Leila Botsford – Mashpee Housing Authority – Housing Assistance Program:
Leila Botsford, Executive Director of the Mashpee Housing Authority was in attendance to discuss her request for CPA funds to support the Mashpee Housing Assistance Program, a CPA contribution of $300,000; requesting $100,000 a year for a (3) year period.
Ms. Botsford explained the Housing Assistance Program is intended to assist Mashpee residents in short-term housing assistance. The program includes; short-term mortgage assistance, down-payment assistance for first-time homebuyers, and ongoing short-term rental assistance, which includes one-time assistance for first, last and security deposits, and one-time emergency rental assistance.
At this time, the greatest demand in Mashpee is for rental assistance in this much-needed program. The preference of the Housing Authority is to assist Mashpee residents. Mashpee Veterans will be given the highest priority in the housing program. Second priority is for those who live and work in the Town of Mashpee and third priority is for those who live (only) in Mashpee.
Ms. Botsford submitted additional letters of support from a father of a community member in desperate need of assistance, the Community Action Committee of Cape Cod & the Islands, the Town of Mashpee Board of Health, The Community Builders/Mashpee Village, the Council on Aging, the Department of Veteran’s Services, and a concerned Mashpee resident. (Letters to be retained with official CPC documents)
With available funding, the program is intended to begin within 6-8 weeks. Depending on the assistance required, the program if implemented fully is expected to assist at least 25 to 40 Mashpee families each year. Funding for the rental assistance program includes administrative costs.
It was noted the Mashpee Housing Authority currently owns, manages, operates and administers approximately 150 units of affordable housing. The Housing Authority has its own administrative staff which would implement and maintain the program when it is funded.
Valerie Foster, Executive Director of the Harwich/Chatham housing authorities has run this type of program successfully for several years. If the program is implemented in the Town of Mashpee, Ms. Foster is willing to share her experiences and recommendations on the program management.

Motion made by Mr. Larkin to open the Hearing on the application of Habitat for Humanity of Cape Cod regarding the development of 2 homes on Park Place Way as referenced.

Victoria Goldsmith, Executive Director of Habitat for Humanity of Cape Cod was in attendance to discuss the request for CPA funding to assist in the development of two ranch style homes on #6 and #9 Park Place Way, Mashpee. The request for CPA funding is $70,000, a cost of $35,000 per home to defray expenses associated to the project proposal.
Habitat for Humanity has constructed a total of thirteen homes in Mashpee with the Town’s support. It was noted the Tri-Town Circle parcel proposed for Habitat’s development has been withdrawn as the property is not feasible for construction due to wetlands issues.

The Park Place parcels have been reviewed by the Department of Housing and Community Development (DHCD), and are eligible under the Local Initiative Program (LIP) conforming to the standards for affordable housing which will contribute to the Town’s affordable housing inventory.
Two 44’ x 30’ modest style ranch homes are intended to be built on Park Place Way. A small inset front porch will be incorporated into the layout of the homes that will be built directly across the street from one another. One home will be deeded in perpetuity permanently adding to the Town’s affordable housing resources.
Ms. Goldsmith indicated that as a result of unavailable HOME funds and other grants, additional CPA funds are requested to offset costs associated to the construction of the new homes. The project will also be achieved through strong cost controls, and contributions of donated materials and services.

Deliberations of Projects considered for the May 2012 Town Meeting:
Upon review of the projects considered for funding at the May 2012 Town Meeting, the Community Preservation Committee deliberated and took action on the project proposals as follows:
At the last meeting, the Committee met with Jim Perrine of The Community Builders, Inc. to review the $75,000 Mashpee Village Affordable Housing Project. A question arose with respect to the use of CPA funds for the Mashpee Village project. Correspondence was received from Town Counsel Patrick Costello dated December 30, 2011 with respect to this regard. Mr. Perrine remitted additional communication via email dated January 3, 2012 regarding Town Counsel’s opinion and Mashpee Village’s eligibility for CPA funding. (communication to be retained in official copy)
Based on the concerns expressed by Town Counsel, and the comments made by The Community Builders, the Community Preservation Committee motioned as follows;
Motion made by Mr. Larkin to deny the application of The Community Builders, Inc. for Mashpee Village Phase II at this time.

Deliberations continued with respect to the application of the Mashpee Housing Authority for the Housing Assistance Program.
Motion made by Mr. Larkin to approve and recommend to the May 2012 Town Meeting, the Housing Assistance Program submitted by the Mashpee Housing Authority for $300,000, to be distributed as follows: $100,000 per year over a three-year period. The CPA award is contingent upon a periodic six month review.

Deliberations on Projects considered for the May 2012 Town Meeting:
In addition to the (2) articles approved by the Community Preservation Committee for placement on the Special Town Meeting Warrant, it was agreed the yearly article to allocate funds to the Administrative Expense Account of the CPC would be included on the Town Meeting warrant.
Motion made by Mr. Shaw to place an article on the May 2012 Annual Town Meeting Warrant to allocate a sum not to exceed $40,000 to the Administrative Expense Account of the Community Preservation Committee.

The CPC Committee reviewed the invoice received from Town Counsel dated September 12, 2011 regarding legal research associated to the use of CPC funds for the proposed Santuit Pond preservation project. For clarification purposes an email was received from Town Counsel dated September 12, 2011 regarding the appropriation and expenditure of CPA funds under Article 16.
Motion made by Mr. O’Hara to approve payment to Town Counsel in the amount of $420 as referenced. Said funding shall derive as an expense from the Community Preservation Administrative Account for legal services.

In December, members of the CPC Committee authorized the expenditure of funds to SolarBee from the Santuit Pond Restoration project. As per the Agreement, the initial payment is $46,928.
Motion made by Mr. Shaw to approve and ratify the expenditure of $46,928 to SolarBee from the Santuit Pond Restoration project in accordance with the contract specifications.

Mashpee Archives:
Frank Lord, liaison to the Mashpee Archives preservation project indicated the $200,000 budget approved at the May 2011 Town Meeting is currently over the CPA budget by $25,000 according to bid results.
It was noted the Historical Commission and Director of Public Works is scheduled to meet with the architect and project engineers to further review this concern. This matter will be brought to the Community Preservation Committee for additional review.
