CPA Application – Feasibility Study 209 Old Barnstable Road
Applicant: Affordable Housing Trust – Co-Applicant: Affordable Housing Committee:
Affordable Housing Committee member Allan Isbitz met with members of the Community Preservation Committee to request funding for a feasibility study at a 3.8 acre site on Old Barnstable Road, Mashpee. Mr. Isbitz indicated the Affordable Housing Committee has been carefully reviewing sites suitable for affordable housing for the past two years. The town-owned property located at 209 Old Barnstable Road is well located as it is in close proximity to Mashpee Commons, the schools and Mashpee Public Library.
It was disclosed that a grant application in the amount of $15,000 has been submitted to the MA Housing Partnership to conduct the feasibility study of discussion. Mr. Isbitz indicated it is hopeful that funding would be secured as affordable housing is desperately needed in the Town of Mashpee.

The grant application has been received by the MA Housing Partnership, and is being reviewed by applicable agencies. To avoid delays, the use of CPA funding is an alternative source in the event grant funding is not secured. The total request for CPA funding is $10,000 to conduct the feasibility study at the site referenced on Assessors Map 60, Parcel 2.
Joyce Mason, the Town Manager was in attendance to discuss the CPA application and answer any questions regarding the process. Mrs. Mason informed the Committee the Affordable Housing Trust is co-partnering with the Affordable Housing Committee, and is acting as the agency and applicant for CPA funding. It was noted the Affordable Housing Committee serves an advisory committee to the Affordable Housing Trust and Board of Selectmen.
Mrs. Mason explained the Affordable Housing Trust (AHT) (comprised of membership from the full Board of Selectmen and representatives from the Mashpee Housing Authority, EDIC, Affordable Housing Committee and Finance Committee) would move forward with a favorable application to develop a Request for Proposal (RFP) for the construction and management of the affordable housing site. It was noted the bid documents would be developed with input from the Affordable Housing Committee and administered by the Office of the Board of Selectmen & Town Manager. Mrs. Mason indicated it is hopeful the feasibility study would indicate the site is a viable option for affordable housing.
It was disclosed the Board of Selectmen acting as the AHT filed the application to the MA Housing Partnership. To date, the grant application has received favorable reviews, and if the grant is attained, notification of the award would be determined prior to the May 2013 Town Meeting. It was suggested the CPC Committee consider the article, and vote contingent upon the town not obtaining grant funding. The deadline for warrant articles for the May Town Meeting is the second Monday in February.
Discussion followed with regards to the town-owned site and possibilities for affordable housing. Preliminary indications foresee the future affordable housing project having primarily rental units with the possibility of homeownership. The option to build a cottage community unique to the Town of Mashpee was also briefly considered. It was agreed that Mashpee residents should be given priority for housing if the site is deemed acceptable for affordable housing.

Leila Botsford, Executive Director of the Mashpee Housing Authority was in attendance and indicted with regards to Breezy Acres; a 10 unit affordable housing construction project, a meeting was held last week with the Housing Assistance Corporation (HAC), the project developers. From a developer’s point of view it was noted that pre-development costs tend to cause budget constraints, and a project with less than 30 units is not always feasible.
Mrs. Botsford also noted the Asher’s Path project comprised of 56 units situated on a 6-acre site has been quite a successful affordable housing project in the Town of Mashpee.
Mrs. Mason indicated the feasibility study would determine the number of units buildable on the Old Barnstable Road site location.
Motion made by Mr. Kaplan to approve and recommend to the May 2013 Special Town Meeting, the CPA Application of the Affordable Housing Trust and Affordable Housing Committee in the amount of $10,000 to conduct a Feasibility Study at 209 Old Barnstable Road, Mashpee as a contingency to the MA Housing Partnership funding source. Funding would derive from the CPC 10% Affordable Housing Reserves.

Mashpee Housing Authority – Housing Assistance Program Update:
Leila Botsford, Mashpee Housing Authority updated the Committee on the Mashpee Housing Assistance Program, a project approved with CPA funding in May of 2012. The semi-annual update is a requirement of the CPA funded program.
The Housing Assistance Program is comprised of a CPA funded grant award of $100,000 per year for a three-year period to provide housing assistance in one or more of the following areas;
Ongoing, short-term rental assistance
One-time assistance for first/last/security deposits
One-time emergency assistance for rent
Mortgage assistance for short-term
Down payment assistance for first-time homebuyers
Mrs. Botsford indicated since the program has commenced in July of 2012, 35 Mashpee residents have been served. As of January 8, 2013, 23 Mashpee families are on the wait list for assistance.
Mashpee Veterans are given first priority for assistance, and to date 12 participants are Veterans who live in the Town of Mashpee. Four applicants live and work in Mashpee and 19 live (only) in Mashpee.
The most popular aspect of the program is housing assistance offered in the ongoing, short-term rental assistance program where funds are provided for up to two years. This is the most intensive portion of the program as every expense is fully detailed. In the program, goals are established, and must be followed. If there is no progress, the participant is removed from the program and assistance is terminated.
The sum of $3,275 has been loaned to 3 participants taking advantage of the first/last and security deposit program. One participant has been loaned $3,065 for emergency rental assistance and 4 applicants have used the emergency rental assistance. Housing assistance is provided for the remaining 27 participants in the short-term rental assistance program. The down payment assistance for first-time homebuyers has not been used to date.
Letters of support from participants were included in the Committee’s packet for informational purposes.

