                Meeting Called to Order by Vice-Chairman O’Hara at 6:00 p.m.

Motion made by Mrs. Buschenfeldt to approve the minutes of Tuesday,    July 5, 2011 as presented.
Motion seconded by Mr. Kaplan.

PUBLIC HEARING NOTICE



The Community Preservation Committee of the Town of Mashpee hereby gives notice of a Public Hearing to be held on Tuesday, September 6, 2011 at 6:00 p.m. in Conference Room #2 of the Mashpee Town Hall, 16 Great Neck Road North, Mashpee.  The purpose of this hearing is to conduct a public informational meeting as directed by the Community Preservation Committee bylaw on the needs, possibilities and resources of the town as they relate to historic preservation, recreation, affordable housing and open space.
At this hearing, information about application procedures for the funding of projects at the Annual Town Meeting in May of 2012 from the Community Preservation Fund will be provided, and responses to questions from interested parties will be given.  Also, the Community Preservation Committee will accept any written or oral testimony about needs, possibilities and resources from the public, from interested town departments, boards and committees or from town officials.

Public Hearing – Informational Meeting on Application Procedures for the Funding of Projects at the May 2012 Town Meeting:

The Public Hearing notice as publicized was read aloud into the record in accordance with posting requirements.

Motion made by Mr. Larkin to open the Public Hearing, an informational meeting as directed by the Community Preservation Committee bylaw on the needs, possibilities and resources of the Town as they relate to historic preservation, recreation, affordable housing and open space.
Motion seconded by Mr. Kaplan.
VOTE:  Unanimous.  6-0.

The Hearing was opened to solicit comment.

A CPC member asked if the CPA Act is eligible to fund educational outreach to assist with the local Girl Scouts in achieving their journey and leadership experience.  A brief discussion followed with respect to the CPA Act, and it was suggested the Mashpee Environmental Coalition be consulted for a possible contribution to offset costs associated to Girl Scout badge activities for environmental endeavors.

Motion made by Mr. Larkin to close the Public Hearing.
Motion seconded by Mrs. Buschenfeldt.
VOTE:  Unanimous.  6-0.

Motion made by Mrs. Waygan to submit a press release to the Mashpee Enterprise to announce the Community Preservation Committee is accepting applications for funding consideration at the May 2012 Town Meeting.
Motion seconded by Mrs. Buschenfeldt.

                OLD BUSINESS:
                Approval of Invoice for Payment:
Members of the CPC Committee reviewed the invoice from Town Counsel in the amount of $795 dated August 2, 2011 associated to the Mills Land Transfer to include a partial interest to the Town of Barnstable.
Motion made by Mrs. Waygan to approve the invoice payable to Louison, Costello and Condon PFAFF, LLP in the amount of $795 dated August 2, 2011 for legal work associated to the transfer of interest in the Mills Land to the Town of Barnstable.
Motion seconded by Mrs. Buschenfeldt.
VOTE:  Unanimous.  6-0.

MASHPEE ENTERPRISE
PRESS RELEASE

                                                                                                        The Town of Mashpee through its Community Preservation Committee is accepting applications for the funding of projects at the Annual Town Meeting in May of 2012 from the Community Preservation Fund.
        Community Preservation Funding supports projects related to historic preservation, affordable housing, open space and recreation.   Projects funded by the CPC include; the restoration of the Old Indian Meetinghouse, the Mashpee archeological survey, the Breezy Acres expansion project, the Mashpee Village recapitalization project, the relocation of the One Room Schoolhouse and the preservation of vital records in the Town Clerk’s Office.
        The CPC has also funded the Mashpee community garden expansion project, the preservation and restoration of the Mashpee Archives and funding to Habitat for Humanity to offset development costs associated to the construction of affordable homes in the Town of Mashpee.  Open space projects include the Mills Family Lands, 15.24 acres at Santuit Pond and funding to support the purchase of the Pickerel Cove Recreation Area.
        The deadline to submit applications for the May Town Meeting is November 1, 2011.  Applications are available in the Office of the Board of Selectmen/Town Manager, and on the Town’s website; www.mashpeema.gov
