Nancy Soderberg – Review of Application for CPA Funding at the October 2012 Town Meeting Mashpee Historical Commission – Restoration of Historic Town Maps, Documents and Purchase of Digitizing Equipment for Archives:

Nancy Soderberg, Chair of the Mashpee Historical Commission was before the Community Preservation Committee to discuss their application for CPA funding to restore Historic Town Maps, Documents and Purchase Digitizing Equipment for the Mashpee Archives.

The Mashpee Historical Commission is interested in restoring a large 5’x6’ Henry F. Walling map of the Counties of Barnstable, Dukes and Nantucket which has been stored in deteriorating condition since it was removed from Town Hall in 1985.  With CPA funding, the map would be displayed in the Archives upon its renovation.

Additional mapping included in the project request is an 1840 Phelps and Ensign Travel Map of the United Stated period consistent with and gifted to the 1831 One Room Schoolhouse, diplomas for Alice Jeannette Mills from the Mashpee Grammar School in 1932 and Falmouth Junior High School in 1933, and an early panoramic hand-colored photograph of Wakeby-Mashpee Ponds.  

It was noted the Walling map requires hand-made frame construction by a conservator for protection and display, and the Ensign and Phelps map requires archival framing.  A total of five documents are anticipated to be restored with CPA funding.

In addition, the Historical Commission has requested CPA funding to purchase a computer and document scanner to digitalize unique Town documents to improve access to Town history, cultures, and family genealogy.  Ms. Soderberg indicated the oldest and most fragile documents would be scanned first.  A new computer would greatly update the Historical Commission with the benefits of the latest technology.  

The budget projection is as follows;

The total projected cost is $5,300.

Motion made by Mr. Larkin to approve and recommend to the October 2012 Town Meeting, the application of the Historical Commission in the amount of $5,300 for the Preservation and Restoration of Town Maps and Documents, and the purchase of a document scanner and computer.

Approval of Invoices for Payment:
The Chairman of the Community Preservation Committee has determined that it would be permissible for the CPC Committee to sign-off on future invoices for the next few months.  In normal process, the project liaison would be notified to review the invoice prior to obtaining necessary signatures.
NEW BUSINESS:
Town Meeting Warrant Articles:
In addition to the warrant article approved by the Committee for the restoration of Historic Town Maps and Documents, the Community Preservation Committee motioned to fund the annual CPA article to set aside the 10% reserves for historic resources, affordable housing and open space purposes.
Motion made by Mr. Shaw to approve the annual CPA article to set aside 10% of the estimated Community Preservation Funds for Historic Resources, Affordable Housing, and Open Space purposes.
Motion seconded by Mr. O’Hara.

                LIAISION ASSIGNMENTS:
Mashpee Archives:  Correspondence was received from the Director of Public Works indicating the general contract bids for the Mashpee Archives renovation project are due on May 2, 2012.  Included in the memorandum was an outline of the filed sub-bids for HVAC, Electrical and Fire Suppression.  Due to funding constraints, the Town may have to evaluate the bids and determine whether a modification of the plans is necessary.  This would require the project to be re-bid.
Pickerel Cove Recreation Area:  It was noted the 2-acre open recreational field has been completed.  The field will be available for informal use this summer and official use by the Recreation Department in the summer of 2013.  The design of the canoe/kayak launch is currently in the development stage.

Community Preservation Coalition:
On April 23, 2012, it was announced the CPA Legislation was passed in the House.  If the bill passes in the Senate and it is signed by the Governor, Stuart Saginor, the Executive Director of the Community Preservation Coalition will be invited to attend a future CPC Meeting to further discuss the Act.
