed a funding match for the Santuit Pond Dam project.  Since the Town of Barnstable is a co-owner of the 200+ acre property with access, it was the consensus of the CPC Committee to request a contribution towards the storage garage removal and related re-vegetation work associated to this project.

Attaquin Park Playground - $30,000:

Catherine Laurent presented a revised request for the Attaquin Park Playground located at 35 Lake Ave at the site of the Town beach on Mashpee/Wakeby Pond.
The goal of the project is to incrementally fund playground equipment to improve the recreational facilities.  The revised request is $30,000 from $42,500.

Ms. Laurent indicated she reviewed the matter of the playground with Selectman Wayne Taylor, the Town Manager, Police Chief and Director of the Recreation Department as there has been concern historically with vandalism.  However, and favorably, in recent years property damage has declined.  

The modified budget includes playground structures which would include two swings, a toddler swing and a center play structure.  A revised plan prepared by M.E. O’Brien and Sons shows Phase I of the plan in black and Phase II in green.  (Enclosure in Official Town Clerk’s copy of the minutes)

Attaquin Park Playground - $30,000: (continued)

For security purposes, the plan includes solar lighting as there is no electricity on site.  The Police Department may install portable cameras at the park.  Attaquin Park is situated in a beautiful area, and it located at one of the three Town beaches which are important assets to the Mashpee community.  Improvement of these facilities will enhance the usage for the Town recreational program and its visitors.  
                
The DPW has been removing the existing play structures, equipment that has fallen into disrepair over the years for safety reasons.  The site has several picnic tables that the DPW has previously purchased.
                
If CPA funding is received, the goal is to have the playground available for use by mid-summer 2015.  If the project is successful, the Town would request additional funding in future years to complete the project.  The DPW will continue to maintain the property through its annual Building and Grounds expense budget.

Transfer of Bathhouse/Picnic Pavilion from John’s Pond Beach to Heritage Park:

In October of 2013 CPA funding was approved to improve the recreational facilities at John’s Pond Beach.  The $326,000 project included the funding for a bathhouse/picnic pavilion.  The budget for this facility was $92,821.92.  

Upon review of the water and septic requirements with the Mashpee Water District for the bathhouse, the septic system would require at minimum; a 6” water main and piping approximately ½ mile in length.  And, as a result of the poor soil conditions and a hilled topography, a pump with added electricity is also necessary for the project.  The budget did not reflect nor anticipate the water and septic costs required for the bathhouse, a facility that would be used for approximately three months during the beach season.  The bathhouse project as a result of water and septic requirements is deemed a cost prohibitive expense.

It was disclosed with CPA funding, the Town of Mashpee purchased and now maintains possession of the bathhouse structure.

The Town has proposed to install the bathhouse/picnic facility at the widely used Heritage Park recreation facility, the location of the Town’s athletic fields, and the ever popular splash pad.  Also on the site are two playgrounds, a basketball court and 8 athletic fields used actively by the Town from March through November.

Transfer of Bathhouse/Picnic Pavilion from John’s Pond Beach to Heritage Park:
(continued)

The DPW has proposed to locate the bathhouse/picnic pavilion behind the lighted field referenced as field 3.  At this site location the facility would be accessible to the two baseball fields and two multi-purpose fields.

The is no cost associated to the initial transfer of the bathhouse/picnic pavilion.
It was noted that all funds associated to the John’s Pond Improvement project have been expended to date.

To assist the CPC Committee with the deliberation of this endeavor, the matter was reviewed with the Community Preservation Coalition in Boston.  Under the CPA Act, the transfer of the structure with a vote of support from the CPC Committee has been deemed permissible pending final authorization by a favorable vote of Town Meeting.

John’s Pond Beach Improvements - $93,000:

Due to unforeseen expenditures associated to the John’s Pond Improvement project additional CPA funding is requested to conduct the final coat of asphalt at the site location and install a picnic pavilion with storage for the Recreation Department.  Cost assumptions contained in the $93,000 funding request would allow for the installation of a concrete pad for the picnic pavilion and handicap accessible walkways to connect the playground to the picnic pavilion.

Portable restroom facilities would be rented by the Town to continue with past practice.  It was noted the reconfiguration of the parking lot and playground has worked well to improve the site location.

