                January 3, 2012:

Motion made by Mr. Kaplan to approve the minutes of Tuesday, January 3, 2012 as presented.
Motion seconded by Mr. Shaw.
VOTE:  Unanimous.  5-0.

Catherine Laurent – Mashpee Archives Project – Request for Additional Funding:

Catherine Laurent, Director of Public Works and Steve Cook, Planning & Construction Committee Chair was in attendance to discuss the request for additional funding for the Mashpee Archives project.  Also present was Joyce Mason, the Town Manager and Tom Mayo, the Assistant Town Manager in support of the project request for the renovation and preservation of the Mashpee Archives, a CPA project approved by the voters at the May 2011 Special Town Meeting.

Catherine Laurent – Mashpee Archives Project – Request for Additional Funding:

Ms. Laurent indicated that an additional $40,000 is requested; $27,500 for new work items not included in the original project scope and $12,500 for estimated additional costs.  It was disclosed the estimates have been submitted by the project architect/engineer.   Unexpended funding shall be returned to the Community Preservation Committee.

New work includes; the Hazmat abatement/carpet replacement; $10,000 for the testing of floor and windows and to abate or remove possible asbestos and PCB, the HERS inspection; $2,500 as required by the Stretch Energy Code and building insulation; $15,000.  It was noted the Archives building was constructed in 1965 using R11 insulation.  The current code requirement for building insulation is R20.

Additional work; $12,500 includes HVAC work and electrical as new wiring may be required upon exposure.  

Discussion followed with respect to the Town’s compliance with MGL c. 149 for procurement.  The Request for Bids will be advertised locally and in the Central Register.  Work to be performed by the Town will be identified in the RFB.

Deliberations of Projects considered for the May 2012 Town Meeting:

Motion made by Mr. O’Hara to approve and recommend to the May 2012 Special Town Meeting, Additional CPA Funding for Mashpee Archives project in the amount of $40,000 as referenced.  Funding shall derive from the 10% Historic Reserve Account.

Deliberations of Projects considered for the May 2012 Town Meeting:

In addition to the $40,000 Archives article, the Community Preservation Committee previously approved the following articles for the Special Town Meeting warrant; $70,000 to Habitat for Humanity to assist in the construction of 2 homes on Park Place Way, Mashpee, and $100,000 a year for a 3-year period for the purpose of funding the Mashpee Housing Authority – Mashpee Housing Assistance Program.

The annual appropriation to fund the Administrative and Operating Expenses of the CPC will be placed on the Annual Town Meeting Warrant.  The amount to be transferred from the CPC Budgeted Reserve is $40,000.

Motion made by Mr. O’Hara to approve payment in the amount of $3,750 to the Community Preservation Coalition for annual dues.

Public Announcement re: Application Process for October 2012 Town Meeting:

The Community Preservation Committee agreed to remit a Press Release to the Mashpee Enterprise to publicize that applications are being accepted for the funding of projects at the Annual Town Meeting in October of 2012 from the Community Preservation Fund.

In addition to the publicized notice, all Town Departments will receive a memorandum with respect to this regard.  The deadline to submit applications for October is April 1, 2012.