Mrs. Botsford indicated the program has been a huge success in Mashpee. It is running efficiently, and it is making a huge difference in the lives of each participant. With the wait list, and limited funding Mrs. Botsford respectfully requested the Committee consider adding CPA funding to support Year 2 and Year 3 of the housing assistance program. The Committee was receptive to the request. It was agreed that a new application would be submitted to the Committee for consideration of additional CPA funding.
CPA Application – Community Park Re-development – Applicant: DPW – Co-applicant: Memorial Park Committee:
Catherine Laurent, Director of Public Works was before the CPC Committee to continue discussions relative to the re-development of the Community Park located at 13 Great Neck Road North opposite the Mashpee Town Hall. The property is shown on Assessors Page 36 as Parcel 8.
To conform to previous discussions regarding site restroom facilities, the budget of $210,000 was revised by an additional $25,000 to construct permanent handicap accessible restrooms at the site location. The total request is $235,000. Although the preliminary plan is behind schedule, it is anticipated the restroom facilities would be constructed at the Mashpee Archives building. It was noted the decision regarding the future of the Archives has not yet been determined.
Plans for the Community Park re-development project and for the Archives building should be in place by the May Town Meeting.
The goal of the project is to create and encourage a greater use of the property by re-establishing this area as the center of the Town of Mashpee. The Community Park is proposed for re-development to re-establish and maintain this location within the Historic District as the Town Center. It is anticipated the Town would host weekly concerts, artisan fairs, a farmers market, movie nights and recreation events previously held in other areas to promote a cohesive plan for the Town Center. The expansion of the park and connection to the Veterans Garden, Archives and One Room Schoolhouse would allow for additional interest.
It was noted that currently there is a curfew of 7:00 p.m. at the site location. With the re-development of the park and added lighting it is hopeful the curfew would be reconsidered.

Motion made by Mr. Larkin to approve and recommend to the May 2013 Special Town Meeting, the CPA Application submitted by the Mashpee DPW and Memorial Park Committee in concept in the amount of $235,000 for the Re-development of the Community Park. Project funding would derive from the CPC 10% Open Space Reserves $117,500 and CPC 10% Historic Reserves $117,500.

CPA Application – Heritage Park & Tiger Long Playground Improvements – Splash Pad – Applicant: DPW:
Catherine Laurent updated the Committee on costs associated to the Tiger Long Playground and Splash Pad projects at the Heritage Park recreation facility. When discussing the proposal, it was determined the applicant in conjunction with the CPC Committee would consider the proposal as (2) applications, and therefore (2) separate articles would be contemplated for the Special Town Meeting warrant.
The cost of improvements to the Tiger Long Playground located at the Heritage Park facility is $146,000. The cost of installing a Splash Pad at the Heritage Park facility is $105,000.
The playground has been used heavily since it was installed in 1996. Over the years several play structures have been removed due to safety issues. The CPA project would fund the remainder of the structures in need of replacement and allow for the expansion of the playground area to include a shade pavilion for the users of the playground and picnic area. The surface of the playground will be replaced with rubber or artificial grass, a selection that is similar in cost to be determined by the DPW Director. To offset costs, the DPW will provide the funding to construct the playground.
It is estimated the playground if installed with rubber to cost $142,956. For the playground to be installed with an artificial turf, the cost is $145,861.

CPA Application – Heritage Park & Tiger Long Playground Improvements – Splash Pad – Applicant: DPW: (continued)
Discussion followed with regards to the Splash Pad project proposed as a separate Town Meeting article. After further review, the recirculating water system has been removed from the project proposal. The aquatic play area will be powered with town water through ground sprays and above ground features. The low usage water elements would be discharged through an underground leaching field.
In consultation with the Water District manager, there is no issue in connecting the splash pad to town water. The town will budget for the annual water provision projected to cost $1300 per season.
The cost of the splash pad to include installation, protective fencing, the water connection and drainage system is $104,240. It was noted that splash pads have become a big trend in communities. Aquatic amenities are used by all age groups, and it is a 100% handicap accessible recreation facility.
Gus Frederick the Recreation Director was in attendance to give support to the splash pad proposal. It was noted the Town of Plymouth installed a splash pad at the Nelson Park in 2010. It has become the most popular park in the town.
Motion made by Ms. Waygan to approve and recommend to the May 2013 Special Town Meeting as (2) separate articles, the CPA Application for the Tiger Long Playground Improvement project at Heritage Park in the amount of $146,000, and the CPA Application for the Splash Pad at Heritage Park in the amount of $105,000. Funding for each project would derive from the CPC Budgeted Reserve Account.

OLD BUSINESS:
Discussion of Mills Property – Town Manager Update:
With regards to the Town Meeting vote of May 2011 to convey an interest in the Mills Family Land to the Town of Barnstable, Joyce Mason the Town Manager indicated there was an oversight in Representative Hunt’s office, and to date the legislation has not been filed.
New rules for legislative action require that votes be taken in the particular legislative session and year. As a result, the warrant article will be included on the May 2013 warrant, and when certified be submitted to the legislative body approval.
It was noted this action has been a requirement of the Town of Barnstable, and the town at present remains interested in the conveyance of the inter-municipal transfer. Funding when attained would be deposited in the CPC Open Space Reserves Account from which the original purchase price was paid.