CPA funding will allow for the completion of the project, and plans for the usage of the property will not change.

Heritage Park Improvements - $63,000:

As a result of the request to transfer the bathhouse/picnic pavilion from John’s Pond Beach to Heritage Park, the initial $155,000 CPA funding request has been amended by $92,822, the cost of the bathhouse/picnic pavilion to reflect a projected cost of $63,000 to improve the popular recreational facility.

Heritage Park is the location of the Town’s athletic facilities.  The project proposal includes design, permitting, the septic; water connection, a concrete foundation/pad, and parking lot lighting which will improve and enhance the property for the community and all users.

Ms. Laurent indicated the project proposal was discussed with various youth leagues.  It has been determined there is no need for additional field lighting at this time.  It was noted that field 3 has lighting, but there is no lighting in the front parking lot.  For safety and security purposes, the project would provide for minimum lighting.  It was noted the future Mashpee Dog Park is being constructed across the street from Heritage Park, and users will most likely take advantage of a lighted parking lot for safety.

If the project is supported, plans would be undertaken to complete the improvements by mid-summer 2015.  To date, Community Preservation Act funding has contributed over $750,000 to expand and enhance the Heritage Park recreational facility.

Vice-Chairman Kaplan presided.  It was noted the CPC engaged the services of an appraiser when considering the above referenced parcel for purchase.  As per the Appraisal Report dated October 10, 2014, the appraised value of 9 Quashnet Road is $265,000.

The applicant; Pamela Tavares submitted the CPA application to the Community Preservation Committee as fair market value conforming to the 2014 Town assessment of $170,000.  The 2015 preliminary assessed value is $172,100.
The parcel is comprised of 4.212 acres on a small freshwater pond, and the land located in an R-5 zoning district allows for the property to be subdivided into (2) Approval Not Required (ANR) subdivision lots.

Motion made by Mr. Taylor to approve and recommend to the May 2015 Special Town Meeting, the Acquisition of 9 Quashnet Road, Mashpee for the sum of $170,000.  Funding shall derive from the CPC Budgeted Reserve for Appropriation Account for this purpose.

Mr. Larkin indicated he opposed the acquisition as he would have preferred

Mashpee Housing Authority – Continuation of Housing Assistance Program
$330,000 for 3 Years, an Additional $110,000 per Year:

It was noted the cost is reflective on a 10% increase from the 2012 appropriation.  CPA funding would allow for the continuation of the Housing Assistance Program in the same manner.  The total funding request is $330,000; a CPA award of $110,000 per year.

The program has assisted 65 Mashpee residents.  The program would continue as it was originally applied for granting the following;
Ongoing, short-term rental assistance for up to two years,
One-time assistance for first/last security deposits,
One-time emergency assistance for rent,
Mortgage assistance for short-term, and
Down payment assistance for first-time homebuyers

In concern, it was noted the Affordable Housing Committee may bring forth a large affordable housing project requiring CPA funding assistance.

Motion made by Mr. Larkin to approve and recommend to the May 2015 Special Town Meeting, the Continuation of the Housing Assistance Program; $330,000 for 3-Years, a CPA Award of $110,000 per year.  Funding shall derive from the CPC 10% Affordable Housing Reserve for this purpose.

Habitat for Humanity – 108 Orchard Road & 132 Quinaquisset Avenue
Community Housing - $70,000:

The CPA funding request is $100,000; an award of $50,000 per home.  The sum of $50,000 represents the base figure that is now requested by Habitat for Humanity for community housing funding assistance.

It was noted the subject land was granted to Habitat by the Town of Mashpee.   The two homes would be affordable in perpetuity and add to the Mashpee DHCD Subsidized Housing Inventory.

The cost of the award was debated.  Sixteen Habitat for Humanity homes have been constructed in the Town of Mashpee.  The initial funding contribution was $25,000 per home, and recently $35,000 each for the construction of the Park Place homes.  The Developer Fee is also an added cost reflected as 12.5% of the overall construction budget.

Motion made by Mr. Lord to approve and recommend to the May 2015 Special Town Meeting, the Habitat for Humanity projects on 108 Orchard Road and 132 Quinaquisset Avenue for the sum of $100,000; a CPA Award of $50,000 per home.  Funding shall derive from the CPC 10% Affordable Housing Reserves for this purpose.
