                CPA Application – Heritage Park & Tiger Long Playground Improvements:

Catherine Laurent, Public Works Director discussed the CPA application submitted by the DPW in conjunction with the Recreation Department to improve the Tiger Long Playground and upgrade Heritage Park with members of the Community Preservation Committee.  The CPA funding request is $184,000.

For the past ten years, the Town has been improving and expanding Heritage Park through the use of CPA funding.  The goal of this project is to improve and expand the Tiger Long Playground and upgrade the irrigation system at the Heritage Park facility.  The Tiger Long Playground is the fenced-in playground neighboring Route 130.

To conform to mandates imposed by the State, the Town conducts yearly inspections of playground structures.  With respect to safety issues, the Tiger Long Playground is deemed non-compliant.  The DPW through their expense budget has funded a few of the new structures which are shown in gray on the color coded map enclosed in the project application.

As a result of the present state of the playground built in 1996, it is necessary to replace the remainder of the facility in its entirety due to safety concerns.  New and recently purchased equipment would be handicap accessible compliant.

The project proposal includes an expansion of the playground area to include a shade structure and a splash pad.  Conceptual photographs of a splash pad envisioned in the area were included in the application proposal.  It was noted the splash pad would be connected to town water, and be operated and controlled on an individual basis.  Ten splash elements are proposed in the configuration to be connected to a recirculating water system.

Discussion followed regarding the concept of a water play area for children through ground spray and above ground features.  It was agreed that further information relative to pool regulations, water testing and projected annual costs would be provided and reviewed by the CPC Committee at their January meeting.  It was noted the CPA does not provide funding for maintenance costs.

The second component of the application would provide funding to improve the irrigation system at fields 1-3, the original playing fields constructed at Heritage Park.  CPA funding would allow for the replacement of the irrigation control system.  The current control system allows for only 1 schedule for all 34 zones.  This results in a 12-hour operation cycle.  A new control unit would allow for multiple programming of the different zones to conserve water and better accommodate the fields, especially the lighted field.

Catherine Laurent, Director of Public Works was in attendance to discuss the CPA application submitted by the DPW and Memorial Park Committee proposed for the May 2012 Special Town Meeting.  The funding request is $210,000.

The total cost of the Community Park Re-development project is $425,000.  Through other sources, the town has funded several site improvements.  This includes the construction of the parking lot, and the access ramp to the Archives building.  Funds within the existing town budget will support the remainder of the improvements to the parking lot, and funding to secure an architectural design for the Community Park incorporating the elements of the project proposal.

It was explained the goal of the project is to create and encourage a greater use of the property to re-establish this area as the center of the Town of Mashpee.  The property is located in the historic Town Center.  The expansion of the Community Park would provide a cohesive plan for the Mashpee Archives, the One Room School house, and Veteran’s Memorial Garden.   Improvements include the addition of a bandstand, site lighting, landscaping, irrigation, handicap accessible walkways, site furnishings, and memorial markers.

It was noted the town has been fortunate to have Mashpee Commons and South Cape Village host several town activities.  With the redevelopment of the park, the town would have the ability to host and schedule events for Mashpee residents and its visitors.  It would also serve as a location for private organizations to schedule events.  Free entertainment provided by the town would include but not limited to; band concerts, movie nights, artisans’ fairs, a farmers market, the Oktoberfest, the annual Easter egg hunt, and Veteran’s Day and Memorial Day services.

To date, the bandstand has not been designed.  It was suggested the site elevation be considered when designing the bandstand structure for cost constraints, and to alleviate the potential for vandalism.

It was noted that a fundraiser is planned at Dino’s Sports Bar on December 1st to raise funds for memorial stones for recent fallen soldiers and/or for future maintenance costs.  The event is sponsored by the Mashpee VFW.  To date, the Jones family representing the Heroes in Transition organization and the Xiarhos family has expressed an interest in contributing to this endeavor.  It is hopeful the new memorial stones would be in place by Memorial Day 2013.
Discussion followed with respect to events such as the recent Veteran’s Day service not properly advertised.  Events such as this should be well attended.  It was agreed this aspect should be improved upon.  It was noted that functions sponsored by the Recreation Department are usually well attended, and should not be a deterrent to the project.  It is hopeful with improvement and adequate notification the property would attract a greater use.

It was announced the annual Northeastern CPA Conference will be held on December 1, 2012 at the newly renovated Chelmsford Center for the Arts.

In response to advertisement, one bid was received in May 2012 for the renovation of the Mashpee Archives, a CPA funded project in the amount of $240,000.  As a result of the high bid which did not included filed sub-bids, the project was recently re-bid for the third time.  To date, five filed sub-bids have been received.  General contract bids are due this week.

It was noted the renovation project has been modified as a result of cost constraints to include HVAC, electrical improvements and minor construction.

The fire suppression system and the proposal to re-insulate the building have been eliminated from the new scope.  The exterior stairway and roof basement stairwell are alternates not included in the project proposal at this time.

Archives: (continued)

To date CPA funding has supported engineering and design for the completion of the plans, bid documents, and hazardous material testing which includes the development of removal specifications, a cost of approximately $22,000.
