Public Comment:
Maxine Wolfset representing the Mashpee Environmental Coalition expressed support moving forward with the Santuit Pond restoration project. Ms. Wolfset indicated it is time to move ahead to clean-up the pond. Jennifer Jackman stated that it is very timely the Community Preservation Committee is addressing this issue as she is seeing wildlife diminish in the Santuit Pond area.
At the last meeting, the CPC Committee discussed the use of Clean-Flo Restoration as an alternative for Santuit Pond. As a result of this discussion, John Kabat distributed information to the Committee relative to the SolarBee installations misrepresented by competitors as “failures” in an email dated June 16, 2011. Additional communication from Allen Waxman dated July 4, 2011 with respect to this regard was also disseminated. (Official Town Clerk Copy)

To alleviate misconception, members of the Community Preservation Committee re-confirmed their vote to recommend to Town Meeting to allocate $357,000 for the purposes of funding the Santuit Pond Restoration Project by using an artificial aeration and circulation system. The vote was 7-0-1. Mrs. Buschenfeldt was noted to have abstained as she resides on Santuit Pond.
The CPC Committee advised the proponents of Santuit Pond to attend Town Meeting in large support of this very worthwhile project.
Review of CPA Application for October 2011 Town Meeting:
Pickerel Cove Recreation Area:
Catherine Laurent, Director of Public Works was in attendance with Andrew McManus, the Town’s Conservation Agent to discuss the revised Pickerel Cove Recreation Area application, a CPA project to provide public access and recreational improvements at the former Vinhaven property.
The amended project proposal includes the re-establishment of a 2-acre open recreational field, the construction of a 6-space parking lot (where a trail currently exists), and the establishment of car-top boat access with a drop-off on Pickerel Cove on Mashpee/Wakeby Pond. The request for CPA funding is $64,160. The price proposal includes funding for the boat launch, signage and a gate in addition the 2-acre field, and road/parking lot. Ms. Laurent explained the project was slightly revised to confirm to the requirements of the Conservation Restriction imposed on the property by the Division of Fisheries and Wildlife at the time of the open space purchase in 2008.
Ms. Laurent indicated that a meeting was held with the Conservation Agent and the gentleman who opposed the project at the last Town Meeting. Mr. Brecker, a resident of Pickerel Cove was noted to have related concern with regards to excessive parties, illegal dumping and ATV use in this area. Upon discussion, it was noted that Mr. Brecker became more open to the project proposal. It was explained the goal of the project is to promote a more responsible area by improving the recreational usage and accessibility of the Pickerel Cove Recreation Area. It is a well warranted project and it is hopeful the improvements will minimize vandalism. With improved access, there will be increased police monitoring. The Recreation Department is expected to support the project at Town
Meeting and several parents have also expressed support of the project.

Review of CPA Application for October 2011 Town Meeting:

It was explained that additional signage would be placed at the new Pickerel Cove Recreational Area entry that would list allowable and prohibitive activities. The property will also be added to the map of Town Recreational Areas.
Ms. Laurent indicated the DPW and Conservation Department will be scheduling an outreach meeting next month to discuss proposed improvements to the Pickerel Cove Recreation Area, and to review and answer questions with the neighborhood and interested citizens.
The DPW will perform the tree work related to the project proposal, as well as furnish funds for future maintenance assumptions. No trees are proposed to be removed to access the shoreline.
Being no comment, the Community Preservation Committee motioned as follows;
Motion made by Mr. Larkin to approve and recommend to the October 2011 Town Meeting the following article; To see if the Town will vote to appropriate and transfer from the Community Preservation Fund, in accordance with the provisions of M.G.L., Chapter 44B, §5, $64,160 for the purposes of funding Recreational Improvements to the Pickerel Cove Recreation Area, including any necessary costs and expenses related thereto, as recommended by the Community Preservation Committee, or take any other action relating thereto.

The Committee was in receipt of an invoice from Town Counsel in the amount of $150 for consulting services.
Motion made by Ms. Waygan to approve the invoice from Town Counsel in the amount of $150 as presented.
